Village of Freeburg Board of Trustees met August 21. 

Here is the minutes as provided by the board:

Call to Order: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Monday, August 21, 2017, in the Freeburg Municipal Board Room.


Pledge of Allegiance: Those present and the Board Members recited the Pledge of Allegiance.

Roll Call: Trustee Denise Albers - here; Trustee James (Mike) Blaies - here; Trustee Ramon (Ray) Matchett, Jr. — here; Trustee Mathew (Matt) Trout-here; Trustee Elizabeth (Lisa) Meehling-here; Trustee Bert (Dean) Pruett - absent; Mayor Seth Speiser - here; (6 present, 1 absent) Mayor Speiser announced there is a quorum.

Exhibit A: 

Mayor Speiser stated we have the minutes of the previous Regular Board Meeting Monday, August 7, 2017 for approval.

Trustee Mathew Trout motioned to accept the minutes from the Regular Board Meeting Monday, August 7, 2017 with corrections and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.

Finance: None. 

Treasurers Report: None. 

Attorney's Report: None

Exhibit B: 

ESDA Report: Mayor Speiser stated Gene our ESDA Coordinator is nothere tonight. Everyone should have Genes ESDA Report in their board packet to be reviewed. If you have any questions please call Gene.

Public Participation: None.

Exhibit C:

Reports and Correspondence: 1. Zoning Administrator's Report: Mayor Speiser asked if anyone has any questions for Zoning Administrator Gary Henning please get a hold of him. Mayor Speiser stated Gary had surgery today and that is why he is not here tonight.

Recommendations of Boards and Commissions: None. 

Contracts, Releases, Agreements & Annexations: None.

Bids: None.

Resolutions: None.

Exhibit D: 

Ordinances: Mayor Speiser stated, we have Ordinance #1635. An Ordinance Authorizing the Sale by Public Auction of Personal Property Owned by the Village of Freeburg, Illinois.

Trustee Ramon Matchett, Jr. motioned to adopt Ordinance #1635 by title only and Trustee Mathew Trout seconded the motion. Roll Call: Trustee Ramon Matchett, Jr. - aye, Trustee Mathew Trout -aye, Trustee Elizabeth Meehling-aye, Trustee James Blaies -aye, Trustee Denise Albers - aye; Trustee Bert Pruett - absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

Old Business: None.

New Business: Village Administrator Tony Funderburg said when we have our committee meetings on August 30th we will also be holding A Committee As A Whole meeting to discuss Executive Session minutes.

Committee Meeting Reports:

Exhibit E:

Electric Committee Meeting: Trustee Mathew (Matt) Trout called the meeting of Electric Committee to order at 5:30 p.m. on Wednesday, August 16, 2017.

 Old Business: 

1. Surplus Equipment: Trustee Trout said the first thing we talked about Was Surplus equipment. We surplused a 1998 Ford Crown Victoria, 1993 Ford F250 Chevy Custom Deluxe 10 and a 2004 Chevy Impala, this was done though Purple Wave. We are trying a new company and see how it goes. This is a little cleaner process on our end.

2. Electric Infrastructure for New Subdivisions: Trustee Trout said we talked about the electric infrastructure for the new subdivision. Trustee Trout said we don't have a whole lot on this just yet.

3. Black Start Handbook: Trustee Trout said Head Lineman Shane Krauss is going to meet with BHMG here shortly. They will discuss the details and procedures to be included.

4. Urge Testing: Trustee Trout said we had a problem with an electric motor that drives the jacket water pump on #6. The problem was corrected quickly and we won't have any penalties with IMEA. For those cities with issues, we were the fastest city to come back online without any issues. A second test was done this past Wednesday it went pretty Well.

New Business:

1. Grade School and High School Electric Efficiency Program Applications: Trustee Trout said we talked about the grade school and high school Electric Efficiency Program applications for grant money. Trustee Trout said at this time he would like to make a motion.

Trustee Mathew Trout motioned to recommend to grant the grade school 82,670 and the high school $4,650 for the Electric Efficiency Program and Trustee Elizabeth Meehling seconded the motion. Roll Call: Trustee Mathew Trout -aye, Trustee Elizabeth Meehling-aye, Trustee Ramon Matchett, Jr. - aye; Trustee Denise Albers - aye; Trustee James Blaies - aye, Trustee Bert Pruett - absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

Trustee Trout said this goes through IMEA they tell us the max they can get. We have about $19,000 there.

2. Apprentice Linemen Matt Amann and Andy Tolan Step Increase: Trustee Trout said We talked about the apprentice linemen Matt Amann and Andy Tolan step increase. Trustee Trout said he would like to make a motion.

Trustee Mathew Trout motioned that Matt Amann and Andy Tolan receive step increase to Level 2 Apprentice at $26.69 per hour and Trustee Elizabeth Meehling seconded the motion. Roll Call: Trustee Mathew Trout -aye; Trustee Elizabeth Meehling-aye, Trustee James Blaies- aye, Trustee Denise Albers - aye, Trustee Ramon Matchett, Jr. –aye; Trustee Bert Pruett - absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

Trustee Trout said we talked a little about our agreement with AZavar.

Old Business: None.

Exhibit F: Public Works Committee Meeting: (Trash/Water/Sewer)

Trustee James (Mike) Blaies called the meeting of Public Works Committee to order at 5:45 p.m. on Wednesday, August 16, 2017.

The following item or items were talked about or discussed:

Old Business:

1. Sewer Project: Trustee Blaies said Walden's has cleaned and lined the sewer main under North State Street from Reifschneider's to Jim's Automotive. Public Works Director John Tolan is going to meet with Rhutasel and Haier to finish up any last change orders that remain. On the new sewer plant TWM is moving forward on this.

