City of Albion City Council met Sept. 18.

Here is the minutes provided by the Council:

The Albion City Council met in regular session on Sept 18, 2017 at 6:30 p.m. in the Albion City Hall. Mayor John Henze called the meeting to order and led Pledge of Allegiance.

Roll Call: Present- Pat Hemming, Eric Schmidt, Kim Dostal, and Jordan Hinkle. Eric Eirikson – absent.

Schmidt moved to approve the agenda and Dostal seconded it. Motion passed 4-0

Hemming moved to approve the consent agenda and was seconded by Schmidt. The consent agenda consisted of regular minutes from Aug 21, 2017 and Aug 29, 2017 water workshop minutes, approval claims for payment, and financial reports.Motion carried 4-0.

Sheriff’s Deputy Dean gave the sheriff’s report. The public had questions about atvs riding in the city. Deputy Dean said calls must come into the call center for the sheriff’s department to be dispatched out to find the person/s in question.

Ed Tordoff gave the report for the Fire Department stating the annual pancake breakfast will be held on Oct 14, 2017

Rhonda Guy gave the water/wastewater report stating that usage has gone down on both water and sewer sides. The results from the quality control checks are our next step in moving forward with well #5.

Wade Dooley gave the library report stating the library director is working on annual survey for the state of Iowa. The Library’s 10th anniversary cookbook will be for sale soon. The Library received a grant for children’s books, will be starting travelogue and movie Monday’s.

Doug Loffgren gave the city maintenance report stating that he has been pumping wells. Doug asked the council to consider amending the Peddlers, Solicitors and Transient Merchants to require them to carry out their own garbage.

Resolution 2017-12 was tabled to add a time frame in which persons are able to get current agenda items.

Hemming motioned and Schmidt seconded to open a public hearing on codification of ordinances at 7:05pm with a 4-0 vote. The

following ordinances were passed Ordinance #54 – Fire & Emergency Services Department, and Ordinance #55 which contains the following chapters of the codification process: #20 - City Attorney, #30 - Contract Law Enforcement, #36 – First Responders Unit, #36 cont. – Hazardous Substance Spills, #45 – Public Offenses, #46 – Minors, #47 – Park Regulations, #55 – Animal Protection and

Control. Ordinance # 54 passed 4-0. Ordinance #55 passed 4-0. Hemming motioned and Dostal seconded to close the public hearing on codification of ordinances at 7:19pm with a 4-0 vote. The ordinances will be posted outside City Hall for viewing.

Without further information the items for discussion were tabled.

Public comments were opened. Karen Betts for the Albion Betterment Committee and the Friends of the Library stated that they were able to raise $2334.00 for a new community building. Karen will set the monies raised in a foundation. Volunteers and ideas are

needed in order to make the fundraising, grant writing and building site and specifications a success.

It was brought to the councils attention the agenda posted at the Post Office was removed after it was posted. A suggestion was made to have extra agendas at the Post Office for the taking.

Schmidt motioned and Dostal seconded the meeting adjourned at 7:36pm with a 4-0 vote.
