Harrisburg City Council met October 24.

Chairs

Harrisburg City Council met Oct. 24.

Here is the agenda provided by the Council:

· President Williams called the meeting to order at 6:00 PM.

Roll Call

· The City Clerk called the roll and 6 members were present during roll call, namely: Ben Allatt, Shamaine Daniels, Cornelius Johnson, Dave Madsen, Westburn Majors and Wanda R. D. Williams.

Invocation/Moment Of Silence

· The Moment of Silence was led by Mr. Majors.

Pledge Of Allegiance

· The Pledge of Allegiance was led by Mr. Johnson.

· President Williams announced that City Council held an Executive Session at 5:15PM on October 24 at 5:15PM to discuss legal matters.

Communications

· Mr. Allatt made a motion to appoint Ausha Green to fill the vacancy of the seat of former councilmember Destini Hodges until the end of the year, seconded by Mr. Madsen.

· President Williams called the vote and the motion was approved 6-0.

· Honorable Judge Serratelli performed the swearing-In of newly appointed Councilmember Ausha Green.

· Police Chief Carter, Captain Moody and Olivera gave City Council an update on the Helicopter collaboration with PA State Police.

· Mr. Johnson welcomed Ausha Green. He said that he knew her since she was a little girl and is very proud of her.

· Lionel Gonzalez congratulated Ausha Green. He said that she is a friend of his and she makes great decisions. He wished her a Happy Birthday.

· Dave Shuman said that there needs to be better communication with the Police Department and the citizens. He said citizens need to meet to discuss the things that are going on in the city with adolescents. He requested to meet with some Police Officers to share some of the ideas he has.

Approval Of Minutes

· President Williams moved, seconded by all Council Members to approve the Legislative Session Minutes of October 10, 2017.

Reports Of Committees

· Chair Allatt reported on the Work Session of October 17, 2017.

· Chair Johnson reported on the Work Session of October 17, 2017.

· Chair Majors reported on the Work Session of October 17, 2017.

Ordinances For First Reading

· There were none.

Ordinances For Amendment

· There were none.

Ordinances For Final Passage

· There were none.

Resolutions

· The City Clerk read Resolution 102-2017 into record - A Resolution authorizing the City of Harrisburg to negotiate and enter into a professional services contract with Mr. George L. Schwarz for transitional vehicle fleet management-related consulting services in the Department of Public Works

· President Williams called for the vote and this passed 7-0.

· The City Clerk read Resolution 103-2017 into record - A Resolution authorizing the City of Harrisburg to enter into a contract with PowerDMS Inc. for the Police Bureau to subscribe to an online Policy, Training, & Accreditation Management Software for Law Enforcement.

· President Williams called for the vote and this passed 7-0.

· The City Clerk read Resolution 105-2017 into record - A Resolution authorizing the City of Harrisburg to negotiate and enter into a professional services contract with Wallace Montgomery & Associates, LLP, a design firm, to perform engineering for the Second Street Multimodal Project Phase 2 (“Multimodal Project Phase 2”).

· President Williams called for the vote and this passed 7-0.

· The City Clerk read Resolution 106-2017 into record - A Resolution authorizing the City of Harrisburg (the “City”) to enter into contracts with PPL Electric Utilities Corporation (“PPL”) to convert and furnish electric street lighting delivery service for a total of 223 City street lights.

· President Williams called for the vote and this passed 7-0.

· The City Clerk read Resolution 107-2017 into record - A Resolution authorizing the City of Harrisburg to enter into a Comcast Business Service Order Agreement for phone, fax, and internet services for the Bureau of Fire at Station #1 (1820 N. 6th Street), Station #2 (140 N. 16th Street), and Squad #8 (9 S. 13th Street), and other similar agreements subject to the same standard terms and conditions.

· President Williams called for the vote and this passed 7-0.

· The City Clerk read Resolution 108-2017 into record - A Resolution authorizing the City of Harrisburg to negotiate and enter into ta contract with LexisNexis Claims Solutions Inc. for the Police Bureau to subscribe to the online citizen reporting software called Desk Officer Reporting System.

· President Williams placed this in the Public Safety Committee.

· The City Clerk read Resolution 109-2017 into record - Resolution approving the Domestic Animal Protective Services Agreement with the Humane Society of Harrisburg Area to provide services to the City of Harrisburg's Animal Control Program.

· President Williams placed this in the Public Safety Committee.

· The City Clerk read Resolution 110-2017 into record- A Resolution confirming the appointment of Ms. Amanda L. Arbour to serve on the reinstated Harrisburg Human Relations Commission (“HHRC”) for a two- year term.

· President Williams placed this in the Administration Committee.

· The City Clerk read Resolution 111-2017 into record - A Resolution approving the Sixth Proposed 2017 Budget Reallocation in order to provide for additional program and equipment allocations.

· President Williams placed this in the Budget & Finance Committee.

· The City Clerk read Resolution 112-2017 into record- A Resolution confirming the appointment of Marc Woolley to serve as Business Administrator for the City of Harrisburg. · President Williams placed this in the Administration Committee.

Old Business

· Mr. Majors said that it has been brought to his attention that we have been having problems with Tractor Trailers being parked throughout the city. He said that he hopes we can work with the Engineer or PenDOT to address these issues. Additionally, he said that the Codes Meetings were both positive. He said it was clear to him that we need to “come into the times” with regards to how we do day-to-day things in the Codes Department.

New Business

· President Williams invited everyone to attend a Documentary Series honoring African American Military Service men and women of Harrisburg, PA. The event will be at 500 Walnut Street from 2pm – 7pm. She said she has tickets available if anyone would like them. Additionally, she said Harrisburg City Council will be having their 2nd Annual Halloween Bash on October 25th from 5PM-7PM at two locations: Fire Station #1 (1820 N 6th) and Squad #8 at 9 South 13th Street. She thanked all of the sponsors who made this great event possible.

· Mr. Johnson announced that Harrisburg Cougars have two more games and he encouraged everyone to get around the team and support them as they finish their great season. He said it is a great way to come together as a community.
