City of Carmi City Council met Dec. 21.
Here are the minutes provided by the council:
The regularly scheduled council meeting was held at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Alderman Winkleman gave the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, and Doug Hays. Absent: Mike Knight.
Mayor Pollard introduced Illinois State Fair Queen Kelsi Kessler to tell the council what her reign has been like at the State Fair Queen. Kelsi explained the process to be eligible for state queen as well as her duties after being elected. Due to Covid, Kelsi was able to reign for 2 years instead of the normal 1 year. She attended over 25 county fairs as well as both State Fairs. She stated she had thoroughly enjoyed her reign as the Illinois State Fair Queen and urged everyone to continue to support the local fairs as well as state fairs. Mayor Pollard presented Ms. Kesler a key to the City of Carmi and stated she had done a fantastic job in her role as queen and the City and residents are very proud of her.
Next Chief Jason Carter introduced the newest member of the Carmi Police Department, Mitchell Malone. Mr. Malone will be attending the Police Academy in January.
The minutes from the December 21, 2021, council meeting were presented. Alderman Hays made a motion to approve the December 21, 2021, council meeting minutes as presented. Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
The November 2021 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the November 2021 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
The vendor invoices for December 2021 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Totten to approve the December 2021 vendor invoices. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
For Council Consideration, discussion, and possible approval
Mayor Pollard stated Robert Duckworth was up for recommission to the Carmi Board of Police Commissions from January 1, 2022 through December 31, 2024. Alderman Hays made a motion to reappointment Mr. Duckworth to the Police Commission for the period of January 1, 2022 through December 31, 2024. Alderman Blake seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated the City offices and departments will be closed December 23rd and 24th in observance of Christmas Eve and Christmas Day. The offices and departments will also be closed December 30th and 31st in observance of New Year’s Eve and New Year’s Day.
Mayor Pollard wished the council and residents of Carmi a Merry Christmas and a Happy New Year.
Republic Trash Company has informed the City of Carmi that while trash pickup day remains the same for customers, pick up times are changing to different times of the day. Residents should continue to put their trash out on the same day early in the morning. However, residents should not be concerned if pickup is earlier or later than normal.
Reports from Standing Committees
Alderman Nelson asked if the traffic lights downtown were going to be synched back as they were before IDOT done the repaving. Mayor Pollard stated IDOT has been contacted and they are supposed to be working on getting the issue fixed.
Alderman Hays stated there is going to be a change in the disconnect date for the utility bills. Currently the shut off day is the 2nd Wednesday of each month for the prior months bill. The new shut off day will be the last Wednesday of the month for the past due amounts. The bills are due on the 15th of each month. Failure to pay your bill will result in disconnection of utilities on the last Wednesday of the same month. Arrangements will no longer be accepted. Payment in full is required to keep utilities from being disconnected. Alderman Hays stated in January there will be 2 shut off days. The shut off day for the bills that were due December 15, 2021 will be January 12, 2022. The shut off day for bills that are due January 15, 2022 will be January 26, 2022.

At 5:57 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
