Meet

City of Mount Carmel City Council met Oct. 9.

Here is the minutes provided by the Council:

Invocation was given by Reverend Tony Hodgson.

Present on Roll Call: Mayor Bill Hudson Commissioners – Eric Ikemire, Joe Judge Justin Dulgar, Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

Mayor’s Comments

Mayor Hudson brought the city council meeting to order.

Mayor Hudson congratulated the Mount Carmel High School Girls and Boys Golf Teams for their accomplishments in the regional and sectional tournaments. Mayor Hudson also congratulated the Mount Carmel High School Marching Aces on their winnings over the weekend.

Mayor Hudson reported the street department has starting changing the look of Market Street by installing new stop signs. Mayor Hudson explained the shorter stop sign poles are being replaced with taller more decorative poles. Mayor Hudson stated the city has applied for and is in hopes of receiving a grant to finish out the project.

Mayor Hudson stated the Wabash County Chamber of Commerce’s Spooktacular Fun Run is on Saturday, October 21st and cautioned residents to please be careful while driving in that area of the city during the event.

Mayor Hudson announced Trick or Treat hours for Halloween will be observed on Tuesday, October 31st from 5:00 pm to 8:00 pm. Mayor Hudson asked residents to please be careful while driving through the streets and be watchful of the trick or treaters.

Commissioner Reports:

Commissioner Eric Ikemire – Streets, Cemeteries And Parks

Commissioner Ikemire reported in the last two weeks the street department continued the mowing of city properties; cleaned intakes; finished replacing the concrete section on College View Drive; poured pads for the new decorative stop signs at Third and Market Streets as well as Sixth and Market; removed signal lights and poles at Sixth and Market Streets; repaired the drive shaft and differentials on the front end loader; and poured roadway back at South Mulberry Street from a storm sewer repair.

Commissioner Joe Judge – Finance And Senior Citizens

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Judge reported he will be submitting grants for the police department, the fire department, the Wabash County Senior Citizens Center, the Parks Department, and City Hall.

Commissioner Justin Dulgar – Water And Sewer

Commissioner Dulgar reported the water treatment plant will be changing the way water samples are submitted. Commissioner Dulgar stated the EPA has new requirements and the wells will be sampled twice a month for e-coli. Commissioner Dulgar emphasized there is nothing wrong with the city’s water and there are no EPA violations to date; the EPA has just changed its overall requirements for water sampling. Commissioner Dulgar reported the water maintenance department has been performing its standard routine maintenance as well as fixing water leaks and cleaning sewer locates. Commissioner Dulgar stated the wastewater plant emptied and cleaned the drying beds as well as performed its standard maintenance.

Commissioner Dulgar reported City Administrative Assistant Rudy Witsman is currently looking for funding for the required wastewater plant project, as the EPA will no longer provide the funding. Commissioner Dulgar acknowledged City Administrative Assistant Witsman, who stated Tim King of King Financials should be here next week to discuss proposals for the financing of the project. City Administrative Assistant Witsman reported he has also been in contact with local lending institutions to provide the city with a “target” for interest rates for a ten-year loan.

Commissioner Dulgar announced the Wabash Valley Regional Water Commission meeting will be held Wednesday, October 11th at Albion at 5:00 pm.

Commissioner Rod Rodriguez – Fire, Health & Safety, Garbage, City Hall And Civil Defense

Commissioner Rodriguez reported in the last two weeks the fire department responded to nine runs and the ladder truck hoses need to be tested.

Commissioner Rodriguez announced the Kiwanis Pancake Dinner will be held on Thursday, October 12th from 5:00 pm to 7:00 pm at the VFW.

City Administrative Assistant – Rudy Witsman

City Administrative Assistant Witsman reported within the consent agenda is Resolution #635, which is granting the city’s approval for the Multi-Hazard Mitigation Plan for Wabash County, as the city had input with the development of the plan.

City Attorney – Kelli Storckman

City Attorney Kelli Storckman no report.

City Inspector – Mike Gidcumb

City Inspector Gidcumb absent.

Business Motions

Mayor Hudson and the Council approved the Consent Agenda, as amended in the agenda dated October 9th , 2017. The consent agenda contains the approval of Resolution #635 – Adopting the Wabash County Multi-Mitigation Plan; approval of the minutes for the council meeting held on September 25th , 2017 and the approval of paying all bills bearing the proper signatures.
