White County Board establishes Emergency Telephone System Board

7:00 p.m.

A special meeting of the White County Board begun and holden this 12th day of July, 2016 in the Courtroom of the White County Courthouse in the City of Carmi.

Chairman Trout asked for a moment of silence for the slain officers in Dallas Texas.

Chairman Trout called the meeting to order at 7:00 p.m.

Clerk Dozier called the roll with Dosher, Ray, Usery, Puckett and Trout.

Chairman Trout asked the Board if they had received copies of the minutes of the previous meeting and were there any additions, changes or deletions. Mr. Ray made a motion to waive the reading of the minutes of the previous meeting and to approve the minutes of the previous meeting as proposed in writing. Motion seconded by Usery. Motion carried 5-0 on roll call.

Chairman Trout asked the Board to consider the payment of all current bills. Mr. Puckett made a motion to pay all current bills, seconded by Usery. Motion carried 5-0 on roll call vote.

Mr. Adam Allen, Interim Director of the Ambulance Service, stated that they had deposited around $36,700.00. He wanted to thank Ken Usery and David Dosher for helping with the reorganization of the ambulance service.

Mr. Doug Maier, White County Sheriff, stated that the City/County jail committee just finished having a meeting and he had submitted his report in writing.

The next 9-1-1 meeting will be held on Monday, July 18th at 6:00 p.m.

Chairman Trout stated that the next item on the agenda is to consider the renewal of the Blue Cross/Blue Shield Insurance renewal. The increase will be 3 per cent. Mr. Usery made a motion to accept the renewal. Motion seconded by Ray. Motion passed 5-0 on roll call vote.

Emling and Hoffman, came before the Board to review the 2015 audit. They stated that the County had very little debt and over $5,000,000.00 in cash. Chairman Trout asked them if most of that was in restricted funds and Dan Hoffman stated that he did not have that information in front of him.

He stated that there was some areas that needed improvement. There were accounts that were not being reconciled in a timely manner. The recommendations for the sheriff’s department is to start depositing funds in a timely manner preferably once a week. Start marking invoices paid with a date and the check number. Start using checks in the correct numerical order and be cautious of how the claims are being coded so that the Clerk’s Office can issue 1099 ‘s correctly. Sheriff Maier stated that most of those items have already been addressed. Mr. Hoffman stated that much improvement is needed at the ambulance service. The billing and recording of income is not being done in a timely manner and is making the audit very difficult. Mr. Ray made a motion to accept and approve the 2015 audit seconded by Usery. Motion carried 5-0 on roll call vote.

Mr. Randy Frashier asked the Board to transfer property to the Village of Maunie. The Board and Clerk Dozier stated that White County is under contract to Joseph Myers and Associates for $450.00 per parcel. Also a recording cost of $48.00 per parcel transferred. They stated that they would gladly work with the County Board but they would much rather see it auctioned at least five or six times before signing it over. Mr. Frashier said that the County should get down and clean up the properties. Clerk Dozier stated that the County as Trustee is protected by statute from cleaning up or responsibilities of any of the properties. However the Village of Maunie is still has the same responsibility to clean up the property and put a lien on it. Clerk Dozier stated that one of the properties Mr. Frashier was asking about the county has $892.00 of actual expense in that property not counting the tax liability. Mr. Dosher said we should like it be auctioned at least one more time and see if it sells and if it does not then we will address Mr. Frashier’s request. Mr. Dosher made a motion to table until the next auction has been completed, seconded by Ray. Motion carried 5-0 on roll call vote.

Chairman Trout asked the Board to approve a list of election judges for a two year term. Mr. Puckett stated that he had a question about a judge Billy Taylor who does not live in Carmi 20. Clerk Dozier explained that Mr. Taylor lives in Carmi 16 and will be serving in Carmi 20. Mr. Dosher made a motion to approve the election judges for a two year term seconded by Puckett. Motion carried 5-0 on roll call vote. The judges are as follows:

Chairman Trout asked the Board to consider the amendment to the Emergency Telephone system Board ordinance. Mr. Trout states that the Illinois Statutes does not limit the Board however the county ordinance does and it should be amended to add the words not limited to. Mr. Usery made a motion to adopt the change to the Emergency Telephone System Board ordinance. Motion seconded by Ray. Motion carried 5-0 on roll call vote. The amended ordinance is as follows:

AMENDED ORDINANCE #16/07/12

AN ORDINANCE REVISING THE EMERGENCY TELEPHONE SYSTEM BOARD IN WHITE COUNTY.

ILLINOIS

WHEREAS, the State of Illinois has enacted into law the Emergency Telephone System Act, Illinois Revised Statutes Chapter 134, Paragraph 31 et seq., as amended (the "Act"): and, WHEREAS, the Act mandates the establishment of an Emergency Telephone System Board (ETSB) by the County Board of any County that imposes a surcharge pursuant to Section 15.3 of the Act, 111. Rev. Stat. Chapter 134, Paragraph 45.3; and WHEREAS, the majority of legal voters voting on the referendum presented to them at March 15, 1994, Primary Election voted in favor of the imposition of the surcharge; and WHEREAS, the County Board in White County must now revise the composition of the Emergency Telephone System Board (ETSB).

