Village of Freeburg Board of Trustees met June 5.

Here is the minutes provided by the Board:

Call to Order: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Monday, June 5, 2017, in the Freeburg Municipal Board Room.

Pledge of Allegiance: Those present and the Board Members recited the Pledge of Allegiance.

Roll Call: Trustee Ramon (Ray) Matchett, Jr. - here; Trustee Elizabeth (Lisa) Meehlinghere; Trustee James (Mike) Blaies - here; Trustee Mathew (Matt) Trout-here; Trustee Denise Albers - here; Trustee Bert (Dean) Pruett - here; Mayor Seth Speiser - here; (7 present, 0 absent) Mayor Speiser announced there is a quorum.

Exhibit A:

Mayor Speiser stated we have the minutes of the previous Regular Board Meeting May 1, 2017 for approval.

Trustee Mathew Trout motioned to accept the minutes from the Regular Board Meeting Monday, May 1, 2017 and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.

Exhibit B:

Mayor Speiser stated we have the minutes of the previous Regular Board Meeting May 15, 2017 for approval.

Trustee Mathew Trout motioned to accept the minutes from the Regular Board Meeting Monday, May 15, 2017 and Trustee Denise Albers seconded the motion. All voting aye, the motion carried.

Exhibit C:

Finance:

1. Review of Board Lists: Trustee Albers Stated we reviewed the Board Lists.

2. Review of Investments: Trustee Albers said the Investments were reviewed. Trustee Albers advised the committee the next CD renews on December 17, 2017.

3. Income Statement: None.

4. Treasurer's Report: Trustee Albers stated Treasurer Bryan Vogel is working with Village Administrator Tony Funderburg to secure bids for the recently purchased vehicles.

Old Business:

1. Newsletter: The newsletter will be going out in about 2 weeks. If you have anything to turn in please call the village office.

New Business:

1. Appropriation Ordinance: Trustee Albers said we are having our annual appropriation ordinance which is the mechanism that allows us to spend money. There a public hearing for this and it is scheduled for June 19" at 7:15 p.m.

2. 3-5 Year Plan: Trustee Albers stated this plan has already changed. This does change as projects are added.

3. Rhutasel & Associates Request for Loan Disbursement: Trustee Albers said we talked about the Haier Plumbing's pay request. At this time she would like to make a motion.

Trustee Denise Albers motioned to pay Haier Plumbing pay request No. 4 in the amount of $277, 129.80 and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Denise Albers - aye, Trustee Mathew Trout-aye Trustee Bert Pruett -aye, Trustee James Blaies -aye, Trustee Ramon Matchett, Jr. - aye, Trustee Elizabeth Meehling-aye, (6 ayes, 0 nays, 0 absent). All voting aye, the motion carried.

Treasurers Report: None.

Attorney S Report: None.

Exhibit D:

ESDA Report: ESDA Coordinator Gene Kramer talked about the following:

1. ESDA Coordinator Gene Kramer gave us an update on the report he passed out for the board to look at.

Public Participation: Mayor Speiser called for Public Participation. A discussion was held on affordable senior housing. Mr. Chad Hartle, president of RCH Development Inc. was present to speak about the development plans. Some of the following residents participated in a discussion of the 46 unit complex; Janet Baechle, Dennis Mueth, Bill Schwartz, Mike Brueggemann, Rick Finley, Marian Williams, and a few others.

1. Zoning Administrator's Report: Mayor Speiser asked does anyone have questions on the Zoning Report. If so please contact Zoning Administrator's Gary Henning.

Exhibit F:

2. Haier Plumbings Pay Request: Mayor Speiser stated this was taken care of under Finance on the agenda tonight.

Exhibit G:

Recommendations of Boards and Commissions:

1. Recommendation of Combined Planning and Zoning Board Memorandum: Mayor Speiser read the recommendation from the Combined Planning and Zoning Board. Trustee Pruett said at this time he would like to make a motion.

Trustee Bert Pruett motioned to accept recommendation from the Freeburg Commission Combined Planning and Zoning Board to change the zoning on land located along North State Street. A zoning change from SR-Isingle-family residential to MR-2 multiple-family residential zoning and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Bert Pruettaye; Trustee Mathew Trout -aye, Trustee Elizabeth Meehling-aye, Trustee Ramon Matchett, Jr. -aye, Trustee Denise Albers- aye, Trustee James Blaies - aye, (6 ayes, 0 nays, 0 absent). All Voting aye, the motion carried.

Contracts, Releases, Agreements & Annexations: None.

Bids Noe.

Resolutions: None.

Exhibit H:

Ordinances: Mayor Speiser stated, we have Ordinance #1626. An Ordinance Amending Chapter 30 of the Revised Code (Chief of Police Job Description).

Trustee Elizabeth Meehling motioned to adopt Ordinance #1626 by title only and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Elizabeth Meehling-aye, Trustee Mathew Trout -aye, Trustee Bert Pruett -aye, Trustee Ramon Matchett, Jr. –aye; Trustee Denise Albers - aye, Trustee James Blaies -aye, (6 ayes, 0 nays, 0 absent). All Voting aye, the motion carried.

