White County Board met September 12. 

Here is the minutes as provided by the board:

A regular meeting of the White County Board begun and holden this 12th day of September,


2017 in the Courtroom of the White County Courthouse in the City of Carmi.

Chairman Dosher called the meeting to order at 9:00 a.m.

Chairman Dosher asked for a moment of silence for the loss of Correctional Officer Tom

Headlee.

Clerk Dozier called the roll with McAnulty, Usery, Puckett, Trout and Dosher all present.

Mr. Usery led the Pledge of Allegiance.

Chairman Dosher asked the Board if they had received copies of the minutes of the previous

meeting and were there any additions changes or deletions. Mr. Usery made a motion that the reading

of the minutes of the previous meeting be waived and that the minutes of the previous meeting be

approved as proposed in writing. Motion seconded by Trout. Motion carried 5-0 on roll call vote.

Chairman Dosher asked the Board to consider a motion to pay all current bills. Mr. McAnulty

made a motion to pay all current bills, seconded by Usery. Motion passed 5-0 on roll call.

Mr. Adam Allen, Director of the White County Ambulance Service, stated that the service had a

$43,000.00 profit for the month of August. Mr. Allen stated that the electric cots had been received and

are installed in the ambulances.

Mrs. Pam Armstrong, Treasurer, stated that they had collected and disbursed over 3 million

dollars in taxes in September. They will be making the second disbursement the first of October. The

public has charged over $100,000.00 on credit cards or e-checks.

Mr. Doug Maier, Sheriff, stated that they had gone through a PREA (Prisoner Rape Education

and Awareness) audit this past month and it seems that the jail will be in compliance so it can house

Federal prisoners. The Department of Corrections conducted their annual inspection and the Board

should be receiving the report in the mail in the next few weeks. The jail generated $72,675.00 in

prisoner keep last month and that included over $9,625.00 from the Indiana Marshal Service. Mr. Duff

Haley has completed his training at the Belleville Correction Academy. All the officers are now certified.

Sheriff Maier stated that he appreciated the moment of silence for Mr. Headlee because he was a great

person and employee.

Chairman Dosher stated that Mr. Totten conducted a disaster drill last Saturday at Norris City.

He stated that he and Puckett had attended the drill and everything went as planned. The drill was very

impressive.

Mr. Charles Nolan, representative of the White County Soil and Water Conservation District

stated that each member should have received the annual report. He stated that he would like to

request the much needed contribution from the White County Board. Mr. Trout made a motion to

contribute $2,500.00 to the White County Soil and Water Conservation District, seconded by Usery.

Motion carried 5-0 on roll call vote.

Chairman Dosher stated that the renewal rates have been received by the Hope Trust effective

January 1, 2018 and the individual rate that the county will pay is $720.00 from $626.00. Mr. Trout

made a motion to continue with the Hope Trust and accept the new rates. Motion seconded by Puckett.

Motion passed 5-0 on roll call vote.

Chairman Dosher stated that Guardian had sent the renewal rates for Dental, Vision and Life

insurance. He reminded the Board that the only thing the County is responsible for is the $10,000 life

insurance policy on the individuals and it did not increase. Mr. McAnulty made a motion to continue

coverage for dental, vision and life through Guardian. Motion seconded by Usery. Motion passed 5-0

on roll call vote.

Chairman Dosher asked the Board to consider John F. Griese as the rabies administrator for

White County and Wayne Spicer as his deputy. Mr. Usery made the motion to appoint Mr. Griese as the

rabies administrator and Mr. Spicer as his deputy. Motion seconded by Puckett. Motion carried 5-0 on

roll call vote.

Chairman Dosher asked the Board to consider approval of a preliminary engineering agreement

known as Section 09-05116-00-BR a bridge in Gray Township over French Creek in the NE corner of

Section 31 T3S R14W. Mr. Trout made a motion to approve the preliminary engineering agreement for

a bridge over French Creek. Motion seconded by Usery. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Board to consider approval of a preliminary engineering agreement

known as Section 13-10133-00-BR a bridge in Phillips Township over Crooked Creek in the NW corner of

the NE of Sec 36 T4S R10E. Mr. Trout made a motion to approve a preliminary engineering agreement

for a bridge over Crooked Creek. Motion seconded by Usery. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Board to consider approval of a preliminary engineering agreement

known as Section 16-04129-00-BR a bridge in Enfield Township over Gowdy Creek in the NW of Sec 7

T5S R8E. Mr. Usery made a motion to approve the preliminary engineering agreement for a bridge over

Gowdy Creek. Motion seconded by Puckett. Motion carried 5-0 on roll call vote.

Mr. Puckett made a motion to go into Executive Session for the purpose of potential litigation.

Motion seconded by Trout. Motion passed 5-0 on roll call vote.

Mr. Usery made a motion to come out of Executive Session. Motion seconded by Trout. Motion

passed 5-0 on roll vote.

Chairman Dosher reminded the Board that the next meeting would be held on October 10, 2017

at 7:00 p.m.

Chairman Dosher reminded the Board that this meeting should be recessed to November rather

than adjourned for action on budget and tax levy.

Mr. Puckett made a motion to recess the meeting until November 14 to take action on the

budget and tax levy. Motion seconded by Usery. Motion passed 5-0 on roll call vote.
