The State Panel of the Illinois Labor Relations Board has jurisdiction over collective bargaining matters between employee organizations and public employers such as the State of Illinois (excluding the General Assembly of the State of Illinois); units of local government (such as Illinois counties, municipalities and special districts) with a population not in excess of 2 million persons; and the Regional Transportation Authority.

I. OPENING OF MEETING 12:30 A.M.—via videoconference at 160 N LaSalle Street, N703,

II. PRESENT
John Hartnett, Chairman of State Panel; Michael Coli, Member of the State Panel; John Samolis, Member of the State Panel; Keith Snyder, Member of the State Panel; Albert Washington, Member of the State Panel; Melissa Mlynski, Executive Director; Kathryn Zeledon Nelson, General Counsel; Sarah Kerley, Deputy General Counsel; present in Springfield. Robert M. Gierut, Local Panel Chairman; Charles E. Anderson, Member of the Local Panel; Richard Lewis, Member of the Local Panel; Anna Hamburg-Gal, Associate General Counsel; and staff members in Chicago.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD AUGUST 9, 2016
Chairman Hartnett called for approval of the minutes of the August 9, 2016, meeting. Member Washington moved to approve the minutes. Member Samolis seconded. The Board passed the motion unanimously, by a voice vote.
IV. EXECUTIVE DIRECTOR’S REPORTS
Executive Director Mlynski presented her reports. The Chair and Members discussed the reports.
V. EXECUTIVE SESSION
Local Chairman Gierut made a motion to leave open session. Member Snyder seconded the motion, and the Board passed it unanimously, by a voice vote. Member Anderson made a motion to go into executive session to discuss personnel matters pursuant to Section 2(c)(1), 5 ILCS 120/2(c)(1). Subsequently, at the end of the discussion, Member Samolis made a motion to leave executive session. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote. Member Anderson then made a motion to return to open session. Member Washington seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. JOINT BOARD ACTIONS
The Board announced the resignation of General Counsel Nelson. Member Coli moved to accept the General Counsel Nelson’s resignation. Member Washington seconded. The Board passed the motion unanimously, by a voice vote.
VII. PUBLIC COMMENT
No members of the public were present.
VIII. ADJOURNMENT
Chairman Hartnett called for a motion to adjourn. Member Coli made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
