Here is the minutes as provided by the council:

Meeting called to order by Mayor Brent Maguire at 6:00 p.m.


Prayer led by Louise Morlan followed by the pledge of allegiance to the flag.

other citizens from the community.

The minutes of the meeting of April 10, 2018, agendas and bills of April 24, 2018 were sent out

to those entitled to receive them. Mayor Maguire asked for approval of the minutes for the April

10, 2018 meeting. Motion by Alderman Prince, seconded by Alderman Stahl to approve the

minutes of the meeting of April 10, 2018.

Vote no: none

Mayor Maguire declared motion carried.

Mayor Maguire asked for approval to pay the bills for the April 24, 2018 meeting. A motion was

made by Alderman Barbre, seconded by Alderman Pottorff to approve the bills for payment.

Vote no: none

Mayor Maguire declared motion carried.

City Band – The City Band has plans to perform five concerts this year. They will perform June

7th, 14th, 21st, 28th, and their last concert will be on July 5th. Last year we appropriated $7,000 for

the concerts. Alderman Pottorff made a motion, seconded by Alderman Stahl to approve setting

aside $7,000 for the city band concerts.

Mayor Maguire declared motion carried.

Ordinance No. 18-0424-152 – Authorizing the Sale of Municipal Property – Attorney Rice told

the Council that we have acquired properties for various reasons and would now like to offer

them for sale. The bids to sell these properties will be opened at the Council meeting on June

12th. The City will observe the right to accept or reject any or all bids. Tract 1 is Lot 151 in

Rinard’s Third Addition (510 West King Street). Tract 2 is Lot 114 in Rinard’s Third Addition

(600 West College Street). Tract 3 is the N1/2 and S1/2 of Lot 45 in Rinard’s First Addition

(206 and 208 NW 7th Street. Tract 4 is Lots 46 and 47 in Rinard’s First Addition. The minimum

bid for each tract is $1,000. Sealed bids must be submitted on or before June 11th to the City

Clerk. Each bidder must be present at the June 12th Council meeting to explain his or her

intention on the development of the tract or tracts bid on. The City Council may accept the bid

or any other bid determined to be in the best interest of the City by a vote of ¾ of the aldermen

holding office. A motion was made by Alderman Griffith, seconded by Alderman McGill to

approve Ordinance No. 18-0424-152 to authorize the sale of municipal property.

Mayor Maguire declared motion carried and Ordinance No. 18-0424-152 approved and duly

adopted.

Resolution No. 18-0424-255/Appropriating MFT Funds for Street Projects – We recently

appropriated MFT Funds for the Kincaid Drive and Summer Street Project. Connor & Connor

estimated we could add NW 9th Street repairs for an additional $80,000. Mayor Maguire told the

Council that we need to pass a supplemental resolution appropriating an additional $80,000 of

MFT Funds to cover this additional work. A motion was made by Alderman Stahl, seconded by

Alderman Prince to approve this resolution appropriating $80,000 from the MFT Fund for this

project.

Mayor Maguire declared motion carried and Resolution No. 18-0424-255 approved and duly

adopted.

First Baptist Church Street Closing Request - First Baptist Church will be conducting their

annual Vacation Bible School and have requested approval to close the 100 block of East

Douglas, Sunday, June 3 through Friday, June 8 from 5:00-9:00 p.m. A motion was made by

Alderman Barbre, seconded by Alderman McGill to approve this request.

Report Concerning Dangerous Buildings – Mayor Maguire reported that he and Chief Colclasure

have been identifying properties that contain dangerous buildings within each ward of the city.

Chief Colclasure has begun the process of notifying one property owner in each ward that their

property contains a dangerous building. At this time we are asking for voluntary compliance

from those owners and we want to see progress made within 30 days. We will continue to

monitor progress and if no progress is made then Chief Colclasure will come back to the Council

to officially declare the structure a dangerous building and begin legal proceedings to have the

structures repaired or removed. Mayor Maguire said we will also be looking at nuisance

properties as well as the dangerous buildings. The aldermen also asked that the police begin

enforcing the ordinance that deals with junk vehicles.

Miscellaneous – Mayor Maguire reminded residents that they can sign up for level pay for their

utilities in May. Utility customers must have lived in their current residence for one year before

they are eligible to sign up for level pay. Contact the billing department concerning level pay.

Miscellaneous – We have already had some issues with yard waste making its way into the

roadway. This can cause clogged storm drains and street flooding and can contribute to homes

being flooded. Mayor Maguire asked that residents properly dispose of yard waste to prevent

possible flooding.

Miscellaneous – O’Reilly has begun work on their project west of town and a ground breaking

ceremony will be scheduled soon.

Miscellaneous – Alderman Griffith wanted to remind everyone that Republic will not pick up

electronics or old tires. Each resident is required to properly dispose of these items on their own.

Adjourn Meeting – Motion by Alderman Pottorff, seconded by Alderman McGill to adjourn the

meeting.
