Here is the minutes provided by the council:

Invocation was given by Reverend Tony Hodgson.

Present on Roll Call: Mayor Bill Hudson Commissioners – Eric Ikemire, Joe Judge Justin Dulgar, Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

Mayor Hudson brought the city council meeting to order.

Mayor Hudson acknowledged Terry Beckerman, who spoke regarding the Christmas Uptown Festival on Friday, November 30th. Mr. Beckerman was seeking council approval for street closures for the event from the alley in the three hundred block to the alley in the four hundred block of Market Street beginning Friday morning; also alley to alley on Fourth Street across Market Street closed on Friday morning and at noon closing south from the alley in the three hundred block of Market Street to the Third Street intersection as well as north from the alley in the four hundred block of Market Street to the Fifth Street intersection. Mr. Beckerman added the actual intersection of Third and Market Street would be closed after 3:30 pm on Friday, however the Fifth and Market Street intersection will not be closed for the festival. The council advised Mr. Beckerman to provide the police department with the street closure information.

Mayor Hudson welcomed City Administrative Assistant Rudy Witsman back to work from his recent surgery.

Mayor Hudson thanked Mount Carmel Public Utility for their work along Market Street as they are switching to new and brighter lighting.

Mayor Hudson thanked the general public for their patience regarding Halloween as there was controversary with the Trick or Treating and the weather. Mayor Hudson thanked the parents for going with their children while they trick or treated.

Mayor Hudson reported the Christmas Parade will be held on Saturday, December 1st and stated it is part of the bicentennial celebration. Mayor Hudson invited each of the city’s departments to participate in the parade.

Mayor Hudson announced city hall will be closed on Monday, November 12th in honor of Veteran’s Day. Mayor Hudson stated a ceremony will be held at 2:00 pm at the VFW on Sunday, November 11th, which is the actual “Veteran’s Day”.

Mayor Hudson reported the Holly Brook Development is taking great shape and contractors are working very hard trying to complete the construction.

Mayor Hudson asked for a moment of silence for City Airport Employee Dennis Havill, who passed away last Friday. Mayor Hudson stated Mr. Havill was an asset to the city’s airport.

Mayor Hudson reminded citizens to please remember to vote tomorrow, Tuesday, November 6th.

COMMISSIONER REPORTS:

COMMISSIONER ERIC IKEMIRE – STREETS, CEMETERIES AND PARKS

Commissioner Ikemire reported in the last two weeks the street department cleaned intakes; repaired a storm sewer on North Cherry Street; performed equipment maintenance; replaced a piece of playground equipment at the city park; replaced faded stop signs and no parking signs throughout the city; patched potholes in streets and alleyways; cut up and cleaned up trees in Lincoln Park.

Commissioner Ikemire stated one hundred and fifty ton of salt has been ordered, which should be delivered later this week and is in hopes the city will not need to use it this winter.

COMMISSIONER JOE JUDGE – FINANCE AND SENIOR CITIZENS

Commissioner Judge stated if anyone is looking for a place to host a Thanksgiving or Christmas event; the WC Cafeteria and Senior Center is available with those rental revenues going back to the center.

Commissioner Judge reminded citizens to purchase a ticket for the Kiwanis raffle on November 13th as the proceeds will be donated to the WC Cafeteria and Senior Center.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar reported the West Third Street Water Tower should be fully operational within the week as soon as some minor issues are resolved. Commissioner Dulgar stated once the water tower is back in service, the sediment basins will be cleaned as well as the line from the well field to the water treatment plant.

Commissioner Dulgar reiterated the wastewater plant’s aeration project is ongoing and the outfall project was completed by Kieffer Brothers Construction.

COMMISSIONER ROD RODRIGUEZ – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Rodriguez reported in the last two weeks the fire department had seven runs and tested the Engine #1 hoses.

Commissioner Rodriguez stated he was approached by area school bus drivers concerning the safety of children and the bus drivers throughout the nation. Commissioner Rodriguez spoke on the behalf of the local school bus drivers by asking residents to please keep the school children as well as the bus drivers in their prayers.

Commissioner Rodriguez encouraged citizens to please remember to vote tomorrow, November 6th.

Commissioner Rodriguez stated the time change over the past weekend is a good reminder to please change the batteries in smoke detectors as well as carbon monoxide detectors.

Commissioner Rodriguez reported the Wabash Valley College Foundation will be having a chili supper and asked residents to please attend in support of Wabash Valley College.

CITY ADMINISTRATIVE ASSISTANT – RUDY WITSMAN

City Administrative Assistant Witsman reported the City is replacing a sidewalk on the southwest corner of West Fourth and Market Streets as well as filling in an area next to the building located at 338 N. Market Street; in cooperation with the building owners, Dave and Laura Wilderman.

City Administrative Assistant Witsman stated the street department crew is preparing the leaf vac machine and within the next two weeks should hopefully be ready to start the leaf vac pick up service. City Administrative Assistant Witsman reiterated residents wishing to have their leaves vacuumed will need to purchase a $30.00 “ticket”, which will be per household and per one-time pick up. City Administrative Assistant Witsman clarified it could be two to three days before the leaves are actually picked up, weather permitting; bagged leaves will continue to be picked up and use of the brush harbor will continue to be available at no cost. City Administrative Assistant Witsman cautioned residents that the city does not know how long the leaf vac will stay functional.

CITY ATTORNEY – KELLI STORCKMAN

CITY INSPECTOR – MIKE GIDCUMB

City Inspector Gidcumb absent.

STREET DEPARTMENT SUPERINTENDENT – DAVE EASTER

Street Department Superintendent Dave Easter brought to the council’s attention the brush harbor hours due to the holiday on Monday, November 12th. City Administrative Assistant Witsman affirmed the brush harbor will be closed on November 12th for the Veteran’s Day Holiday, however it will be open on Saturday, November 10th and also Tuesday, November 13th.

FIRE CHIEF – FRANCES SPETH

Fire Chief Frances Speth no report.

BUSINESS MOTIONS

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated November 5th, 2018. The consent agenda included approval of the minutes for the council meeting held on October 22nd, 2018 and approval of paying all bills bearing the proper signatures.
