Village of Cobden Board of Trustees met December 5.

Here is the minutes provided by the Board:

Call to Order

Village President Paul Z. Tomazzoli called the meeting to order at 6:00 p.m.

Roll Call:

Upon roll call, the following Trustees were present: Jean A. Britt Alma Gomez

Patrick Brumleve Austin Sellars

Elvis Pearson David Stewart

Also Present: Chad Eads, Jesse Vicente

Minutes of the November 20, 2017 Regular Meeting:

Motion was made by Stewart, seconded by Sellars, to approve the Minutes of the November 20, 2017 regular meeting as presented. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Pearson, Sellars, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Approval of Bills and Salaries:

Motion was made by Pearson, seconded by Stewart, that presented bills in the amount of $11,931.88 and regular salaries be approved for payment. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Pearson, Sellars, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Budget Report:

Motion was made by Sellars, seconded by Stewart, to approve the Budget Report for the period ending November 28, 2017, as presented. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Pearson, Sellars, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Line Item and Other Transfers:

Motion was made by Brumleve, seconded by Stewart, to authorize line item and other transfers as presented. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Pearson, Sellars, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Street Lighting Upgrade Information:

Information received from Todd Dietterle regarding upgrading street lights to LED was presented. The Village has already upgraded Village-owned street lights and Ameren is in the process of replacing older lights with LED lights.

Ditch on South Jefferson Street:

An estimate to fill in the ditch on the east side of South Jefferson Street at the intersection of East Ash and South Jefferson was presented. The projected cost would be from $4,000 to $6,000. The Board was in agreement that funding is not available at this time for this project.

FY2018 IEPA Loan Program:

Correspondence from J. T. Blankinship Inc. regarding the FY2018 IEPA Loan Program was presented. The Village has no upcoming projects at this time.

Ordinance No. 2017-971 – Groundwater Protection Ordinance:

Motion was made by Brumleve, seconded by Gomez, to pass and adopt An Ordinance Prohibiting The Use Of Groundwater As A Potable Water Supply By The Installation Or Use Of Potable Water Supply Wells Or By Any Other Method. Upon roll call, the vote was:

Ayes: 5 – Britt, Brumleve, Gomez, Pearson, Stewart

Nays: 1 – Sellars

Absent: 0 – None

Motion declared carried.

Adjournment:

Motion was made by Brumleve, seconded by Pearson, that the Regular Meeting of the Village Board of Trustees be adjourned. Motion carried and the meeting adjourned at 6:20 p.m.
