Village of Freeburg Board of Trustees met January 16.

Here is the minutes as provided by the board:

Call to Order:  Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Tuesday, January 16, 2018, in the Freeburg Municipal Board Room.


Pledge of Allegiance:  Those present and the Board Members recited the Pledge of Allegiance.

Roll Call:  Trustee Ramon (Ray) Matchett, Jr. – here; Trustee James (Mike) Blaies – here; Trustee Bert (Dean) Pruett – here; Trustee Denise Albers – here; Trustee Mathew (Matt) Trout – here; Trustee Elizabeth (Lisa) Meehling - here; Mayor Seth Speiser – here; (7 present, o absent)

Mayor Speiser announced there is a quorum.

Exhibit A:

Mayor Speiser stated we have the minutes of the Regular Board Meeting Monday, December 18, 2017 for approval.

          Trustee Mathew Trout motioned to accept the minutes from the Regular Board Meeting Monday, December 18, 2017, and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.

Exhibit B: 

Mayor Speiser stated we have the minutes of the Regular Board Meeting Tuesday, January 2, 2018 for approval.

          Trustee Elizabeth Meehling motioned to accept the minutes from the Regular Board Meeting Tuesday, January 2, 2018, with corrections and Trustee Mathew Trout seconded the motion. All voting aye, the motion carried.

Finance: None. 

Treasurer's None. 

Attorney's Report: None.

Exhibit C: 

ESDA Report: Mayor Speiser said our ESDA Coordinator Gene Kramer will not be here this evening. Please look at his report have any questions call Gene.

Public Participation: None.

Exhibit D: 

Reports and Correspondence:

1. Zoning Administrator’s Report: Mayor Speiser asked if anyone has any questions for Zoning Administrator Gary Henning. Mayor Speiser asked Zoning Administrator Gary Henning are we any further on the Moerchen property. Zoning Administrator Gary Henning said he talked to Attorney Fred Keck on Wednesday of last week and Attorney Keck has been in contact with their lawyer. Village Administrator Tony Funderburg stated he believes Attorney Keck has not talked to their lawyer yet. Mayor Speiser stated let's move forward on this quickly as possible.

Exhibit E: 

Recommendations of Boards and Commissions: Mayor Speiser stated we have the Combined Planning/Zoning Board Recommendation Regarding Meadow Pines Preliminary Plat.

          Trustee Bert Pruett motioned to accept the Combined Planning/Zoning Board Recommendation Regarding the Revised Meadow Pines Preliminary Plat, and Trustee Elizabeth Meehling seconded the motion. Roll Call: Trustee Bert Pruett – aye; Trustee Elizabeth Meehling - aye; Trustee Mathew Trout - aye; Trustee Denise Albers – aye; Trustee Ramon Matchett, Jr. - aye; Trustee James Blaies – aye; (6 ayes, O nays, 0 absent). All voting aye, the motion carried.

Contracts, Releases, Agreements & Annexations: None.

Electric Committee Meeting: 

Trustee Mathew (Matt) Trout reported on the Electric Committee Meeting held on Wednesday, January 10, 2018 at 5:30 p.m.

The following item or items were talked about or discussed:

Old Business: 

1. Surplus Equipment: Trustee Trout said Head Lineman Shane Krauss advised us the gentleman that purchase the Chevy truck passed away, but we are taking care of this. We are also still working on the sale of the Harley. Trustee Trout said Public Works Director John Tolan said they have been going through the water department items and Head Lineman Shane Krauss said we have some poles in the yard and we will work to get those items on the auction site.

2. New Electric Customers: Trustee Trout advised the committee that Head Lineman Shane Krauss said he has six residents interested in receiving the village electric.

3. Customer Issues: Trustee Trout said Village Administrator Tony Funderburg advised we have a business with wiring inside the building which is not up to code. Trustee Trout said we asked Attorney Fred Keck if the Fire Department can go inside with a police officer and give the owner a time period for them to fix the issue. Attorney Fred Keck said yes, and confirmed they can be given a time period to get it done.

Public Works Committee Meeting: (Trash/Water/Sewer) 

Trustee James (Mike) Blaies reported on the Public Works Committee Meeting held on Wednesday, January 10, 2018 at 5:45 p.m.

The following item or items were talked about or discussed:

Old Business: 

1. Sewer Project/New Sewer Plant: Trustee Blaies said we discussed the new sewer plant. Trustee Blaies said Village Administrator Tony Funderburg advised we have a proposed facility plan for review and Todd Peek was present from TWM to answer any questions that we might had. Village Administrator Tony Funderburg said this plan includes everything that we would need or want. Trustee Blaies said the draft plan will be sent to EPA and they either approve or disapprove it.

