Harrisburg City Council met April 30.

Here is the minutes provided by the Council:

The Harrisburg City Council met on April 30, 2018 at 8:00 am in the Council Room, City Hall, Harrisburg, Illinois.

Mayor John McPeek presided over the adjourned meeting with Commissioners Beth Montfort, Richard Harper and Mike Weirauch answering roll call. Commissioner Natalie Miller was absent.

Commissioner Harper presented Year End Budget Adjustments for General Fund.

Commissioner Weirauch asked what the Housing Expense was. Commissioner Harper stated that would have been used had the City received a grant, which it did not.

Commissioner Harper stated most of the increases and decreases had to do with the insurance which had a $366,000.00 increase in expenditures for a total of $575,043.00. Commissioner Weirauch asked if that what the new budget was set at then. Commissioner Harper stated that was probably a once every five year adjustment.

Commissioner Montfort wanted to clarify that Legal Fees would be for all attorneys and was told that was correct.

Commissioner Montfort asked how much was budgeted for Health Insurance next year since it was so much over this year. Treasurer Linda George stated it has not increased that much because it all depends on claims. She stated that if she had increased it that much, then everything in the whole budget would have had to been cut. She continued that it fluctuates depending on who has dependents or not and the number of people. She stated the whole cost of the insurance went up about $100,000.00.

Commissioner Montfort questioned why Print/Publications/Web Page was so much over. Treasurer George stated it would have been for publications for sale of property, TIF and liens. She stated that under Legal was also liens, not just attorney fees.

Commissioner Montfort noted the Police salaries went down. Commissioner Harper stated that was because of unemployment compensation which would offset an increase in insurance.

Commissioner Montfort noted that Motor Fuel was decreased by $400.00. Treasurer George stated that was for just this year. She stated she needed that money to offset the $300,000.00 for the insurance. She continued that the adjustments were to satisfy overages; it was not the new budget. Commissioner Montfort stated that it was just left over money and Treasurer George stated they just did not spend the money. Commissioner Harper stated it was not left over money and Treasurer George clarified that it was money not spent from what was actually budgeted.

Commissioner Weirauch moved to accept the Line Item Transfers as listed. Commissioner Harper seconded. By roll call vote, all voted yes. Motion carried.

Treasurer George stated these adjustments do not change the total in any way.

Commissioner Harper moved to approve the April 2018 Check Register and Warrant Report. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.

Commissioner Harper moved to adjourn the meeting. Commissioner Weirauch seconded. By roll call vote, all voted yes. Motion carried.