NOW, THEREFORE, BE IT ORDAINED BY THE COUNTY BOARD OF WHITE COUNTY, ILLINOIS, AS FOLLOWS:

SECTION ONE: ESTABLISHED. An Emergency Telephone System Board of White County Illinois, is hereby established in accordance with statute and shall be known as the White County Emergency Telephone System Board [WCETSB].

SECTION TWO: COMPOSITON. The WCETSB shall consist of seven (7) members, who shall be appointed by the Chairman of the County Board of White County. Illinois, with the advice and consent of the County Board. Said members of WCETSB shall consist of , but not be limited to, a White County Board Member, the White County Sheriff or a representative of White County law enforcement, a representative of one of the County's municipal fire departments, the Director of the White County Ambulance Service or someone representing that agency, two (2) additional representatives of emergency service agencies, to include, police, fire, ambulance, and ESDA, and one (1) at-large member, to be appointed on the basis of their ability or experience. Members shall be representative of both the rural and the urban areas located within White County, Illinois, or the portion of Edwards County, Illinois, lying within the incorporated city limits of the City of Grayville, Illinois.

SECTION THREE: TERM OF OFFICE. The initial term of office for each member of the WCETSB shall be as follows: One (I) member of the WCETSB shall be appointed for a term of one (1) year, two (2) members of the WCETSB shall be appointed for a term of two (2) years, two (2) members of the WCETSB shall be appointed for a term of three (3) years, and two (2) members of the WCETSB shall be appointed for a term of four (4) years. Consecutive appointments shall be for a term of four (4) years. All terms shall be measured from the first day of May of the year of appointment. Vacancies shall be filled for the unexpired term in a similar manner as original appointments.

SECTION FOUR: POWERS AND DUTIES. The WCETSB shall have the power and duty to perform the following functions:

1. Planning of a "9-1-1" System:

2. Upgrading or maintenance of the System, including the establishment of equipment specifications and coding systems;

3. Receiving monies from the surcharge imposed under County Board Ordinance passed and adopted April 13, 1994, and from any other source, for deposit into the Emergency Telephone System Fund;

4. Authorizing all disbursements from the fund;

5. Hiring, on a temporary basis, any staff necessary for the implementation or upgrade of the system.

6. Causing all monies received by the WCETSB pursuant to the surcharge to be deposited into a separate interest-bearing Emergency Telephone System Fund Account of which the Treasurer of the County of White is custodian, causing all interest accrued on the fund to remain in the fund, and to make no expenditures from said fund except by resolution, passed by a majority of all members of the WCETSB: which expenditures to be made only to pay for cost associated with the following:

a). The design of the Emergency Telephone System;

b). The coding of initial master street address guide data base and updating maintenance thereof;

c). The repayment of any monies advanced for the implementation of the System;

d). The charges for automatic number identification and automatic location identification equipment;

e). The non-recurring charges related to installation of the Emergency Telephone System and the ongoing network charges;

f). Other products and services including personnel costs necessary for the implementation, upgrade and maintenance of the System, including costs directly attributable to the construction, leasing, or maintenance of any building or facilities or costs of personnel directly attributable to the opening of the System. Costs directly attributable to the operation of the Emergency Telephone System do not include the costs of public safety agency personnel who are and equipment that is dispatched in response to an emergency call.

7. Annually prepare and submit to the County Board:

a). An annual budget showing the estimated receipts and intended

disbursements pursuant to this Ordinance, for the fiscal year immediately following the date the budget is submitted, which date must be at least 90 days prior to the fiscal year:

b). An annual report showing the income and disbursements made pursuant to the Ordinance during the fiscal year preceding the date the annual report is submitted, which date must be within 60 days of the close of the fiscal year.

8. Notify the Chairman of the County Board of all meetings of the WCETSB, making its books and records available to each member of the County Board at all times on request and holding meetings open to the public.

SECTION FIVE: MEETINGS. The WCETSB shall prescribe the time and place of the regularly scheduled WCETSB meetings and the manner of which special WCETSB meetings may be called.

SECTION SIX: REMOVAL. Members of the WCETSB shall serve at the pleasure of the White County Board and may be removed for: 1) failure to attend three (3) successive monthly meetings: or 2) failure to attend four (4) out of twelve (12) successive monthly meetings, as determined with the advice and consent of a majority of the WCETSB.

SECTION SEVEN: PASSAGE. This Ordinance becomes effective immediately upon its passage and adoption by the County Board of White County, Illinois.

Mr. Dosher made a motion to go into Executive Session to discuss ambulance personnel, motion seconded by usery. Motion carried 5-0 on roll call vote.

Mr. Usery made a motion to come out of Executive Session, seconded by Dosher. Motion carried 5-0 on roll call vote.

Mr. Dosher made a motion to hire Adam Allen as the Director of the White County Ambulance Service. Motion seconded by Dosher. Motion carried 5-0 on roll call vote.

Chairman Trout stated that the next meeting will be held on Tuesday, August 9, 2016 at 7:00 p.m.

Mr. Usery made a motion to adjourn, seconded Puckett. Motion passed 5-0 on roll call vote.
