Harrisburg City Council met April 14.

Here is the minutes provided by the council:

The Harrisburg City Council met at 8:00 a.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Roger Angelly, Rupert Johnson and Ron Morse answering roll call. Commissioner Raymond Gunning was absent.

Mayor John McPeek announced two public hearings on April 30, 2020. The first hearing will be held at 5:30 p.m. for Small Business Grant. The next hearing will be at 5:45 p.m. for the annual budget.

Jim Brown from Brown and Roberts Inc. discussed two basic drainage areas for the City of Harrisburg. The City has been looking at putting in a pumping station on Walnut Street near the bike path for quite some time. This is all on City owned property. This will take half the load off of the existing mechanical sewage treatment plant. This will help make the plant last longer. The application has been submitted to the IEPA for several years. IEPA called and asked if the City of Harrisburg was ready. Today’s meeting is to decide if the City is willing to take IEPA’s offer.

Matt Tosh stated if the City went with all IEPA funds, the 55% loan would be $943,250.00. If you work in the DCEO funds which is around $400,000, the 55% loan is down to $723,250.00. This is over a thirty year term.

Jim Brown stated we can proceed with the 45/55% without DCEO or see if Eric Fodor can get the DCEO done so we go ahead with the 45/55 utilizing the DCEO. Commissioner Roger Angelly asked if this will slow the process down. Will this kick us out of the project? Matt Tosh said there are time frames for this project, so he would need to start the process this week. Commissioner Ron Morse asked what the timeframe is for Eric Fodor to get any DCEO money. He stated it will take up to 90 days. Eric Fodor stated once the bids start, DCEO is out of the project.

Commissioner Roger Angelly said we need to extend the lifespan of the sewer plant. He thinks we need to get started on this project. Eric Fodor said the Revolving Fund Loan money can be utilized for another project. Commissioner Ron Morse said we need to do something to help make the sewer plant survive. If this will help take the load off of it, we should proceed with this project. He believes we can find another project for the Revolving Fund Loan money. Eric Fodor said he will have to start all over with a new project for that money, which can be done.

Commissioner Roger Angelly made the motion to accept the IEPA grant loan offer for the optimization project. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.
