The Carmi City Council met Oct. 4 to announce an electronic recycling day.

Minutes: City Council Meeting of October 4th, 2016
The Carmi City Council met Tuesday, October 4th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the September 20th, 2016 council meeting were presented. Motion made by Alderman Hays and seconded by Alderman Blake to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Ordinance No. 1510, an Ordinance imposing penalties for failure to timely pay Municipal Charges for Electricity, Water, Sewage, and Waste Collection and Disposal (Rescinding and Replacing Ordinance No. 1165, passed March 18, 1991). City Clerk Brian Allen stated that with the Debt Recovery Program that was passed a few weeks ago, they spoke with City Attorney Greg Stewart. Mr. Allen stated that #2 is the only thing that has been added to the Ordinance per Mr. Stewart’s guidance. Motion made by Alderman Lamont and seconded by Alderman Davis to approve Ordinance No. 1510 as presented. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard wanted to commend Chamber Director Holly Healy and the Chamber of Commerce for the wonderful dinner last night (10/3) and again congratulated Taylor Eye Care for being awarded small business of the year, Little Giant for being awarded large business of the year, and Tim Gholson for being awarded citizen of the year.
He informed the council that the new recycling dumpster has been placed at the Street and Alley Department Building and will be available to the public on Saturdays from 8:00 a.m. to 12:00 p.m.
Mayor Pollard stated that on October 15th another electronic recycling day will be happening at the Newton Wire and Cable Building from 9:00 a.m. to 1:00 p.m. and no paint will be accepted at this time.
He then stated that he would like to seek bids for painting and pressure washing the City of Carmi office building.
He added that he hopes everyone will enjoy all of the festivities planned for Corn Day weekend and hopes everyone will have a fun and safe weekend.
Reports from Standing Committees
Alderman Lamont asked if the railroad will be repaired after Corn Day. City Supervisor Mike Buckman answered that it would be.
Alderman Winkleman wanted to thank the City from the Kiwanis Club for everything that they do for Corn Day.
City Supervisor Mike Buckman next gave a quick update on current projects within the city. He stated that the work on Plum and Robinson Streets will be done by noon on Friday. Work on Plum and Kerney Streets will be starting next week to fix drainage problems. The Shipley Street sewer project will also be starting next week. He stated that he would like to have winter meetings and get together with the Water and Sewer Department to make sure that infrastructure is okay before repairing streets. Alderman Headlee stated that Smith Street and Smith Drive are washing out.

Motion made by Alderman Headlee and seconded by Alderman Winkleman to go into closed session to discuss personnel issues with action to follow.
At 5:50 p.m. the council went into closed session.
Motion made by Alderman Lamont and seconded by Alderman Blake to return to open session.
At 7:24 p.m. the council returned to open session.
Motion made by Alderman Hays and seconded by Alderman Yearby to hire Cody Nelson as Meter Reader in the Water Department. The motion carried on roll call by each Alderman answering “yes.”
Motion made by Alderman Blake and seconded by Alderman Yearby to hire Lee Holloman as Operator in the Water Department. The motion carried on roll call by each Alderman answering “yes” with Alderman Davis and Alderman Hays answering “no” and Alderman Headlee abstaining.
Motion made by Alderman Hays and seconded by Alderman Winkleman to adjourn.
At 7:26 p.m. the council adjourned.
