City of Harrisburg City Council met June 4.

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioner Raymond Gunning, Roger Angelly, Rupert Johnson, and Ron Morse answering call.

Pastor Jerry Wells led the group in prayer and Pledge of Allegiance.

Commissioner Ron Morse made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the sealed bid for the truck for the Fire Department as advertised for a white 2020 Ford F-150 SL Crew Cab 4 x 4 in the amount of $26,208.00. Commissioner Raymond Gunning made the motion to approve the bid from Jim Hayes Inc. for a $26,208.00. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the sealed bid for the track hoe for the Water/Sewer department as advertised. The bid is from Little Tractor for a Yanmar VI080-A cab with thumb for $81,000 minus a trade in of the Cat 308C for ($32,000) for a total of $49,000. Commissioner Raymond Gunning made the motion to approve the bid from Little Tractor for a track hoe for $49,000. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the sealed bid for the dump truck for the Street Department as advertised from Sternberg Ford for $118,696 for a F-750 truck that meets all requirements and specs in the bid, including all up-fit components provided by IMPCO and delivered as a complete unit. Commissioner Roger Angelly asked if it was set up for snow plowing. Commissioner Rupert Johnson answered yes. Commissioner Raymond Gunning made the motion to approve the bid for the dump truck for the Street/Alley for $118,696 from Sternberg Ford. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh with Brown and Roberts Inc. discussed the bid tabulation from the bids that were received for the STP Optimization. There were seven bids. The low bidder had a base bid of $1,378,845.00. There were several in the area with the high bid being $1,630,000.00. There were some deductive alternates for a channel monster grinder for protection of the pumps in the pumping station. Discussion was held with Commissioner Roger Angelly and Superintendent Jason Haney about this. The flow is being picked up at the jail area on the truck line. Currently at the sewer plant, there is a bar screen that protects the pumps. This is a way the City can see the pricing of this item. There could be some discussion as to if you want it or not. We have talked and it would be their recommendation to proceed unless you can work out something with the jail.

Commissioner Roger Angelly stated that after today’s discussion, we are going to need this or it will destroy, even though it is kind of expensive, tear up the pumps going into the sewer system. This is something we are going to have to have. Superintendent Jason Haney will look into things to see if we can do something else closer to the jail where is wasn’t so deep.

Matt Tosh stated the bids were so close. The second place bid was $1,386,300.00 and the third bid was $1,396,308.00. There was a question by a few of the contractors about the deductive alternates. If you took a deductive alternate, it might make another bid lower. There is verbiage in the contract that the low bid has to be based upon the low base bid. There cannot be any changing of the bid or the low bid based on the deductive alternate. This is verbiage required by the IEPA loan which is where the money is coming from for this project.

Commissioner Roger Angelly made the motion to award the notice of intent to Wiggs Excavating in the amount of $1,378,845.00. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh presented a resolution to executive an engineering agreement with Brown and Roberts Inc. for the DCEO/RLF Water main Improvements. These are revolving loan funds the city has in place and was looking to utilize these funds or get permission from DCEO to utilize these funds on a project. At one time, it was allotted for the sewage treatment optimization but we got notice from the EPA to proceed so it was looking for a different project and it would be for water main improvements.

Commissioner Roger Angelly made the motion to accept Resolution 20-0604 to executive the agreement with Brown and Roberts Inc. for the 2020 DCEO/RLF Water Main Improvements. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse announced the Illinois Department of Labor that states that while local units of government must still pay prevailing wages for public works projects, they no longer need to adopt a prevailing wage ordinance or file it with Illinois Department of Labor. We will continue to comply with the regulations.

Mayor John McPeek made the motion to hire Alex Watkins full-time effective June 16, 2020. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly asked to table the new hire.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise for a public hearing prior to the July 02, 2020 meeting for consideration to vacate an alley located at 412 N. Granger Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek made the motion to appoint Stephen Questelle to the Merit Board for a three year term. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek thanked everyone that was involved with the Memorial Day Service. It was spectacular. He announced the City of Harrisburg will be having fireworks on July 04, 2020. We are currently at $15,950 in money received. He stated the city wide clean-up is going well and they have collected 23 dumpsters during clean up.

He stated Alex Watkins has created a new city Facebook page with about 2,000 followers. Alex Watkins is working to update the city website as well. The Community Strong Fundraiser raised over $22,000 to give out to small businesses that have been affected by COVID-19.

Mayor John McPeek asked the citizens to please stop littering.

Commissioner Roger Angelly announced the Harrisburg High School graduating class of 2020 will be having their graduation ceremony on Saturday at the Saline County Fairground at 11:00 a.m. on Saturday.

Citizen Sharon Vandenberg addressed several issues with council. She is concerned about drugs, theft, and damage in the neighborhood, squatters, and harassment. Drugs are running rampant. The idiots are running the street. When I call the police and by time the police get there, they are all scattered. They are gathering in a garage. They are up and down the streets. They have been squatting in Mr. Reeve’s house again. Her car has been broken into and a lot stolen. She has insurance, but she has a deductible. She gets harassment from these little jerks who think they own the street. She and the entire neighborhood is tired of it. She would like to see the city build a bigger jail. She said do something about them rather than letting them back out on the streets the next day.

Commissioner Roger Angelly asked if she has a neighborhood watch program. She stated she is the neighborhood watch program. He asked her to get the rest of the neighbors involved. She said no one wants to stay up all night and most of the neighbors are elderly.

Commissioner Raymond Gunning encouraged to start a call tree. When she sees something suspicious in her neighborhood, she should send text message and all the people on your block and on the neighborhood watch will get the message and come out and observe as well. She said her neighbors are afraid to get involved. She has a conceal and carry because she is not going to let them do it again. Commissioner Roger Angelly asked if she has filed any complaints against these people. She stated she was done. She calls the police. She says people are stealing and they broke into her locked car for the third time. She went to the police station. She was told to make a list of everything that was taken and to return it which she did.

She asked if they were going to do anything with the sidewalks. She stated her sidewalk needs to be replaced. There is another one on Webster Street. She stated her sidewalk was not dug up, but Christina Mott’s was dug up and she on the one that has the security fence on the outside. Mayor John McPeek said they will get to those sidewalks.

Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
