City of Mount Carmel City Council met Nov. 6.

Mayor’s Comments
Mayor Hudson brought the city council meeting to order.
Mayor Hudson acknowledged Cory Casburn, who was in attendance representing the Wabash County Citizens Action Group, whose mission is to encourage and engage in community projects that further prosper the relationship between art, artists and the community. Mr. Casburn reiterated he had addressed the council in 2010 regarding the proposal of developing a community amphitheater and was in attendance again regarding the further development of the amphitheater located on Market Street. Mr. Casburn presented to the council the action group’s design and ideas for the construction of a “stage” at the amphitheater as well as the development of the whole amphitheater park area. Mr. Casburn emphasized the Wabash County Citizens Action Group is not seeking funding from the city for the amphitheater/park development but would instead seek donations through fundraising events. Mr. Casburn asked the council for more time in order to give a full proposal as he stated he felt he was not given sufficient notice. The council decided to take Mr. Casburn’s request under advisement at this time.
Mayor Hudson thanked all who helped make Halloween Night a very safe evening.
Mayor Hudson stated he was very appreciative of the community coming together with all their thoughts and prayers for Greg Keepes and his family as well as the “welcome home” event last Saturday.
Mayor Hudson gave prayers to families of the twenty-six individuals killed and the twenty-plus individuals that were injured at the Texas Church shooting.
Mayor Hudson thanked Street Department Superintendent Dave Easter and the street department for the posting of the new stop signs on Market Street. Mayor Hudson stated he has received many compliments.
Mayor Hudson reminded residents that the street department crew will not picking up loose leaves this year and please do not rake leaves to the curb.
Mayor Hudson announced at 11:00 am this Saturday, November 11th a tribute for the veterans will be held at the Veteran’s Park located at Third and Market Streets, in the event of inclement weather the tribute will be held at the VFW.
Mayor Hudson reported the 2018 Bi-Centennial Celebration will begin at the Trinity United Methodist Church with a church service at 9:00 am on Sunday, November 12th; followed by a program at 1:00 pm.
Commissioner Reports:
Commissioner Eric Ikemire – Streets, Cemeteries And Parks
Commissioner Ikemire reported in the last two weeks the street department cleaned intakes; burned the brush pile; performed maintenance on the bucket truck and the fork truck; mulched leaves in the city park; ran the street sweeper to clean city streets; loaded and hauled off several loads of brush from the wastewater plant; and continued to pick up bags of leaves. Commissioner Ikemire clarified the street department is still picking up bagged leaves.
Commissioner Ikemire stated due to the Veteran’s Day Holiday the brush harbor will be closed this Friday, November 10th and Saturday, November 11th, however it will be open on Thursday, November 9th. Commissioner Ikemire reported beginning Monday, November 13th the brush harbor will be open on Mondays, Wednesdays, Fridays, and Saturdays through the rest of the fall leaf season to accommodate residents who wish to haul their own leaves.
Commissioner Joe Judge – Finance And Senior Citizens

Commissioner Judge reported in the last two weeks he has written several grants for various departments within the City of Mount Carmel.
Commissioner Judge reminded citizens with the holiday season approaching the Wabash County Senior Citizens Center is available for rent for family gatherings or other events. Commissioner Judge stated the center rents for $75.00 a day and is a nice place to hold holiday events.
Commissioner Justin Dulgar – Water And Sewer
Commissioner Dulgar reported the water treatment plant will clean the outside basins after all the leaves have fallen off the trees and the newly required EPA monthly water samples are being gathered. Commissioner Dulgar stated the water maintenance department completed the fall water hydrant flushing and drained the water lines at the Fourth Street ball park for the winter. Commissioner Dulgar reported the wastewater plant is looking at options for a SCADA system; which is a real-time system that monitors valves, pumps, etc. attributed to the wastewater plant.
Commissioner Dulgar announced the next Wabash Valley Regional Water Commission meeting will be held on Tuesday, November 14th at 5:00 pm in the City of Albion.
Commissioner Rod Rodriguez – Fire, Health & Safety, Garbage, City Hall And Civil Defense
Commissioner Rodriguez absent.
City Administrative Assistant – Rudy Witsman
City Administrative Assistant Witsman stated this Friday, November 10th all city departments will be off except for the police and fire departments due to the observance of the Veteran’s Day Holiday.
City Administrative Assistant Witsman reported the city will be advertising for mowing of the city cemeteries as the current contract expires at the end of this year.
City Administrative Assistant Witsman announced Congressman Shimkus is holding a travelling help desk at city hall on Thursday, November 16th from 10:30 am to 12:00 pm.
City Administrative Assistant Witsman reported the city has been advised by the State of Illinois EPA that it will in fact loan the funds for the wastewater project, per certain stipulations, one of those being a public hearing. City Administrative Assistant Witsman announced that public hearing will be held at city hall on Monday, November 27th at 4:00 pm regarding the loan application for the wastewater plant improvements.
City Administrative Assistant Witsman reported within the consent agenda is the insurance premium for various types of coverage; liability, workmen’s compensation, and coverage on city buildings, etc. City Administrative Assistant Witsman stated the premium with the Illinois Risk Management Association is $257,053.83, which is the same amount as the prior year.

Business Motions
Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated November 6th, 2017. The consent agenda contains approval of the IMLRMA Insurance Min/Max Program $257,053.83; minutes for the council meeting held on October 23rd, 2017; and the approval of paying all bills bearing the proper signatures.
