Galatia Community Unit School District No. 1 Board of Education met Aug. 26.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Joy Richey, Elaine Jackson, and Bryan McCabe. Aaron Allen, B.J. Pigg, and Holly Murphy were absent. Four (4) members present and three (3) members absent. Board President, Tim Pribble called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins. This meeting was during the COVID-19 pandemic. 

President Pribble led the Board and attendees in the Pledge of Allegiance. 

VISITORS: There were no visitors. 

ADDITIONS TO AGENDA: 

APPROVAL OF CONSENT AGENDA: 

1. A motion was made by Pribble and seconded by McCabe to approve the regular meeting minutes of July 22, 2021 and special meeting minutes of August 3, 2021. Jackson-aye, Pribble-aye, Richey-aye, and McCabe-aye. Four (4) ayes, motion carried. 

2. A motion was made by Pribble and seconded by Jackson to approve the bills and payroll as presented with the addition of Wabash Ohio Valley Special Ed invoices totaling $13,163.10. Pribble-aye, Jackson aye, McCabe-aye, and Richey-aye. Four (4) ayes, motion carried. 

3. A motion was made by McCabe and seconded by Richey to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Jackson-aye, Pribble-aye, and Richey-aye Four (4) ayes, motion carried. 

OLD BUSINESS: There was no old business. 

NEW BUSINESS: 

Change Board Meeting Dates (Nov & Dec) 

4. A motion was made by Pribble and seconded by McCabe to change the November 25, 2021 meeting to November 18, 2021, and the December 23, 2021 meeting to December 16, 2021. McCabe-aye, Richey aye, Jackson-aye, and Pribble-aye. Four (4) ayes, motion carried. 

Second Policy Reading 

5. A motion was made by Richey and seconded by McCabe to approve the second reading of the five year review of policy numbers: 1:10; 1:20; 3:30; 2:220-E4; 6:170; 7:220; 7:230; and second reading of the policy updates 1:30;2:10;2:30; 2:130; 2:240; 2:120-E1; 2:120-E1; 2:210-E2; 2:220-E7; 2:240-E1;2:240 E2; 5:10; 6:145; 6:160; 6:235; 6:255; 6:260; 7:280; 8:90. Jackson-aye, McCabe-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried. 

Adopt 2021/2022 Return to In-Person Learning Plan The only changes to the tentative return to in-person learning plan presented at the July 22, 2021 meeting was making masks mandatory via the Governor's order. 

There was a discussion on what we will do if we have to shut down due to Covid-19. There are currently no days in our school calendar for remote days. We will have to use emergency days. Hopefully, ISBE (Illinois School Board of Education) will add remote days to the school calendar to help with closures. Mr. Crank said that as long as we can staff the schools we will remain open. 

6. A motion was made by Pribble and seconded by McCabe to adopt the 2021/2022 Return to In-Person Learning Plan. Pribble-aye, Richey-aye, McCabe-aye, and Jackson-aye. Four (4) ayes, motion carried. 

School Insurance Bid An insurance salesman who insures several schools asked to review our insurance policy. After reviewing, he indicated several areas that he felt we were under insured and areas where we were over insured. The board agreed to let him review further and tells us what limits he thinks we need. Next month we will review his finding and discuss bidding our insurance with new limits. 

Van #2 Advertise Bid 

7. A motion was made by Pribble and seconded by McCabe to bid the sale of van #2. McCabe-aye, Richey aye, Jackson-aye, and Pribble-aye. Four (4) ayes, motion carried. 

SMPG Grant (School Maintenance Program Grant) The SMPG will match $50,000 for a school maintenance project. The roof at the high school needs replaced. Mr. Crank needed approval from the board to apply for the grant. 

8. A motion was made by Jackson and seconded by McCabe to approve Mr. Crank to apply for the SMPG (School Maintenance Project Grant). Richey-aye, Jackson-aye, Pribble-aye, and McCabe-aye. Four (4) ayes, motion carried. 

Elementary & High School HVAC Bid Today Mr. Michael Ewald, district architect, held the bid meeting at the Annex. We received two bids: Heartland Mechanical $337,183 and A&W Mechanical $463,000. The ESSER III grant (Elementary Secondary School Emergency Relief) has not been approved. No action was taken. Before we can accept a bid we will wait and see when ESSER III gets approved. 