Mayor Speiser said we will open up the Chief of Police position in house in the police department tomorrow for applications.

Mayor Seth Speiser called the meeting of Committee. As AWhole to order at 6:00 p.m. on Monday, May 1, 2017.

New Business:

1. Sewer Project: Mayor Speiser stated this meeting was held on the sewer project with Larry Rhutasel. Are there any questions or comments at this time?

Legal/Ordinance Committee Meeting:

The following item or items were talked about or discussed:

Trustee Bert Pruett called the meeting of Legal/Ordinance to order at 5:30 p.m. on Wednesday, May 24, 2017.

Old Business:

1. Zoning Report/Nuisance Properties: Trustee Pruett said Zoning Administrator Gray Henning said he will send out the new spreadsheet which will track the items being addressed each month. There will be a standard letter to go out to all nuisance property owners.

2. Cemetery Road: Trustee Pruett said the letter was sent to the County for us to take over Cemetery Road. When we receive our letter from St. Clair County, we will hand over the Cemetery Road to the Township to start taking care of it.

New Business:

1. Rhutasel & Associates: Trustee Pruett said we talked about sewer project and at this time he would like to make a motion.

Trustee Dean Pruett motioned to pay Rhutasel & Associates in the amount $37,492.82 for the sewer project and Trustee Ramon Matchett, Jr. seconded the motion. Roll Call: Trustee Bert Pruett -aye, Trustee Ramon Matchett, Jr.; Trustee Mathew Trout -aye; Trustee Denise Albers - aye, Trustee Elizabeth Meehling. - aye, Trustee James Blaies -aye, (6 ayes, 0 nays, 0 absent). All voting aye, the motion carried

Personnel/Police Committee Meeting:

The following item or items were talked about or discussed:

Trustee Elizabeth Meehling called the meeting of Personnel/Police to order at 6:33 p.m. on Wednesday, May 24, 2017.

Police:

Old Business:

1. Part-time Police Hire: Trustee Meehling stated we talked about part-time police hire, and we are going to table this until the new chief of police position is in place.

2. 2017 Eclipse Preparedness: Trustee Meehling said there will be an article in the Newsletter, and we will also be selling some solar eclipse glasses.

New Business:

1. Police Chief Job Description: This ordinance was adopted tonight under Ordinances.

2. Officer Boeving Request to be paid for 55 hours of comp time: Trustee Meehling said we received a request from Officer Boeving to be paid for 55 hours of comp time.

Trustee Elizabeth Meehling motioned to pay Officer Joel Boeving for fifty five hours of comp time and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Elizabeth Meehling-aye, Trustee Mathew Trout -aye, Trustee Bert Pruett -aye, Trustee Ramon Matchett, Jr. -aye, Trustee Denise Albers - aye, Trustee James Blaies - aye; (6 ayes, 0 nays, 0 absent). All voting aye, motion carried.

Trustee Meehling stated a girl jumped the fence and was able to get into the swimming pool. The police did find her and they talked to her. We will be asking for a few more cameras to be placed in the area and are hoping to get ones where the live feedback comes into the village office.

Personnel:

Old Business: None.

Nom-Union Raises: Trustee Meehling stated in the past, the Village Administrator, Chief of Police and Public Works Director have received the same raises as the union employees. At this time she would like to make a motion.

Trustee Elizabeth Meehling motioned 2.5% raise for the Village Administrator, Public Works Director, and Chief of Police increase retroactive from April 1, 2017 and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Elizabeth Meehling-aye, Trustee Mathew Trout -aye, Trustee Denise Albers - aye, Trustee James Blaies -aye, Trustee Bert Pruett -aye Trustee Ramon Matchett, Jr. - aye, (6 ayes, 0 nays, 0 absent). All voting aye, motion carried.

Trustee Mathew (Matt) Trout - I know a lot of you here tonight did not like how we voted and he gets that. Please note that he did do his research on this issue. We looked into this gentleman's background and the other properties that he has built, everything seemed to be good. I know this wasn't what you wanted to hear, but he did do his research on this issue as much as he can at this point. There will be other steps on the way that this will have to be voted on.

Trustee James (Mike) Blaies - The Memorial Ceremony that was held at the park was very nice and it always is.

Trustee Ramon (Ray) Matchett, Jr. -No thank you.

Trustee Bert (Dean) Pruett - The Memorial Ceremony was very well put together. Dean said the park look great, thank you John and your crew.

Village Clerk Jerry Menard - No thank you.

Staff Comments:

Village Administrator Tony Funderburg-No thank you.

Public Works Director John Tolan -No thank you.

Village Zoning Administrator -No thank you.

Adjournment:

Mayor Speiser called for a motion to adjourn the meeting.

Trustee Mathew Trout motioned to adjourn the meeting at 8:35 p.m. and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.
