Village of Freeburg Board of Trustees met June 19.

Here is the minutes provided by the Board:

Call to Order: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Monday, June 19, 2017, in the Freeburg Municipal Board Room.

Pledge of Allegiance: Those present and the Board Members recited the Pledge of Allegiance.

Roll Call: Trustee Elizabeth (Lisa) Meehling-here; Trustee Denise Albers - here; Trustee James (Mike) Blaies - here; Trustee Bert (Dean) Pruett-here; Trustee Ramon (Ray) Matchett, Jr. — here; Trustee Mathew (Matt) Trout-here; Mayor Seth Speiser - here; (7 present, 0 absent) Mayor Speiser announced there is a quorum.

Mayor Speiser stated the minutes from the Regular Board meeting on June 5, 2017 are unavailable.

Finance: None.

Treasurers Report: None.

Attorney's Report: None,

Exhibit A:

ESDA Report: ESDA Coordinator Gene Kramer gave us an update on his ESDA Report.

Public Participation: Mayor Speiser called for Public Participation. None.

Exhibit B:

1. Zoning Administrator's Report: Mayor Speiser asked does anyone have questions for Zoning Administrator Henning.

Mr. Ed Cobau, IMUA Director of State Association Services and Scholarship Program Coordinator presented Benjamin Ebel with a framed certificate and $500.00 IMUA check. Ben was one of four finalists selected in IMUA’s 2017 Scholarship Program competition.

Recommendations of Boards and Commissions:

1. Recommendation of Combined Planning and Zoning Board for Yarber Special Use Permit: Mayor Speiser asked if anyone has any questions on this for Administrator Tony Funderburg. Mayor Speiser stated hearing none, we will move on.

Contracts, Releases, Agreements & Annexations: None. Bids: None.

Exhibit D:

Resolutions: Mayor Speiser stated, we have Resolutions #17-09. A Resolution for the Freeburg Park District to Sponsor a Homecoming Parade in the Village of Freeburg, Illinois.

Trustee Ramon Matchett, Jr. motioned to adopt Resolution #17-09 by title only and Trustee Mathew Trout seconded the motion. Roll Call: All voting aye, the motion carried. (6 ayes, 0 nays, 0 absent).

Exhibit E:

Ordinances: Mayor Speiser stated, we have Ordinance #1627. An Ordinance Specifying Appropriation Procedure.

Trustee Denise Albers motioned to adopt Ordinance #1627 by title only and Trustee Bert Pruett seconded the motion. Roll Call: Trustee Denise Albers - aye, Trustee Bert Pruettaye; Trustee James Blaies -aye, Trustee Ramon Matchett, Jr. - aye, Trustee Mathew Troutaye; Trustee Elizabeth Meehling-aye, (6 ayes, 0 nays, 0 absent). All voting aye, the motion carried.

Exhibit F:

Ordinances: Mayor Speiser stated, we have Ordinance #1628. An Ordinance Authorizing the Village of Freeburg, Illinois to Enter into and the Mayor to Execute a Memorandum of Understanding with the Freeburg Waves.

Trustee Ramon Matchett, Jr. motioned to adopt Ordinance #1628 by title only and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Ramon Matchett, Jr. - aye, Trustee Mathew Trout -aye, Trustee Bert Pruett -aye, Trustee Elizabeth Meehling-aye, Trustee Denise Albers - aye, Trustee James Blaies -aye, (6 ayes, 0 nays, 0 absent). Ordinances: Mayor Speiser stated, we have Ordinance #1629. An Ordinance Ascertaining the Prevailing Rate of Wages in and Around the Village of Freeburg, IL.

Committee Meeting Reports:

Exhibit H:

Electric Committee Meeting:

Trustee Mathew (Matt) Trout called the meeting of Electric Committee to order at 5:30 p.m. on Wednesday, June 14, 2017.

Old Business:

1. New Electric Customers: Trustee Trout said we talked about the new electric customers. Head Lineman Shane Krauss had a list of 13 residents and we will send out a letter to gauge their interest in switching over to Freeburg electric.

