Galatia Community Unit School District 1 Board of Education met April 25.

The organizational meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Justin Travelstead, Joy Richey, Elaine Jackson, Aaron Allen, and Bryan McCabe. B.J. Pigg was absent. Six (6) members present and one (1) member absent. Board President, Tim Pribble called the meeting to order at 7:00 p.m.

VISITORS: Mike Ewald, District Architect, and Mrs. Ashley Launius.

ADDITIONS/DELETIONS TO AGENDA:

There were no additions/deletions to the agenda.

APPROVAL OF CONSENT AGENDA:

1. A motion was made by Allen and seconded by Richey to approve the regular meeting minutes of March 19, and the special meeting minutes of April 11, 2019. Pribble-aye, Richey-aye, Jackson-aye, Allen aye, McCabe-aye, and Travelstead-aye. Six (6) ayes, motion carried. 

2. A motion was made by Richey and seconded by Allen to approve the bills and payroll as presented with the additions of payment to Pinoy Construction (final payment) and Shain Crank (mileage reimbursement). Richey-aye, Jackson-aye, Allen-aye, McCabe-aye, Travelstead-aye, and Pribble-aye. Six (6) ayes, motion carried. 

3. A motion was made by Pribble and seconded by McCabe to approve the treasurer's report and co-mingled account as presented. Jackson-aye, Allen-aye, McCabe-aye, Travelstead-aye, Pribble-aye, and Richey aye. Six (6) ayes, motion carried.

B.J. Pigg entered the meeting at 7:27 p.m.

REPORT OF THE COUNTY CLERK'S VOTE CANVAS: 

The reading of the canvas votes was presented by Mr. Shain Crank, District Superintendent.

4. A motion was made by Richey and seconded by Allen to approve the reading of the school board member election vote results (canvas), provided by the Saline County Clerk. Jackson-aye, Pribble-aye, Richey aye, Travelstead-aye, Allen-aye, McCabe-aye, and Pigg-aye. Seven (7) ayes, motion carried.

NEW MEMBERS OATH OF OFFICE: 

Board members Tim Pribble, Joy Richey, and Aaron Allen took the Oath of Office.

REORGANIZATION OF BOARD:

5. A motion was made by Allen and seconded by Pigg to appoint Tim Pribble as Board President for a one year term. McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, Pigg-aye, Jackson-aye, and Pribble abstain. Six (6) ayes and one (1) abstain, motion carried. 

6. A motion was made by McCabe and seconded by Pigg to appoint Aaron Allen as Board Vice President for a one year term. Pribble-aye, Travelstead-aye, Allen-abstain, McCabe-aye, Pigg-aye, Jackson-aye, and Richey-aye. Six (6) ayes and one (1) abstain, motion carried. 

7. A motion was made by Pigg and seconded by McCabe to appoint Elaine Jackson as Board Secretary for a one year term. Allen-aye, Jackson-abstain, Pribble-aye, Richey-aye, Travelstead-aye, Pigg-aye and McCabe-aye. Six (6) ayes and one (1) abstain, motion carried.

APPOINT BOARD MEMBER 2 YEAR TERM:

8. A motion was made by Pribble and seconded by Pigg to appoint Bryan McCabe, as a board member, for the current board vacancy for a two-year term. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, Allen-aye, McCabe-abstain, and Pigg-aye. Six (6) ayes and one (1) abstain, motion carried.

9. A motion was made by Allen and seconded by Richey to close the organizational meeting at 7:33 p.m. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Pigg-aye, Jackson-aye, and Richey-aye. Seven (7) ayes, motion carried.

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Justin Travelstead, Joy Richey, Elaine Jackson, Aaron Allen, Bryan McCabe, and B.J. Pigg. Seven (7) members present. Board President, Tim Pribble called the meeting to order at 7:35 p.m.

AUDIENCE TO VISITORS: 

Mike Ewald, District Architect, discussed the Health/Life/Safety items to be completed this summer. The projects that he recommended to be completed this summer are:

HVAC for the computer labs at the elementary and high school. The units will be a variable air volume system that requires no duct work, there will be a wall or ceiling mounted vent and an outside unit. 

Jr. High/HS computer lab ceiling and lights. 

Jr. High roofing repairs. There was a discussion on the roofing repairs needed at the Jr. High/High School. Mr. Ewald explained the leak is where the Jr. High and High School roofs come together. He is going to see if the joints and seams can be caulked this summer. A question was raised if we could install a metal roof over both parts of the building, but we are unable to do that with part of the roof being flat. Once repaired, it was suggested to do yearly maintenance checks.

