Harrisburg City Council met June 26.

Here is the minutes provided by the council:

The Harrisburg City Council met on June 26, 2019 at 8:00 a.m. in the Council Room, City Hall, in Harrisburg, Illinois.

Commissioner Raymond Gunning led the group in prayer and the Pledge of Allegiance.

Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly and Rupert Johnson and Ron Morse answering roll call.

Commissioner Roger Angelly made the motion in order to induce Water Superintendent Larry Greer to defer the date of his retirement to December 31, 2019, and to promote the good management of the City Water Department, the City of Harrisburg shall immediately purchase fifty (50) days of Larry Greer's carryover sick days. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes except Mayor McPeek voting no. Motion carried.

Commissioner Roger Angelly said the City will work with each individual employee and he is not saying that the City will deny future employees, but at this point and time this is what we will be doing. Commissioner Raymond Gunning stated that the City should work with the employees. Commissioner Roger Angelly said this may only effect the employees who are eligible for the Early Retirement Incentive.

Bobby Brown asked how the individual basis will work. Commissioner Roger Angelly stated the union employees may have to negotiate this in the contract because he is unsure how it will work with union employees. He stated the City is not saying this won't happen for future employees, and more than likely the Council will allow other employees to take advantage of this opportunity. At this time, the City needed to take action on this in order to keep the City going like we need too. Commissioner Raymond Gunning stated that Bobby Brown and Joe Gholson are interested in taking advantage of this.

Commissioner Ron Morse stated that Larry Greer has come before Council with this situation and Council has addressed it. If other employees that want to come before Council, it will be addressed at that time. Commissioner Roger Angelly stated that employees will have to address Council for this consideration.

Commissioner Raymond Gunning made the motion to accept the litigation settlement agreement between Kyle Chamber, the Merit Board and the City of Harrisburg and to hire Kyle Chambers as a full-time firefighter at the City of Harrisburg Fire Department starting July 01, 2019. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly informed Council that his department must hire employees. He is aware of the freeze, but he is losing an employee Friday and he needs to replace that employee. His employees are working hard to the point it is becoming a safety issue; therefore, his department needs to hire. He is asking to hire at least two employees.

Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
