Wabash Community Unit School District #348 Board of Education met Feb. 18.

Here is the minutes provided by the board:

The Board of Education of Wabash Community Unit School District #348 met in Regular Session on Tuesday, February 18, 2020 in the library of Mt. Carmel Elementary School.

President Schuler called the meeting to order at 7:00 p.m.

Secretary Janice Alka called the roll. In addition to the secretary, those present were Tim Schuler, Neil Earnest, Kyle Peach, Jared Alka, Ryan Peter, and Theresa Hocking.

Also present were Superintendent Dr. Chuck Bleyer, Mt. Carmel High School (MCHS) Principal Jake Newkirk, Mt. Carmel Grade School (MCGS) Principal Chris Taylor, Mt. Carmel Elementary School (MCES) Principal Sheila Odom, Chief of Operations Steve Holt, Kevin Madden –WSJD, Corey Woolsey –Mt. Carmel Register, Dawn Drone –WCEA, Betsy Ross –WCTA, Danielle Ewald –WCTA, Kim Mandrell and Singing Seven Students, and District Secretary Kim Zimmer.

Schuler led the pledge to the flag.

-Becky Pyatt resigns as Part-Time Private Title 1 Tutor effective February 12, 2020

Dr. Bleyer noted the district is still waiting to receive the district’s Tier status and also the construction grant status. A motion to approve the consent agenda was made by Janice Alka and seconded by Hocking. A roll call vote was taken. All present voted Aye. Motion Carried.

Reports

Kim Mandrell and Singing Seven

The Singing Seven performed several songs and a short take of Newsies, the upcoming musical.

Request to Address Board

Betsy Ross and Danielle Ewald spoke to the Board with their concerns about the proposed school calendar for 2020-2021.

Move to go to Closed Session

At 7:17 p.m., Jared Alka moved to enter into Executive Session pursuant to Section 2(c)(1) of the Open Meetings Act: “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees and student discipline.” The motion was seconded by Peach. All present voted Aye. Motion Carried.

Open Session

A motion to return to open session was made by Jared Alka and seconded by Hocking. All present voted Aye. Motion Carried. The meeting returned to open session at 8:25 p.m.

Closed Minutes Approved

Janice Alka moved to approve the minutes of the closed session as read in closed session. Peach seconded the motion. All present voted Aye. Motion Carried.

New Business

Resolution 20-02-18-7 “Resolution providing for the issue of $1,453,000 Taxable General Obligation Refunding School Bonds, Series 2020, of the District for the purpose of refunding certain outstanding bonds of the District, providing for the levy of a direct annual tax sufficient to pay the principal and interest on the bonds, and authorizing the sale of the bonds to First National Bank of Allendale.”

Jared Alka motioned to pass the resolution 20-02-18-7 as presented by President Schuler. The motion was seconded by Peter. A roll call vote was taken. All present voted Aye. Motion

Carried.

Dr. Bleyer noted that the resolution was passed in order to lower the interest rate to 2.4% and to pay off the bond quicker which will save the district money.

Student Discipline

A recommendation was made that Student (BY) receive Expulsion not to exceed (2) years for violating Section III.A.9.12. of the District Governing Student Conduct as found in the Student Handbook of the District. A motion to accept the recommendation was made by Earnest and seconded by Janice Alka. A roll call vote was taken. All present voted Aye. Motion Carried.

Employment of Personnel

A motion to approve the following employment recommendations was made by Peach and seconded by Hocking.

CERTIFIED

Kayla DeStefano -MCHS Summer (2020) School American Government Instructor

Luke Simmons -MCHS Summer (2020) School Drivers Education Instructor

NON-CERTIFIED

Glen Brown -MCHS Individual Aide effective the remainder of the 2019-2020 school year

(Replacing Lori Kroll who resigned)

VOLUNTEERS

Allyson Kendall -Volunteer Assistant Girls Soccer Coach for the 2019-2020 season

All present voted Aye. Motion Carried.

Adjournment

A motion to adjourn was made by Janice Alka and seconded by Jared Alka. All present voted aye. Motion Carried. Meeting adjourned at 8:30 p.m.