2. Sewer Issues/Sewer Fuel Orders: Trustee Blaies said nothing new there.

3. FSH Minutes: Trustee Blaies stated Rhutasel is preparing a written operating procedure to use with the emergency interconnect with Illinois American.

4. West Apple Street Water Line Extension: Trustee Blaies stated Village Administrator Funderburg is working on the easements.

5. Private Sewer at Potter/West Street: Trustee Blaies said John is in the process of locating the sewer laterals for Rich Gordon and Larry Eitzenhefer.

6. East Water Tower Work: Trustee Blaies stated that Public Works Director John Tolan is going to meet up with the Suez Company. They are going to climb the tower and inspect the outside of the tower and give us a report.

New Business: Trustee Blaies said Public Works Director John Tolan advised us that TTHM/HAA sampling was done, and he will be collecting the lead samples for St. Joseph's School this month. Trustee Blaies said we had a water main break, which involved two valves that would not close. Public Works employees Jesse Carlton and Bob Elden were able to repair them and both valves are in proper working order now.

Exhibit G: 

Public Property Committee Meeting: (Streets/Municipal Center/Pool/Parks & Recreation) Trustee Ramon Matchett, Jr. called the Public Property Committee Meeting to order at 6:00 p.m. on Wednesday, August 16, 2017.

The following items were talked about or discussed under:

Pool: Old Business:

1. Pool/St. Clair County Parks Grant; Trustee Matchett said the pool has been closed, and is in process of being winterized. Trustee Matchett stated Village Administrator Tony Funderburg said the parks grant was submitted to St. Clair County.

New Business: Trustee Matchett stated Village Administrator Tony Funderburg advised us the spreadsheet was up to date.

Streets:

Old Business: 

1. MFT/Ditch on North Main St.: Trustee Matchett said we are going to oil and chip August 29th and 30th. We have two crews working to prepare the streets.

2. Drainage Problem Areas/Stormwater Run-Off Trustee Matchett said the Public Works Director John Tolan is looking to replace the culvert under Old Fayetteville Road near the pool after Homecoming then oiling it.

3. East Apple Issues: Trustee Matchett said TWM is looking to do a matching grant for East Apple and Cemetery Road. Those projects will be done in phases.

4. Hill Mine Road Repair: Trustee Matchett said there have been some work done on Hill Mine Road. This was to try and get the storm water off the road.

5. Customer Issues: Trustee Matchett said we are going to try to replace sidewalks in the fall.

New Business:

1. Stop Sign Request at North Main St/West St. Clair St. Trustee Matchett said we had a stop sign request at N. Main St. and West St. Clair St. We have asked the police department to take a look at it and give their input on it.

2. Fire Department Muscular Dystrophy Collection Request: Trustee Matchett said we had a request from the fire department to collect for Muscular Dystrophy on August 26" and the committee granedit that request.

3. Moore Asphalt Proposal for Pool Parking Lot, Police Station, and Cross Walks: Trustee Matchett said we will be doing some work at Jim's Automotive that need to be done from the sewer project. We will be doing some work on the pool parking lot, police station and cross walks. We would like to get another bid or two on the projects before we start.

Trustee Matchett said Homecoming was here and gone. Our crew did a lot of mowing of our properties State Street and the streets around to the park. The Public Works Department also did extra spraying in the park for the Homecoming. We will replace the new tree at the park this fall. The radar sign will go up on East Apple Street shortly. The leaf program will be starting soon and Public Works Director John Tolan would like to rehire Greg Becherer and Bob Huelsman for this project. We picked up the two new F250s last Friday, and it will be a couple weeks before we pick up the F350.

Upcoming Meetings: 

Legal/ Ordinance Committee Meeting - Wednesday, August 30, 2017 – 5:30 p.m. Finance Committee Meeting - Wednesday, August 30, 2017 - 5:45 p.m. Personnel/Police Committee Meeting - Wednesday, August 30, 2017 - 6:00 p.m. Closed in Observance of Labor Day - Monday, September 4, 2017. Board Meeting-Tuesday, September 5, 2017-7:30 p.m.

Village Mayor & Trustees Comments:

Trustee Ramon (Ray) Matchett, Jr. - He thinks the Homecoming went well. Ray told John him and his crew did a good job getting things ready for it. Trustee James (Mike) Blaies -No thank you. Trustee Mathew (Matt) Trout - He would like to thank John and Mike both of these crews did a great job for the Homecoming. He would also like to thank the Homecoming committee, they worked very hard. Trustee Elizabeth (Lisa) Meehling - She thanked John and the public works department everything looked good. She thanked the Chief Police Mike Schutzenhofer and police department for all they did for the Homecoming also. And a big thank you to the Homecoming committee Sharon, Kathy and Sarah they did a great job again. It looked like we had a great turnOut. Trustee Denise Albers - Same thing here as what Lisa said. She would like to thank ESDA Coordinator Gene for all the work that he did and updating us on the Eclipse Village Clerk Jerry Menard - Same as what everyone else has said.

Staff Comments:

Public Works Director John Tolan - He wanted to let us all know he has a meeting with Rhutasel and Haier on Friday. 

Chief of Police Mike Schutzenhofer - He said the guys did a great job. He was very proud of them. Mike said the two juveniles that were reported missing, they wandered off to the truck pull.

Adjournment: Mayor Speiser called for a motion to adjourn the meeting.

Trustee Mathew Trout motioned to adjourn the meeting at 7:46 p.m. and Trustee Denise Albers seconded the motion. All voting aye, the motion carried.
