City of Mc Leansboro City Council met October 10.

City of Mc Leansboro City Council met Oct. 10.

Here is the minutes provided by the Council:

Mayor Deitz called the meeting to order. Roll call: Mark Beck, Richard Lasswell, James Mason, Tom Maulding, Don Cox – present, Mike Stanart – absent.

Attorneys Thomas Malkovich and David Garavalia were in attendance.

Mr. Cox made the Motion To Approve Minutes Of The Last Regular Meeting Of September 12, 2017, second Mr. Lasswell. Roll call: Cox, Lasswell, Beck, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

Mr. Cox made the Motion To Accept The Collector’s And Treasurer’s Reports As Presented, second Mr. Mason. Roll call: Cox, Mason, Beck, Maulding, Lasswell. Ayes – 5. Nay – 0. Motion passed.

Mr. Lasswell made the Motion To Approve Payment Of Bills And Transfers, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Maulding, Lasswell. Ayes – 5. Nay – 0. Motion passed.

There were fifteen (15) members of the public present. Angie Rheude Stricklin presented the Council with 359 collected signatures from customers at Russel Oil Company requesting the sale of liquor on Sunday. She also requested the Council consider pour licenses for the convenience stores and thereby allow video gambling. Stricklin stated she was aware of comments about the cost of gas, but added that “fewer citizens result in higher costs at the pump.” Jerry Prince expressed his appreciation to the City for the assistance the City offered the McLeansboro Kiwanis Club with the recent Fall Festival. Mayor Deitz thanked Prince for his efforts.

CR Sloan, Hamilton County Unit 10 Schools FFA Advisor, presented a proposal for a community service project of building and placing crappie sets in Lake McLeansboro. Mr. Lasswell made the Motion To Permit The Use Of Lake Mcleansboro For The Ffa Community Service Project Providing Proof Of Insurance, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

Mr. Lasswell made the Motion To Donate Two Thousand Five Hundred Dollars ($2500.00) To The Hamilton Memorial Hospital Foundation, second Mr. Cox. Roll call: Lasswell, Cox, Beck, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

Mr. Mason made the Motion To Hire Joseph Rebstock To The City Police Department As A Part-Time Police Officer, second Mr. Lasswell. Roll call: Mason, Lasswell, Beck, Cox, Maulding. Ayes – 5. Nay – 0. Motion passed.

Mr. Lasswell made the Motion To Accept The Proposal From Depew & Owen Bulders, Inc. 511 S. Oak St., Centrailia, Il To Provide Labor Consisting Of Two Carpenters/Roofers And Rental Of The 60’ Boom Lift For A Period Of Five (5) Working Days For The Purpose Of Inspection And Assessment Of The Repairs That May Be Needed To The Mccoy Public Library In The Near Future With Temporary Repair In Areas Where Leaking Is Occuring For Nine Thousand Nine Hundred Forty-Two Dollars ($9942.00), second Mr. Beck. Roll call: Lasswell, Beck, Cox, Mason – (4) Ayes. Maulding – (1) Nay. Motion passed.

Mr. Maulding made the Motion To Vacate The North Half Of The Sixty Foot (60’) Douglas Street Easement Located Between Parcel #08-10-463-008 And #08-10-464-001 (Both Lots Being Owned By Casey Mckenzie) In Hyatt’s Addition Provided The Land Owner Pays For The Survey And Recording Of A Sixteen Foot (16’) Utility Easement To Run Between Said Lots, second Mr. Beck. Roll call: Maulding, Beck, Cox, Mason, Lasswell. Ayes – 5. Nay – 0.

Mr. Lasswell made the Motion To Table Action On The Izaak Walton Cabin Pending Report From Architect, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Maulding, Mason. Ayes – 5. Nay – 0. Motion passed.

Mr. Mason made the Motion To Adopt Resolution #17-005, A Resolution Sponsoring A City Christmas Parade In The City Of Mcleansboro For Friday, December 1, 2017 AT 6:00 P.M., second Mr. Cox. Roll call: Mason, Cox, Maulding, Lasswell, Beck. Ayes – 5. Nay – 0. Motion passed.

Mr. Lasswell made the MOTION TO TABLE ACTION ON TIF REIMBURSEMENT DUE TO ABSENCE OF REQUEST, second Mr. Mason. Roll call: Lasswell, Mason, Beck, Maulding, Cox. Ayes – 5. Nay – 0. Motion passed.

Mr. Beck made the Motion To Table Discussion On The Requirement Of Annexation For The Provision Of City Utilities, second, Mr. Cox. Roll call: Beck, Cox, Maulding, Mason, Lasswell. Ayes – 5. Nay – 0. Motion passed.

Police Chief Dave Filkins addressed the Council regarding a replacement for a vehicle purchased in 2005 (a 2003 model car). There was discussion to determine urgency of replacement, and type of vehicle to be considered. Mr. Lasswell made the Motion To Publish Specifications For The Purchase Of A Police Vehicle, second Mr. Mason. Roll call: Lasswell, Mason, Maulding, Beck, Cox. Ayes – 5. Nay – 0. Motion passed

At 6:38 P.M. Mr. Lasswell made the Motion To Convene Into Executive Session Under Section 2(C)(21) Of The Open Meetings Act For The Review Of The Executive Session Minutes Of April 22, 2015; May 12, 14, 28, 2015; June 24, 2015; JULY 14, 28, 2015; October 13, 2015; January 12, 2016; February 8, 24, 2016; March 9, 31, 2016; As Mandated In Section 2 Of The Act, second Mr. Cox. Roll call: Lasswell, Cox, Beck, Mason, Maulding. Ayes – 5. Nay – 0. Motion passed

Having reached a consensus, at 6:42 P.M. the public was invited to return and Mr. Mason made the Motion To Seal The Minutes Of The Executive Session Minutes Of April 22, 2015; May 12, 14, 28, 2015; June 24, 2015; JULY 14, 28, 2015; October 13, 2015; January 12, 2016; February 8, 24, 2016; MARCH 9, 31, 2016, second Mr. Cox. Roll call: Mason, Cox, Beck, Maulding, Lasswell. Ayes – 5. Nay –0. Motion passed.

Alderman Maulding notified the Clerk of a street light out on Alan Drive, concerns from Larry Futrell about drainage at the south-end of Hancock Street at Blackberry, complaints of train noises from Darin Phillips, and communicated concerns from Charlie Schneider about the condition of Luke Phelp’s trailer court.
