City of Mt. Carmel Zoning Board of Appeals met June 9.

The Mt. Carmel Zoning Board of Appeals met in Regular Session in the Meeting Chambers at City Hall Building, 631 Market Street.
Present on Roll Call: Chairman Tony Bowles, Tim Raibley, Bob McGregor, Bill Mabry, Jeff Parker.
Also Present: City Inspector Michael Gidcumb, Sue Irvine, Patrick Wilson, Julie Mortimer.
Absent: Harold Bailey, Patricia Bramlet.
Zoning Board Chairman Tony Bowles brought the meeting to order at 5:00 p.m. roll call was taken.
A motion was made by Tim Raibley, and seconded by Jeff Parker to approve the minutes of the last meeting, dated March 10, 2020. All present voted Aye.
Oath was administered to petitioner Sue Irvine.
An application was presented for consideration by petitioner Sue Irvine.
1) Application for Special Use 051320201SU requesting that a trailer located in a residential R-3 District at 908 W 1st Street be allowed to remain in Sue and Robin Irvine’s names in the City of Mt. Carmel, county of Wabash State of Illinois.
Chairman Tony Bowles brought the meeting to order. Mr. Gidcumb explained that the existing trailer had a special use in the name of Mrs. Bellessa and the Bellessa’s were selling the property to the Irvines. Mr. Gidcumb explained that the previous special use required the trailer be moved if the property were sold. He also explained that if this restriction were not placed on the special use once the trailer sold since Robin Irvine has lived in the trailer for 13 years and renting the location that by our zoning ordinance the occupant could remain there without a special use and would be considered a non-conforming parcel.
Tony Bowles asked if the zoning board members had any questions, Bill Mabry ask if they would need to recommend any restrictions on the special use. Mr. Gidcumb explained the trailer is there and the special use if approved would be in Sue and Robin Irvines name and if moved or sold the special use would not be in affect anymore.
Bill Mabry made the motion seconded by Jeff Parker to recommend the special use be approved. All present voted yes.
Tim Raibley explained to the petitioners that the zoning board recommends approval only that the full council will need to approve the special use at the next meeting which is Monday June 15, 2020 and it is recommended that they attend the meeting.
Mr. Gidcumb said in new business there would be a zoning board meeting on July 14th at 5:00 pm at which time there would be another trailer special use and also the variance to allow the construction of the new water plant in a residential district.
After all paperwork was signed and there being no further business, a motion was made by Robert McGregor to adjourn meeting seconded by Tim Raibley at 5:25 pm. All present voted Aye
