City of Mcleansboro City Council met May 14.

Prior to the meeting, and in the presence of those assembled for the meeting, Mayor Deitz conducted the swearing in of New Aldermen Billy Glenn and Dale Biggerstaff.
Following the Pledge of Allegiance, Mayor Deitz called the regular meeting of the McLeansboro City Council to order. Roll call: Jim Mason, Richard Lasswell, Don Cox, Dale Biggerstaff and Billy Glenn: Present.
Attorney Tom Malkovich was in attendance.
Mr. Cox made the MOTION TO APPROVE THE MINUTES OF THE REGULAR MEETING OF APRIL 9, 2019, AND THE MINUTES FROM THE SPECIAL MEETINGS OF APRIL 23, 2019 AND APRIL 30, 2019, second Mr. Lasswell. Roll call: Cox, Lasswell, Mason, Biggerstaff, Maulding, Glenn. Ayes – 6. Nay – 0. Motion passed
Mr. Lasswell made the MOTION TO ACCEPT THE COLLECTOR’S AND TREASURER’S REPORTS AS PRESENTED, second Mr. Cox. Roll call: Lasswell, Cox, Glenn, Biggerstaff, Mason, Maulding. Ayes – 6. Nay – 0. Motion passed.
Mr. Lasswell made the MOTION TO APPROVE PAYMENT OF BILLS AND TRANSFERS, second Mr. Mason. Roll call: Lasswell, Mason, Biggerstaff, Glenn, Cox, Maulding. Ayes – 6. Nay – 0. Motion passed.
There were 13 members of the public present. During Public Comments, Jerry Prince thanked Mayor Deitz and the Council for supporting the gravity, downhill McLeansboro Kiwanis Fox Hollow Derby on May 11; Assistant Fire Chief Jim Morris reported on their recognition that morning in Springfield for the Firefighter Excellence Unit Citation, Rodney Campbell gave an update on the recent crappie tournament held at Lake McLeansboro noting that there were 35 contestants, Police Officer and firefighter Nathan Taylor expressed his pleasure to be able to represent the city at the Springfield meeting and updated the Council on recent purchases upgrading firefighter equipment.

Mr. Mason made the MOTION TO APPROVE THE CITY APPOINTMENTS AS PRESENTED, AND TO INCREASE THE SALARY OF THE COLLECTOR WITH AN ADDITIONAL SIXTY ($60.00) DOLLARS PER PAY PERIOD, second Mr. Cox. Roll call: Mason, Cox, Lasswell, Maulding, Biggerstaff, Glenn. Ayes – 6. Nay – 0. Motion passed.
Verbal Blakley, BHMG Engineers Inc., addressed the Council regarding an electrical interconnect with the City of Fairfield. She explained that the current Fairfield switch at the McLeansboro Light Plant could be reprogramed to allow the City to get electricity from the Fairfield line if services were interrupted from Southern Illinois Power Co-op. She also emphasized that the mayors of both cities, and the directors of both power agencies supported the idea, but the City needed to take formal action requesting SIPC to contact IMEA/Ameren to begin working out the details of a possible interconnect.
Mr. Biggerstaff made the MOTION TO AUTHORIZE A LETTER OF INTENT NOTIFYING SOUTHERN ILLINOIS POWER CO-OP OF THE CITY’S SUPPORT IN ESTABLISHING AN ELECTRICAL INTERCONNECT WITH THE ILLINOIS MUNICIPAL ELECTRIC AGENCY AT FAIRFIELD, ILLINOIS TO PROVIDE EMERGENCY POWER FOR THE CITY OF MCLEANSBORO, second Mr. Lasswell. Roll call: Biggerstaff, Lasswell, Mason, Maulding, Cox, Glenn. Ayes – 6. Nay – 0. Motion passed.
Richard Woods, McCoy Memorial Library Board President, and Bill Reed, library board member, presented a list of repairs needed for the interior fabric of the building. They also provided insight to some of the programs offered by the library, and some of the funding issues they are facing. No formal action was taken.
McLeansboro Kiwanis Club members Bruce Morrison, Jacob Gray, and Bill Reed presented a list of proposed changes the club would like to make at the Edgar Satterfield Kiwanis Park. While the cost of materials has been approved by the club, they asked the City for assistance with doing the labor. No formal action was taken.
Agenda Item No. 9 was removed as there was no one from the Hamilton County Economic Development Commission present, nor was any documents submitted for consideration.
Ponding at the Fire Department doors was discussed. No formal action taken.
Mr. Lasswell made the MOTION TO TABLE ACTION ON AN INTERGOVERNMENT AGREEMENT BETWEEN THE CITY AND THE COUNTY FOR CENTRAL DISPATCH UNTIL THE JUNE 11, 2019 COUNCIL MEETING TO ALLOW FOR CONTINUING NEGOTIATIONS, second Mr. Cox. Roll call: Lasswell, Cox, Mason, Maulding, Biggerstaff, Glenn. Ayes – 6. Nay – 0. Motion passed.
Mr. Mason made the MOTION TO HIRE HAELEY PETERS AS SUMMER POOL MANAGER AND TO AUTHORIZE ALDERMEN BIGGERSTAFF AND MAULDING TO HIRE CERTIFIED LIFTGUARDS, ESTBLISH RULES AND REGULATIONS, AND TO PURCHASE INCIDENTALS FOR THE 2019 SWIM SEASON, second Mr. Lasswell. Roll call: Mason, Lasswell, Maulding, Biggerstaff, Cox, Glenn. Ayes – 6. Nay – 0. Motion passed.
Agenda Items 12 and 13 were dropped due to no additional information from the on-going investigation.
At 7:17 P.M. Mr. Lasswell made the MOTION TO ADJOURN, second Mr. Cox. A voice vote was taken. Motion passed without dissent.