2. Customer Issues: Trustee Trout stated one of our solar customers pushed out 2,058 kilowatts and used 718, he will get a credit.

3. Electric Infrastructure for New Subdivisions: Trustee Trout said we discussed this issue. Shane has looked at what other communities are doing. The consensus is that we would like for the customers to pay for the cost of materials and don't charge for the labor. We never really passed on our labor costs. Our current code states a line extensions subject to labor and materials. Village Administrator Tony Funderburg said we will put together a clearer version of what we would like to do and bring that back to the committee.

4. Black Start Handbook: Trustee Trout said we are working with BHM&G on this. We would like the manual to be as detailed as possible so anyone can use it.

5. Urge Testing: We conducted our urge testing last Monday and it went very well.

New Business:

Trustee Trout said we received a hot weather alert from IMEA that we could be peak shaving. Trustee Trout said it was very hot out, so it was a true test of our generators. Trustee Trout said this is what IMEA bases the credits we receive from them on.

Trustee Trout stated we held an Executive Session citing litigation.

Public Works Committee Meeting: (Trash/Water/Sewer)

Trustee James (Mike) Blaies called the meeting of Public Works Committee to order at 5:56 p.m. on Wednesday, June 14, 2017.

The following item or items were talked about or discussed:

Old Business:

1. Sewer Project: Trustee Blaies said Haier was out cleaning up.

2. Sewer Issues/Sewer Fuel Orders: Trustee Blaies said the odors are gone.

3. Sewer Main - Jack Car Wash: Trustee Blaies said the sewer line should be lined in the next 6 to 8 weeks.

4. Shampoodles Lift Station: Trustee Blaies stated they are set to upgrade this on July 5" and 6".

5. West Apple Street Water Line Extension: We are Working on obtaining the easements.

6. Private Sewer at Potter/West Street: Trustee Blaies said they are going to camera the area to get the depths for TWM.

New Business: None.

Exhibit J:

Public Property Committee Meeting: (Streets/Municipal Center/Pool/Parks & Recreation) Trustee Ramon Matchett, Jr. called the Public Property Committee Meeting to order at 6:05 p.m. on Wednesday, June 14, 2017.

The following items were talked about or discussed under:

Pool: Old Business:

1. Pool/St. Clair County Parks Grant; Trustee Matchett stated Village Administrator Tony Funderburg has submitted the final report in order to receive the MEPRD pool grant money. The bike rack, sign and barbeque pit have been installed.

New Business:

1. Lifeguard Hires: Trustee Matchett said we need to hire two temporary lifeguards to help out this summer since we will be short-handed when several of our current lifeguards will be out of town. Trustee Matchett said at this time he would like to make a motion.

Trustee Ramon Matchett, Jr. motioned hired Corbin Schwable and Reagan Schwable as lifeguards at $8.25 per hour and Trustee Mathew Trout seconded the motion. Roll Call: All voting aye, the motion carried. (6 ayes, 0 nays, 0 absent).

Streets:

Old Business:

1. MFT/Ditch on North Main: Trustee Matchett said TWM is working on the report to close out the 2016 MFT and should have that done by the end of the month. We plan to rip rap part of the ditch on North Main.

2. East Apple Issues: Trustee Matchett said TWM would like to make this a collector street and use possible grant money to improve the street. Trustee Matchett stated Public Works Director John Tolan would like to curb and gutter the street, and also said the project could be broken up into sections. TWM is going to come back with a proposal on this.

New Business:

1. Homecoming Parade Resolution: Trustee Matchett stated we passed this resolution earlier on the agenda under resolutions.

2. Ordinance #1629: Trustee Matchett stated we passed this ordinance earlier on the agenda under ordinances.

Trustee Matchett stated Shari Wall, Director of Kids for Christ, was present to request approval for a 5K Run on September 9" at 10:00 a.m. The committee granted her request.
