City of Metropolis Water/Light/Street Committee met July 5.

Moved by Alderman Mike Hall and Second by Alderman Charles Barfield to approve the minutes of the previous meeting held on 6-7-2017 as presented;

Moved by Alderman Charles Barfield and Second by Alderman Mike Hall to recommend to the full Council to take action on purchasing chemical for the mosquito sprayer in the amount of $ 4,900.00 from LD Supply;

Alderman Chad Lewis passed out a proposal locating the streets that need to be reviewed and discussed in Hospital Addition. Chick Street has a stop sign but located to far back to see oncoming cars. A discussion to move the stop sign up to the corner without interference to Dr. Heine’s parking lot was one way to help fix the issue. Speeding has always been an issue in the subdivision but a stop sign is not to be used for controlling that.

Moved by Alderman Charles Barfield and Second by Alderman Mike Hall to recommend to the full Council to take action to proceed with a study for a 4-way stop sign at the streets of Jon and Chick in Hospital Addition;

HMG representative Doug Hawes requested the Payment Application #9, Project 2 for the Combined Sewer Separation.

Moved by Alderman Buford McGuire and Second by Alderman Charles Barfield to recommend to the full Council to take action on Pay Application No. 9 for the Combined Sewer Separation Project No. 2 in the amount of $420,263.81 to ACIX;

There was no motion made but the consensus was to request another bid from Jason Cates for the street improvements in Pheasant Cove Subdivision before committing payment/reimbursement. Jason has installed curb and guttering along with 2 extra inches of asphalt meeting our standards of roadways. He would like the reimbursement from the base amount and we pay the extra. All agreed the 1967 Ordinance addressing codes for roadways and subdivisions needs amending. We need to include curb and guttering, drainage guidelines for our storm sewers and include the depth of rock and asphalt for our streets set to our standards.

We need to dispose of 90 used transformers to Solomon Corporation who’s paying $1.86 per KVA with no warranty. They will recondition the salvageable transformers and scrap the rest.

Alderman Mike Hall stated he has had complaints of people going through trashcans. They open the bags scattering its contents in the alleyways. The police have been called on this matter and stated it is not against the law once it’s at the curb. When the man is confronted he gets belligerent with the homeowners. We need to enforce the Nuisance Ordinance siting littering and/or disorderly conduct. A trespassing sign will help the homeowner gain some authority. This has been an ongoing occurrence in many neighborhoods and they’re worried about their private information being stolen.

Mr. White came before the Committee thanking them for the extension on his 3 properties located on 2nd Street. He has taken one of the mobile homes down and is in the process of the disassembling the second. He stated has come into another piece of property on 12th Street that will need to be demolished. He requested 30 days to give a time frame to begin the demolition could be done on 12th Street. He assured the Committee he will continue to maintain the yard.