The Pre-K fire marshal findings will be taken care of this summer with no cost to the district. It was asked why the HVAC at the high school gym and the bleachers at the elementary were delayed to next summer. Mr. Ewald explained that we couldn't start the planning process on those items until the Health/Life/Safety bonds were in place. The board informed Mr. Ewald that they wanted the plans for the bleacher project by July's board meeting. The board also said that next summer they wanted the bleachers and the HVAC for the high school gym completed.

Mr. Ewald presented several proposals for installing an elevator at the high school. Our district currently has a student unable to use one of the school's platform chair lifts to get to classes on the 2nd floor with his wheelchair. Mr. Crank has met with the company that provided our platform lifts, and we cannot install a larger platform due to there not being enough room. There was a discussion on other possibilities for a platform lift and classes being rearranged. Mr. Crank will talk with the elevator company to see what other options we have and to see if there are any grants to help us with the cost of an elevator.

NEW BUSINESS: 

There was discussion on the four-year budget projection handout. The projection was very conservative concerning revenue, and the expenses included the minimum wage increases, 3% increases on all commodities and utilities and purchasing two new buses.

Mr. Crank reported on our free lunch program. We have served 6,275 more meals this year than this time last year and the cost per meal is $1.19 less than last year. The income/expenses from last year to this year have the district ahead $2,706, and this does not include what adults have paid toward lunches.

10. A motion was made by Pribble and seconded by McCabe to keep the board meeting the same day of the month for the next year (fourth Thursday of every month at 7:00 p.m.). Allen-aye, McCabe-aye, Pigg-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Seven (7) ayes, motion carried.

EXECUTIVE SESSION:

11. A motion was made by Pribble and seconded by Pigg to enter executive session at 8:30 p.m. Allen-aye, McCabe-aye, Pigg-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Seven (7) ayes, motion carried.

B.J. Pigg left the meeting at 9:50 p.m.

12. A motion was made by Pribble and seconded by McCabe to end executive session at 10:30 p.m. McCabe aye, Allen-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-aye. Six (6) ayes, motion carried. 

13. A motion was made by Pribble and seconded by Allen to approve the executive session minutes. Allen aye, Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Six (6) ayes, motion carried. 

14. A motion was made by Pribble and seconded by Jackson to approve the contract for Ashley Launius, JH/Senior High principal. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried. 

15. A motion was made by Jackson and seconded by Allen to accept Chelsy Yates's resignation effective at the end of the FY18/19 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

16. A motion was made by Travelstead and seconded by Allen to accept Gy Hughes's resignation effective at the end of the FY 18/19 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

17. A motion was made by McCabe and seconded by Allen to employ Charles Clark, as a 40-hour full-time custodian, at the rate on the salary schedule. Pending physical and background check. He will also be hired as a bus driver pending passing school bus driver test. Allen-aye, Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried. 

18. A motion was made by Travelstead and seconded by Allen to employ Dennis Britt as a 40-hour full-time custodian. Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried. 

19. A motion was made by Richey and seconded by Pribble to employ Nealy Hamson for high school trap shooting coach for the 2019/2020 school year. McCabe-aye, Jackson-aye, Pribble-aye Richey-aye, Allen aye, and Travelstead-aye. Six (6) ayes, motion carried. 

20. A motion was made by Jackson and seconded by McCabe to employ B.J. Pigg for the high school bass fishing coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

21. A motion was made by Travelstead and seconded by Allen to employ Heather Lynch for the high school scholar bowl coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried.

22. A motion was made by Pribble and seconded by Jackson to employ Autumn Twardowski for the high school volleyball coach for the 2019/2020 school year. Travelstead-aye, Allen-aye, McCabe-aye, Jackson aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried. 

23. A motion was made by Jackson and seconded by Allen to approve Brianna Pickering for the high school assistant volleyball coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

24. A motion was made by Travelstead and seconded by Allen to employ Heather Lynch for the high school cross country coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried.

26. A motion was made by Richey and seconded by Pribble to approve April Horning for the high school girl's assistant basketball coach for the 2019/2020 school year. McCabe-aye, Jackson-aye, Pribble-aye Richey-aye, Allen-aye, and Travelstead-aye. Six (6) ayes, motion carried. 

27. A motion was made by Jackson and seconded by McCabe to approve Sarah Scott for the high school girl's assistant basketball coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

28. A motion was made by Travelstead and seconded by Allen to employ Rod Wallace for the high school boy's basketball coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

29. A motion was made by Pribble and seconded by Jackson to approve Chris Wallace for the high school boy's assistant basketball coach for the 2019/2020 school year. Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried. 

30. A motion was made by Jackson and seconded by Allen to employ Alex Jackson for the high school cheerleading coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

31. A motion was made by Travelstead and seconded by Allen to approve Lana Marvel for the high school assistant cheerleading coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

32. A motion was made by McCabe and seconded by Allen to employ Tyler Scott for the high school boy's baseball coach for the 2019/2020 school year. Allen-aye, Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried. 