          Trustee James Blaies motioned to recommend TWM's West Wastewater Treatment Facility Project Plan be sent to EPA for approval and Trustee Mathew Trout seconded the motion. 

Roll Call: Trustee James Blaies – aye; Trustee Mathew Trout - aye; Trustee Elizabeth Meehling - aye; Trustee Ramon Matchett, Jr. – aye; Trustee Bert Pruett – aye; Trustee Denise Albers— aye; (6 ayes, 0 nays, 0 absent). All voting aye, motion carried.

2. Sewer Issues/Sewer Fuel Odors: Trustee Blaies stated Public Works Director John Tolan advised the committee we don't have any issues at this time.

3. FSH Minutes: Trustee Blaies said there is nothing to report.

4. Sewer Main - Jacks Car Wash: Trustee Blaies stated we will work on this project when it gets closer to Spring.

5. West Apple Street/ Schiermeier Road/Old Freeburg Road Water Line Extension: Trustee Blaies said Public Works Director John Tolan advised the committee the West Apple Street line samples came back with a few colonies of bacteria, we will flush the line rechlorinate it and sample again. Trustee Blaies said regarding to Old Freeburg Road, Village Administrator Tony Funderburg is waiting on the board to approve this project.

6. East Water Tower Work: Trustee Blaies said Public Works Director John Tolan is waiting on the report from Suez.

New Business:

Public Property Committee Meeting: (Streets/Municipal Center/Pool/Parks & Recreation)

Trustee Ramon Matchett, Jr. reported on the Public Property Committee Meeting held on Wednesday, January 10, 2018 at 6:00 p.m.

The following items were talked about or discussed under:

Pool: Old Business: 

1. Pool: Trustee Matchett said Pool Manager Scott Schulz has asked to hire more lifeguards. Trustee Matchett stated we will be advertising soon for lifeguards.

New Business: 

Trustee Matchett said we are not sure just yet who the third manager will be. Trustee Matchett said Public Works Director John Tolan said in the past we have asked a senior lifeguard if they would like to take the position.

Streets: 

Old Business: 

1. East Apple Proposed Streetscape Project: Trustee Matchett said Public Works Director John Tolan advised the committee this is on our list of projects for 2018.

2. Drainage Problem Areas (East Apple/Hill Mine Road)/Stormwater Run-Off: Trustee Matchett said Public Works Director John Tolan said he has nothing new to report on this issue. Trustee Matchett said Village Administrator Tony Funderburg advised the committee he still needs to send the letter to the school after Attorney Fred Keck reviews it.

3. Leaf Program: Trustee Matchett said the leaf program has ended for now. Trustee Matchett said the part-time workers are done and they did a great job.

New Business:

Trustee Matchett stated Village Administrator Tony Funderburg talked to Bill Vollmer regarding the streets in his subdivision and he is willing to put in concrete streets. Mr. Vollmer has asked us to reconsider using IDOT's standard for collector streets. Village Administrator Tony Funderburg stated we want to build to collector standards and further stated we need to look at our code and see if that amount is correct or should it be something less.

Trustee Elizabeth (Lisa) Meehling - No thank you.

Trustee Mathew (Matt) Trout – Matt welcome Mr. Klemme and thank him for his patience on the Meadow Pines Plat. He also would like to remind everyone about the policeman Blues game on Tuesday, February 6. If you need any information on it please call Mike Schutzenhofer or him. Don’t also forget about the Chambers night for the Mouse Races on Saturday, February 10, if you need tickets they are available to buy here in the office.

Village Clerk Jerry Menard - She said don't forget that Madelyn Strong benefit will be this Saturday, January 20th. Please try and make it.

Trustee James (Mike) Blaies – He said that he voted to accept the preliminary plat because it

met the Villages Code, but he has a major concerns about the number of homes that will dump a lot of traffic onto Wolf Road.

Trustee Ramon (Ray) Matchett, Jr. – No thank you.

Trustee Bert (Dean) Pruett – No thank you.

Staff Comments:

Village Administrator Tony Funderburg - No thank you.

Village Administrator Gary Henning - No thank you.

Chief of Police Mike Schutzenhofer – No thank you.

Mayor Speiser thanked everyone for coming out in such cold weather.

Mayor Speiser called for a motion to adjourn the meeting.

          Trustee Mathew Trout motioned to adjourn the meeting at 7:43 p.m. and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.
