City of Harrisburg City Council met May 21.

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering call.

Commissioner Raymond Gunning led the group in prayer and the Pledge of Allegiance.

Mayor John McPeek made the following announcements:

May 16, 2020 – Cusamono Foods sold 1,350 boxes of food in our area. This is a great organization which helps food pantries and those in need.

May 25, 2020 – Memorial Day Service at 10:00 a.m. at the Cemetery

May 29, 2020 – Most business will be allowed to re-open following the guidelines.

June 01, 2020 – City Hall will re-open

Commissioner Roger Angelly encouraged everyone to attend the Memorial Day Service and to see the newly established “Little Arlington”.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters presented an amendment to include Tiny Homes in the Mobile Home Ordinance. This will allow tiny homes to be moved on to a property, but is required to follow the guidelines as established in the ordinance. Commissioner Raymond Gunning made the motion to approve Ordinance 1808. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the only sealed bid for the police vehicle as advertised. Jim Hayes Inc. presented a bid for a 2020 Dodge Durango for $27,562.00. Commissioner Raymond Gunning made the motion to approve and accept the bid from Jim Hayes Inc. for $27,562.00. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the only sealed bid for the City Hall maintenance as advertised. Hegger Construction presented a bid for $38,409 for the front of the building. This bid also included the same process but on the side and small return at the back for $49,559. After some discussion, it was determined the maintenance needed to be completed, but to only do the front of the building at this time. Commissioner Rupert Johnson made the motion to accept and approve the bid from Hegger Construction for the front of the building for $38,409.00 to be paid with TIF funds. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Alex Watkins presented two resolutions from the Small Business Downstate Grant. Those resolutions were in the council packets.

Commissioner Raymond Gunning made the motion to pass Resolution of Support 05-0521A for Integrated Health of Southern Illinois. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to pass Resolution of Support 05-0521B for Shawnee Hills, LLC. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts, Inc presented a change order regarding the 2014 Water Main Rehab Project Phase I. This change order involves quantity. This change order is in the amount of ($506.40). Commissioner Raymond Gunning made the motion to approve change order #19-035-06 in the amount of ($506.40). Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts Inc. present a change order regarding the 2014 Water Main Rehang Project Phase I. This change order is for the replacement of some brick streets. There were some water mains replaced on some of the brick streets. The City ordinance allows for the replacement of the brick streets with stamped concrete. Commissioner Rupert Johnson requested Brown and Roberts Inc. include the repair of any brick streets in future contracts. Commissioner Roger Angelly approved change order #19-035-07 for $15,750.00. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Treasurer David Cox presented the Personal Property Replacement Tax to council. He has been doing some research on the PPRT and would like legal input on this process. He would like to make sure the city is paying the correct rates according to the law. These funds are distributed to Police Pension Fund, Fire Pension Fund and to the Library. Commissioner Raymond Gunning made the motion to authorize Attorney Kolby Smithpeters to research and verify the rates for the Personal Property Replacement Tax. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse made the motion to approve the yearly non-contractual pay increases of forty cents effective and retro-active to May 01, 2020. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes with Commissioner Raymond Gunning abstaining. Motion carried.

Commissioner Raymond Gunning made the motion to authorize the City Clerk to advertise for sealed bids for a pick-up truck for the Fire Department. These bids must be submitted to the City Clerk no later than June 04, 2020 by 4:00 p.m. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly requested pending litigation in Executive Session.

Commissioner Roger Angelly made the motion to authorize the City Clerk to advertise for sealed bids for a track hoe for the Water/Sewer Department. These bids must be submitted to the City Clerk no later than June 04, 2020 by 4:00 p.m. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly would like to congratulate the graduating senior class of 2020 of Harrisburg High School. It has been an odd year for them. They missed out on the spring events. Good luck, good health and may they prosper.

Mayor John McPeek announced there will be a parade on Friday May 22, 2020 to honor the graduating class. This will be the same route as our homecoming parade. He encouraged everyone to attend. It begins at 6:00 p.m.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise for sealed bids for a dump truck for the Street/Alley Department. These bids must be submitted to the City Clerk no later than June 04, 2020 by 4:00 p.m. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson said the brick street ordinance had already been discussed.

Commissioner Rupert Johnson asked to table the new hire.

Commissioner Rupert Johnson made the motion to approve Spring Clean-Up to begin May 26, 2020 and go to June 06, 2020. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to pass Resolution 20-0521 for the Graduation Parade to be held on May 22, 2020. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek announced that Alex Watkins along with the Saline County Chamber of Commerce is holding the Community Strong Event via Facebook tonight starting at 6:00 p.m. This event is to raise grant funds for the community. This features local talent. There is a tee-shirt and mask for sale. This event has already raised $18,000.00.

There were no citizen comments.

Commissioner Raymond Gunning made the motion to go into Executive Session. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek announced there was nothing to act on in Executive Session regarding pending litigation.
