White County Board Met March 9.

Here is the minutes provided by the board:

Chairman McAnulty called the meeting to order. Clerk Sell took roll call with Usery, Pigg, Carter. Spencer and McAnulty present.

Chairman McAnulty led everyone in the Pledge Of Allegiance.

Chairman McAnulty stated the first item on the agenda was to approve the minutes of the January 12, 2021 meeting. Mr. Usery made the motion to approve the minutes, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to approve payment of all County bills. Mrs. Pigg made the motion to approve payment, seconded by Mr. Usery.  Motion carried 5-0 on roll call.

Chairman McAnulty ask if any County Officers had anything. County Clerk Beth Sell informed the board that Early Voting had started in her office for the April 6, 2021 Consolidated Election. Treasurer Pam Armstrong had submitted a letter to the board concerning the 2019 payable 2020 taxes. Sheriff Randy Graves submitted his report in writing as did Coroner Chris Marsh. Marsh added there were no Covid deaths reported

Chairman McAnulty stated in communications that the County had received a letter from The Census Bureau congratulating White County for a good response. Nationally there was a 67% response and White County has a 69.8% response. McAnulty also read a letter from the White County Senior Citizens thanking the Board for the $4,500 donation.

Chairman McAnulty stated next on the agenda was Waylon Chapman to address the Board concerning the prevailing wage with the Solar Farm. Mr. Chapman felt that a temp agency should not have been used to hire people for the production of the Solar Farm due to no health insurance and no benefits. He went on to state his concern was in 15 years who is responsible for “cleaning up the mess”. The Board advised him the Solar Company had a bond that would cover such. Chapman went on to state he felt $5,000 was a cheap price to pay for a permit to operate. Chapman also passed out pictures where the company had torn up a road due to the fact they came in after a big snow storm with semi-trucks. Highway Engineer, Brian Ray, stated that he was very upset by what was happening in that area but he had no say in it because it was a Township Road and not a County Road. He stated had it been on a County Road there would have been no traffic. In closing Chapman stated he would hope the County Board would do better next time and try to bring in a hospital that would benefit all of the County residents.

Chairman McAnulty stated the next item on the agenda was to Consider the Resolution to waive penalties for the 2019 payable 2020 on the first installment. Mr. Usery made the motion to pass the resolution, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to consider the resignation of Andi Ford from the White County Housing Board. Mrs. Pigg made the motion to accept the resignation, seconded by Mr. Spencer. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to appoint Iann Mick to the White County Housing Board with a term beginning March 9, 2021. Mr. Spencer made the motion to appoint Iann Mick, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to update the Landscaping Plan, update the Decommissioning Plan, and the application to Amend Solar Farm Operating Permit to include additional acreage presented by Sam O’Keefe of Ranger Power. County Board Member Jakie Carter stated since the board did not receive the amendments until Friday and didn’t have a chance to look them over nor did State’s Attorney Denton Aud.  Mr. Spencer made a motion to table the update until next meeting, seconded by Mr. Carter. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to accept and award low bidders for the 2021 County MFT Proposal Section #21-000000-00-GM. Mr. Usery made the motion to award the low bids, seconded by Mr. Carter. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to accept and award low bidders for he 2021 Township MFT Proposal Sec #21-XX000-00-GM. Mr. Usery made the motion to award the low bids, seconded by Mr. Carter. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to consider the resolution from the County Tax Trustee for Parcel Number 08-23-207-004 to Josh Hosick for $1,199.29. Mrs. Pigg made the motion to accept the resolution, seconded by Mr. Usery. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to consider the resolution from the County Tax Trustee for Parcel Number 08-23-207-004 to Josh Hosick for $736.85. Mr. Spencer made the motion to accept the resolution, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to consider the resolution from the County Tax Trustee for Parce Number 19-01-237-013 to Brenda White for $1,203.30.  Mr. Usery made the motion to accept the resolution, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.

Chairman McAnulty stated the next item on the agenda was to consider the resolution from the County Tax Trustee for Parcel Number 19-01-237-014 to Brenda White for $1,306.62. Mrs. Pigg made the motion to accept the resolution, seconded by Mr. Usery. Motion carred 5-0 on roll call.

Chairman McAnulty asked for a need to go into Executive Session. Board member Usery stated he would like an Executive Session for personnel. Mr. Usery then made a motion to go into Executive Session, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.

Chairman McAnulty asked for a motion to come out of Executive Session. Mr. Carter made the motion, seconded by Mr. Usery. Motion carried 5-0 on roll call.

Chairman McAnulty asked for a motion to adjourn. Mr. Usery made the motion, seconded by Mrs. Pigg. Motion carried 5-0 on roll call.