COMMITTEE REPORTS: 

TRANSPORTATION: We have only three route bus drivers. We are fitting all students on 3.5 busses (Mrs. Kim Jenkins is doing a small route with her short bus). If one driver has to miss school for any reason we have no backup driver. We will not be able to pick up all the students. We have advertised for bus drivers. All schools are having the same problems maintaining bus drivers. 

BUILDING & GROUNDS REPORT: HE Mitchell will start the ground work at the high school after the softball season ends. Mr. Crank will get some bids for a fence where the buses will be parked behind the school to prevent vandalism. 

ATHLETICS: Dismiss JH Baseball Coach 

9. A motion was made by Pribble and seconded by McCabe to dismiss Kolten King as the 2021/2022 junior high baseball coach. Richey-aye, Jackson-aye, Pribble-aye and McCabe-aye. Four (4) ayes, motion carried. 

JH Baseball Coach 

10. A motion was made by McCabe and seconded by Jackson to employ Tyler Johnson as the junior high baseball coach for the 2021/2022 school year. Pribble-aye, Richey-aye, McCabe-aye, and Jackson-aye. Four (4) ayes, motion carried. 

JH Assistant Baseball Coach 

11. A motion was made by McCabe and seconded by Jackson to approve Tyler Thompson as the assistant junior high baseball coach for the 2021/2022 school year. Pribble-aye, Richey-aye, McCabe-aye, and Jackson-aye. Four (4) ayes, motion carried. 

JH Assistant Cheerleading Coach 

12. A motion was made by McCabe and seconded by Pribble to approve Whitney Roberts as the assistant junior high cheerleading coach, pending background check for the 2021/2022 school year. Pribble-aye, Richey-aye, McCabe-aye, and Jackson-aye. Four (4) ayes, motion carried. 

PRINCIPAL REPORT: Open house was well attended by the junior high students and new students to the district. 

We are experiencing substitute teacher shortages. If you know anyone with a bachelor's or associate's degree that is interested in subbing let Mrs. Launius know. 

SUPERINTENDENT REPORT: Covid Testing. Today Governor JB Pritzker announced that all school personnel will be required to receive the COVID-19 vaccine or submit to at least weekly testing starting September 5, 2021. The school nurse, Angela Riddle, is working on the implementation of the testing. The testing will require several employees to be trained to do the testing. We will also have the option to test students with parents' permission for those who have minor illnesses (headaches, stomach aches, etc.). This testing will reduce the number of students sent home and avoid them being out of school until they can get a doctor's excuse if they test negative. 

School Bonds: Kevin Wills from Bernardi Securities, Inc., called with an update on our bonds. He spoke with our current bond holder and stated he thought they would be flexible in letting us refinance, especially if we let them finance the new bond. He said he could proceed with setting a hearing date and legal notices. We are under no obligation to refinance and there will be no cost if we decide not to proceed after the hearing. 

13. A motion was made by Pribble and seconded by McCabe to proceed with legal notices and a hearing date for a new bond. Richey-abstain, Jackson-aye, Pribble-aye, and McCabe-aye. Three (3) ayes, motion carried. 

Middle School: Mr. Crank talked about the prospect of creating a middle school model for next year. The sixth, seventh, and eighth grade would be in one building. Mrs. Launius and Mrs. Love, school counselor, is working on schedules to see if we can schedule all classes. 

ESSER III Grant: The ESSER III grant has not been approved. It is a very complex and detailed grant. Hopefully, we will be approved soon. 

State Aid: We will receive an additional $144,000 in state aid this year. 

JH Math Teacher 

14. A motion was made by Pribble and seconded by McCabe to employ Susan Russell as the junior high math teacher for the 2021/2022 school year, per salary schedule. Pribble-aye, Richey-aye, McCabe-aye, and Jackson-aye. Four (4) ayes, motion carried. 

Elementary Personal Aide 

15. A motion was made by McCabe and seconded by Jackson to employ Brittany Wood as an elementary personal aide for the 2021/2022 school year. Jackson-aye, McCabe-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried. 

EXECUTIVE SESSION: There was no executive session.