33. A motion was made by Richey and seconded by Pribble to approve Kendall Hankins for the high school boy's assistant baseball coach for the 2019/2020 school year. McCabe-aye, Jackson-aye, Pribble-aye Richey-aye, Allen-aye, and Travelstead-aye. Six (6) ayes, motion carried. 

34. A motion was made Jackson and seconded by McCabe to approve Chris Wallace for the high school boy's assistant baseball coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

35. A motion was made by Travelstead and seconded by Allen to employ Amanda Avery for the junior high scholar bowl coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

36. A motion was made by McCabe and seconded by Allen to employ Kara Leverett for the junior high girls' softball coach for the 2019/2020 school year. Allen-aye, Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.

37. A motion was made by Richey and seconded by Jackson to approve Mike Leverett for the junior high girl's assistant softball coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

38. A motion was made by Jackson and seconded by Allen to approve Dani Reynolds for the junior high girl's assistant softball coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

39. A motion was made by Pribble and seconded by Jackson to employ Aaron Allen for the junior high boy's baseball coach for the 2019/2020 school year. McCabe-aye, Jackson-aye, Pribble-aye Richey-aye, Allen abstain, and Travelstead-aye. Five (5) ayes, one (1) abstain, motion carried. 

40. A motion was made by Jackson and seconded by McCabe to approve Michael Downing for the junior high boy's assistant baseball coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

41. A motion was made by Travelstead and seconded by Allen to employ Austyn Ohse for the junior high girl's basketball coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

42. A motion was made by Jackson and seconded by Richey to approve Sarah Scott for the junior high girl's assistant basketball coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

43. A motion was made by Allen and seconded by Jackson to approve April Horning for the junior high girl's assistant basketball coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

44. A motion was made by Richey and seconded by Jackson to employ Tyler Scott for the junior high boy's basketball coach for the 2019/2020 school year. McCabe-aye, Jackson-aye, Pribble-aye Richey-aye, Allen-aye, and Travelstead-aye. Six (6) ayes, motion carried. 

45. A motion was made by Pribble and seconded by Travelstead to approve Kendall Hankins for the junior high boy's assistant basketball coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

46. A motion was made Travelstead and seconded by Allen to employ Anna Fletcher for the junior high cheerleading coach for the 2019/2020 school year. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried. 

47. A motion was made by Allen and seconded by Travelstead to employ Monica Trusty for the junior high volleyball coach for the 2019/2020 school year. Allen-aye, Travelstead-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried. 

48. A motion was made by McCabe and seconded by Allen to approve Holly Murphy for the junior high assistant volleyball coach for the 2019/2020 school year. McCabe-aye, Jackson-aye, Pribble-aye Richey aye, Allen-aye, and Travelstead-aye. Six (6) ayes, motion carried. 

49. A motion was made by Richey and seconded by Pribble to approve Ayshia Mitchell for the junior high assistant volleyball coach for the 2019/2020 school year. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

Mr. Crank informed the board that we did not receive any applicants for the Family Consumer Science teaching position.

50. A motion was made by Jackson and seconded by Allen to post for advertisement a CTE instruction teacher position. Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.

Mr. Crank presented proposals for Chromebooks and a wireless network upgrade for the elementary school. The and 3 charging carts for grades 4th, 5th, and 6". The total price is $26,100.27. We will have to upgrade our wireless network in order to use the Chromebooks. The total price of the upgrade is $25,522.04. We will have to front the total cost, and E-rate will reimburse the district for $17,865.43, making the upgrade cost to the district $7,656.61.

51. A motion was made by Travelstead and seconded by Allen to approve the QNS proposal for 90 Chromebooks and 3 charging carts for a total cost of $26,100.27. Allen-aye, Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, and McCabe-aye. Six (6) ayes, motion carried. 

52. A motion was made by Jackson and seconded by Allen to approve the wireless network upgrade for the elementary school for a total cost of $25,522.04. E-rate will fund $17,865.43 of the cost. Jackson-aye, Pribble-aye, Richey-aye, Travelstead-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried. 

Mr. Crank informed the board that we are eligible for a 100% Ameren LED light bulb rebate for T-8 fixtures. Lary's Electric said we could order through his supplier and the light bulbs would cost $2.00/ea. 

53. A motion was made by Allen and seconded by Richey to purchase $2,500.00 worth of T8 light bulbs at $2.00 each. Pribble-aye, McCabe-aye, Travelstead-aye, Allen-aye, Richey-aye, and Jackson-aye. Six (6) ayes, motion carried. 

