Galatia Community Unit School District 1 Board of Education met June 24.

Here is the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Joy Richey, Bryan McCabe, and Holly Murphy. B.J. Pigg, Elaine Jackson, and Aaron Allen were absent. Four (4) members present and three (3) members absent. Board President, Tim Pribble called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins. This meeting was during the COVID-19 pandemic.

VISITORS: There were no visitors.

ADDITIONS TO AGENDA: Approve Galatia CUSD #1 handbook. Amend May 20, 2021 motion #8.

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by Murphy to enter Executive Session at 7:15 p.m. McCabe aye, Murphy-aye, Pribble-aye, and Richey-aye. Four (4) ayes, motion carried.

Aaron Allen entered the meeting at 7:55 p.m.

2. A motion was made by McCabe and seconded by Allen to end Executive Session at 8:10 p.m. Murphy aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye. Five (5) ayes, motion carried.

3. A motion was made by McCabe and seconded by Allen to approve the Executive Session minutes.

Mr. Crank reported to the board that in the May 20th, 2021 minutes motion #8, we were not able to purchase the kitchen equipment from Sikeston Restaurant Equipment due to availability. We will need to amend the motion. Amend May's Motion #8

4. A motion was made by Pribble and seconded by McCabe to amend the May 20, 2021, motion #8 to read: to approve the purchase of (2) kitchen freezers for $15,078.68 and (1) can rack for $886.46 from C&T Design and Equipment Co, Inc. Murphy-aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Five (5) ayes, motion carried.

APPROVAL OF CONSENT AGENDA:

5. A motion was made by Richey and seconded by Allen to approve the regular meeting minutes of May 20, 2021. Murphy-aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye. Five (5) ayes, motion carried.

6. A motion was made by McCabe and seconded by Murphy to approve the bills and payroll as presented with the addition of $34,764.88 in additional invoices presented. Murphy-aye, Pribble-aye, Allen-aye, McCabe-aye, and Richey-aye, Five (5) ayes, motion carried.

7. A motion was made by Pribble and seconded by Allen to approve the treasurer's report and co-mingled account as presented. Allen-aye, McCabe-aye, Murphy-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.

OLD BUSINESS: Esports Adam Neal has agreed to coach the Esports team for the 2021/2022 school year at no cost.

NEW BUSINESS: FY 21 Amended Budget The board discussed the 2020/2021 final amended budget in the budget hearing meeting, which took place before the regular board meeting on June 24, 2021.

8. A motion was made by Richey and seconded by McCabe to adopt the FY21 amended budget. Murphy aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Five (5) ayes, motion carried.

Accept bids for commodities, milk, and bread Mrs. Michele Hankins presented the bids for commodities, bread, and milk.

9. A motion was made by Allen and seconded by McCabe to accept the milk bid from Prairie Farms as presented, for the 2021/2022 school year. Richey-aye, Allen-aye, Pribble-aye Murphy-aye, and McCabe aye. Five (5) ayes, motion carried.

10. A motion was made by Pribble and seconded by Murphy to accept the food commodities, milk, and bread bid from Kohl's Wholesale as presented, for the 2021/2022 school year. McCabe-aye, Murphy-aye, Richey-aye, Allen-aye, and Pribble-aye. Five (5) ayes, motion carried.

Seal Executive Session Minutes The board discussed sealing the Executive Session minutes from June 2020 to December 2020 and destroying the Executive Session tapes of any meeting older than 18 months.

11. A motion was made by Richey and seconded by Allen to seal the Executive Session minutes from June 2020 to December 2020. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Allen-aye. Five (5) ayes, motion carried.

Destroy Executive Session

12. A motion was made by Richey and seconded by McCabe to destroy the Executive Session closed session tapes of any meeting older than 18 months. Murphy-aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Five (5) ayes, motion carried.

Softball Field Mr. McCabe informed the board that he would be seeking donations for lights for the softball field through fundraising events. Ameren has offered to move current light poles if we provide the wire.

Mr. Allen said that the first base side is low and holding water. We need to widen the first base side and tile. The outfield will need to be tiled later.

Elementary Scoreboard: David Morse from Country Companies will donate a new scoreboard for the elementary gym. He will cover the cost of the scoreboard $5,163.53 less $1,250. Anyone (parents, teachers, staff) that would allow him to quote an insurance policy, he will give a $25.00 referral credit towards the $1,250.

Student Handbook: On June 16th the Handbook Committee met. Mrs. Launius presented the changes for the 2021/2022 school year handbook. Last year we subscribed to the Illinois Model Handbook to make legal updates that align with our school policies. Updates for this year will not be available until mid-August because ISBE (Illinois State Board of Education) will not meet to decide on changes until later in the summer,

13. A motion was made by McCabe and seconded by Pribble to approve the changes to the 2021/2022 student handbook. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Allen-aye. Five (5) ayes, motion carried.

COMMITTEE REPORTS:

TRANSPORTATION: Mr. Crank informed the board that the new buses (one activity bus and one large yellow bus) we have ordered through ESSER II (Elementary and Secondary School Emergency Relief) grant will be here late September.

Mr. Michael Ewald, district architect, sent drawings for the future bus barn and weight room. An alternate bid being sent out will be for a new gravel road and lot, dirt work for the future bus storage building, electric at the Ag shop for bus plug ins, and a new 200-amp service on the storage building which currently has only 100 amps.

