City of Harrisburg City Council met Aug. 6.

Here is the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Pastor Dan Masters from the First Church of God led the group in prayer and the Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek announced Thrive Dispensary generously donated $10,000 to the City of Harrisburg for public safety. This money will go toward the purchase of new stop signs at the intersection of Small Street and Veterans Drive. They City of Harrisburg thanked Thrive Dispensary for their donation.

Fire Chief John Gunning presented a Mobile Home Permit to Council. Beverly Clay submitted the permit. She will be selling the mobile home to Cheryl Williams. They will be moving the mobile home to 5 North Texas Street. It meets two of the three criteria’s and it is Council’s approval to do a variance. The value is between $12,500 and $15,000. Fire Chief Gunning visited the mobile home and has taken pictures. Commissioner Roger Angelly made the motion to accept the Mobile Home Permit for Cheryl Williams for 5 North Texas Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters discussed a property located at 210 Mable Street. It needs to come down and the owners agrees. There are liens against this property. The owner is willing to give it to the City; however, it would not be a piece of property the City would want because of the liens. This could be pursued with demolition through the courts. We could obtain a court order to tear it down, but never take possession of the property. The neighbors complain about it and the owner even believes it should be torn down. Commissioner Raymond Gunning made the motion to authorize Attorney Kolby Smithpeters to look into the court process for 210 Mable Street. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters presented Council with a packet from Illinois Department of Transportation. IDOT is willing to purchase a small parcel from the City of Harrisburg for $300.00 at Feazel Road and US Route 45. They would like the City to deed over 0.058 acres for a culvert. IDOT will put in the culvert and maintain the culvert. Mayor John McPeek stated IDOT will be putting in a new bridge in that area. Commissioner Raymond Gunning made the motion to approve Ordinance 1810 for the acquisition of parcel 9032516 at Feazel Road and Route 45 to the Illinois Department of Transportation. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated Council will Review and Approval of Executive Session Minutes from February 2020 through July 2020 in Executive Session.Mayor John McPeek stated no need for litigation.

Commissioner Raymond Gunning presented a report regarding police activity. He reported one DUI, 27 accidents, 100 criminal arrest, two juvenile arrest, 55 traffic citations, and 86 offenses.

Commissioner Raymond Gunning stated the Fire Department Captain test is exhausted. Commissioner Raymond Gunning made the motion to authorize the City Clerk to contact the Merit Board for an updated and new Fire Captains list. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning discussed Ordinance 1585. This is for when the Fire Department goes out on fire calls and cleans up traffic accident spills. The Fire Department then bills the insurance company for the clean-up. Commissioner Raymond Gunning authorized Attorney Kolby Smithpeters to amend the Ordinance to include Section E to designate the money to be used for gear for the Fire Department. Commissioner Raymond Gunning stated then we would not have to budget as much in the General Fund. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly would like to table the discussion of the VOIP phone system until the next meeting.

Commissioner Roger Angelly discussed moving the Water/Sewer Department. He would like the office to be user friendly. City Hall cannot be changed on the outside due to it being registered as historic building. He would like to movethe Water/Sewer office down to the Water Building on Veterans Drive. He would like to have a drive-thru or walk up. He has been getting figures for a renovation, but they are a bit higher than he would like to spend. He will have more information at the next meeting. This will put all the Water/Sewer employees in one building.

Commissioner Roger Angelly stated Bulldog Trash will no longer use Gaskin Street with roll off trucks due to the damage it is causing.

Commissioner Rupert Johnson asked to table the appointment of Acting Superintendent.

Commissioner Rupert Johnson made the motion to approve Ordinance 1811 to vacate the alley running from 412 North Granger to 415 North Granger Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to approve Ordinance 1812 to vacate Bock 30 and Block 47 of Sloan’s first enlargement to the City of Harrisburg, IL being an alley way 14 feet in width and 150 feet in length running from Sloan Street to the south. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson stated the City Hall building is falling apart. Water is coming in throughout the building. He stated the building needs tuck pointing. Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise for bids for tuck pointing on the West wall of City Hall. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson sated the cemetery is 75-85% full. Illinois Youth Center has 40 acres that adjoins the cemetery. We need to contact IYC about either purchasing the property or asking them to donate the property to the cemetery. Commissioner Raymond Gunning suggest we talk to Senator Dale Fowler or Representative Patrick Windhorst.

Mayor John McPeek announced Wiggs Construction has started the Phase II water project. Please be patient. He stated the new trashcans have been ordered for uptown on the square. On August 14, at 9:00 p.m., the City will be showing a movie. Please stop littering, step-up and clean up. Please complete your 2020 Census.

Commissioner Raymond Gunning made the motion to go into Executive Session. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek presided over the reconvened meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answer roll call.

Mayor John McPeek stated there was nothing for litigation.

Commissioner Roger Angelly made the motion to keep the Executive Session minutes closed for February 06, 2020, closed February 27, 2020, open March 05, 2020, portion of April 30, 2020 closed and open collective bargaining, and closed May 21, 2020. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