Mr. Crank presented a request from Michele Harbin, business teacher at the high school, for new furniture for the computer lab. The current furniture is old and has been repaired several times. The request was for 32 new chairs at a cost of $640.00 and eight new tables for $1,200.00 not including additional fees. The new furniture would increase the capacity of the computer lab from 21 computers to 32 computers. 

54. A motion was made by McCabe and seconded by Allen to purchase tables and chairs for the high school computer lab, at a cost not to exceed $2,000.00. Pribble-aye, Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried.

COMMITTEE REPORTS: 

TRANSPORTATION: 

Mr. Crank reported that Bus #23 need the injectors replaced. Due to the price of the repair, we did get a couple of quotes. Mr. Cummins will contact Rick Pittman to see if he can adjust the quote to match the lower quote we received. The board would like for Rick to do the job but at a lower cost.

There was discussion on replacing Bus #7. Justin Travelstead presented information on a used 2015 twenty-seven passenger bus for the cost of $47,500, and a used 2017, forty-seven passenger bus for the cost of $62,500. It was agreed that we needed to replace the bus and Mr. Cummins, JH/High School Principal, will report next month on new and used bus costs.

BUILDING AND GROUNDS: 

Pinoy Construction has finished the new road around the ball fields at the high school.

Sonitrol is close to finishing the upgrades at the elementary school. We now have key fob access. They will start the high school upgrades next.

The window tinting is almost done at the high school, and then they will be ready to start at the elementary.

Mr. Crank reported that we will have several building repair/maintenance projects scheduled for this summer. The IEC will complete their LED project at the grade school. There will be general painting, cleaning, and maintenance done by our janitors. Mr. Pribble suggested that several of the board members do a "walk through" the elementary and high school to see if there is any additional work not listed. Since we have hired a full-time janitor, we will not hire any summer student workers.

Tim Pribble stated that we need to make sure all the janitors have their safety training, and that we have all the MSDS sheets filed.

Bryan McCabe said the door on the concession stand needs replacing. The Ag shop is going to fix it.

The new freezer is installed in the high school cafeteria.

A new stove, food warmer and ice machine have been ordered for the elementary school, and will be paid for with an equipment grant.

Mr. Cummins said the parking lot at the high school has been graveled. He did receive an estimate for concreting the drive at a cost of $86,000.

HIGH SCHOOL PRINCIPAL REPORT: Mr. Cummins reported that Christan Fry had attended the National Science Conference in St. Louis and was thankful for the opportunity to attend. She was excited at the information she learned and plans on applying for the Shell Science grant for the next school year.

The Senior class took a field trip to tour Aisin Manufacturing. Bryan McCabe and Aaron Allen did a great job directing the tour.

It was discussed which board members would be able to attend graduation and present diplomas. McCabe, Pribble, Allen, and Richey indicated they would attend the graduations.

Mr. Cummins asked permission on behalf of the FCCLA and FBLA to travel to Holiday World in Santa Claus Indiana on May 22, 2019. Cheryl Disney and Rachel Watson, advisors, will be chaperoning this trip.

55. A motion was made by McCabe and seconded by Allen to approve the FCCLA and FBLA trip to Holiday World, Santa Claus, Indiana on May 22, 2019. Travelstead-aye, Allen-aye, McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.

SUPERINTENDENT REPORT: 

There was discussion on changing the May 23rd board meeting due to a conflicting schedule. The board agreed on moving the meeting to May 21st, 2019.

56. A motion was made by Allen and seconded by Jackson to change the May board meeting date to May 21st, 2019 at 7:00 p.m. Allen-aye, McCabe-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead aye. Six (6) ayes, motion carried.

Mr. Crank presented Board Member, Justin Travelstead's resignation.

57. A motion was made by Allen and seconded by Richey to accept Justin Travelstead's resignation effective April 26, 2019. McCabe-aye, Allen-aye, Jackson-aye, Pribble-aye, Richey-aye, and Travelstead-abstain. Five (5) ayes, one (1) abstain, motion carried. 

58. A motion was made by Allen and seconded by McCabe to advertise in the Dollar Saver, place it on the school website, and put out an all call message for the school board vacancy. Allen-aye, Jackson-aye, Pribble-aye, Richey-aye, McCabe-aye, Travelstead-abstain. Five (5) ayes, one (1) abstain, motion carried.

Mr. Crank did a second reading of policy updates numbers: 2:80; 2:120; 4:15; 4:45; 4:130; 4:130E; 4:170; 5:30; 5:60; 5:100; 5:220; 6:20; 6:60; 6:220; 6:310; 7:70; 7:100; 7:190; 7:250; 7:260; 7:290; 7:305; 3:40E.