BUILDING & GROUNDS REPORT: Summer projects have started. We have purchased new freezers for both buildings, and new flooring for the Pre Kroom, 6th-grade classrooms, elementary office, and one of the computer rooms at the elementary. All have been purchased with grant money.

The playground equipment will be installed as soon as the equipment arrives around the end of July. Mulch has been purchased and will be spread once the playground equipment is completed.

Repairs are being made to the walls in the elementary computer lab.

The elementary bathroom on the main office floor is being remodeled for it to be ADA (American Disabilities Act) compliant. Part of the expense is being offset with the I.D.E.A (Individuals with Disability Education Act) grant.

New HVAC at the elementary and high school offices, will be paid with grant money.

Custodians are repainting the concrete floors at the elementary and high school.

The gym floors will be refinished in July.

Sonitrol came and did an evaluation of the security system. They made a couple of suggestions and are getting a quote for us on the cost.

This week we found a hole in the roof of the 6th-grade portable building. A temporary patch has been put in place. Mr. Crank said he would get an estimate on supplies for a metal roof. This is something our custodians could install.

ATHLETICS: HS Golf Co-Op with Eldorado

14. A motion was made by Pribble and seconded by McCabe to approve the intergovernmental agreement

(co-op), for high school golf team with Eldorado High School for the FY21/22 & FY22/23 school year. Richey-aye, Allen-aye, Pribble-aye Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

HS Softball Coach

15. A motion was made by McCabe and seconded by Allen to employ Melissa Shelton for the high school softball coach for the 2021/2022 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Allen-aye. Five (5) ayes, motion carried.

HS Softball Assistant Coach

16. A motion was made by Allen and seconded by McCabe to approve Brandon Murphy for the high school softball assistant coach for the 2021/2022 school year. Pribble-aye, Richey-abstain, Murphy-abstain, McCabe-aye, and Allen-aye. Three (3) ayes, motion carried.

HS Baseball Coach

17. A motion was made by McCabe and seconded by Allen to employ Tyler Johnson for the high school baseball coach for the 2021/2022 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Allen-aye. Five (5) ayes, motion carried.

JH Baseball Assistant Coach

18. A motion was made by McCabe and seconded by Allen to approve Tyler Johnson for the junior high school baseball assistant coach for the 2021/2022 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Allen-aye. Five (5) ayes, motion carried,

PRINCIPAL REPORT: The SIC (Southeastern Illinois College) summer school program for the high school students ended today, June 24, 2021. Some of our students are back on track with their credits.

There had been confusion on dual credit teacher eligibility for math classes with SIC. SIC has confirmed that Mr. Thomas and Mrs. Launius are qualified to teach dual credit math.

SUPERINTENDENT REPORT: Mr. Crank spoke with Kevin Wills, from Bernardi Securities, Inc., about possibly refinancing our existing bond. He will see if Mr. Wills can come to the next board meeting to discuss bond options.

Summer school has ended. We had 35 Kindergarten through 8th grade students at the grade school.

We are still awaiting updated guidance from ISBE and DPH (Illinois Department of Public Health) on what the next school year will look like. We do plan on being in attendance five days a week, all day. There still is a mask requirement that is in place. We will not have full-time remote learning except with a doctor excuse. Those that will be on full-time remote learning will be enrolled in an online curriculum, one semester at a time.. Quarantine students will be on remote learning through our school.

The ESSER III grant will be available in July. We will have to put approximately $180,000 toward learning loss.

Elaine Jackson ELAINE JACKSON, SECRETARY

We can put this money towards staff, summer school, the assistant principal position, or possibly some other direct student contact type activities. The rest of the money is available within the guidelines of the grant. This would be a time to look at upgrading all the HVAC in the classrooms and the elementary gym.

The high school's main floor hallway and two classrooms have old light fixtures that we are unable to find ballasts for. To replace all of the fixtures on the main floor would cost approximately $5,700 and could be paid with sales tax money.

19. A motion was made by Pribble and seconded by McCabe to purchase new lights fixtures for the high school main floor and two classrooms for $5,700 to be paid with the Sales Tax Fund. Murphy-aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Five (5) ayes, motion carried.

Resignation

20. A motion was made by Allen and seconded by McCabe to accept Shawna Moulton's letter of resignation as an elementary teacher, effective at the end of the 2020/2021 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Allen-aye. Five (5) ayes, motion carried,

Elementary Teacher

21. A motion was made by Pribble and seconded by Murphy to employ Griffin Groves as an elementary teacher for the 2021/2022 school year, per salary schedule, and pending background check. Allen-aye, Murphy-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Speech/Language Pathologist

22. A motion was made by Pribble and seconded by McCabe to employ Ashli Masterson as a speech/language pathologist for the 2021/2022 school year plus ten extra days, per salary schedule, and pending background check. Murphy-aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Five (5) ayes, motion carried

Special Ed Aide

23. Amotion was made by McCabe and seconded by Allen to employ Kyndal Chambers as a special education aide for the 2021/2022 school year, pending background check. McCabe-aye, Murphy-aye, Richey-aye, Allen-aye, and Pribble-aye, Five (5) ayes, motion carried.
