Hamilton County Community Unit District No. 10 Board of Education met March 15.

Here are the minutes provided by the board:

The Board of Education of Hamilton County Community Unit District No. 10 met in regular session at 7:00 p.m., in the Unit Office.

The meeting was called to order by Board President Dennis Lynch. Roll Call was as follows: Present – Steve Becker, Bob Gray, Jeff Lueke, Tim Millenbine, Clint Ragan, Justin Woodrow, and Dennis Lynch.

Motion by Lueke, second by Ragan to approve the following items under the Consent Agenda: The minutes from the February 15, 2022 Regular Board Meeting and the minutes from the February 8, 2022 Special Board Meeting, Treasurer’s Report, Budget reports, District bill listing, and the destruction of Executive Session Audio Recordings older than 18 months per Code, final reading policies: 2:105, 2:110, 2:120, 2:20, 2:220, 2:220-E1, 2:220-E5, 2:220-E6, 2:220-E3, 2:220-E8, 2:260, 3:40, 3:50, 3:60, 4:120, 4:160, 4:60, 5:10, 5:100, 5:200, 5:220, 5:250, 5:30, 5:330, 6:20, 7:150, 7:240, 7:250, 7:30, 7:300, 7:310, 7:315, 8:100, 6:60-AP1, 4-165, Out of state trips: Jeremy Varner to St. Louis, Mo to Cadaver Lab on April 5, 2022, Leah Lorenz and Bev Gordon to St. Louis, MO to Zoo/Lotawata Creek on April 2, 2022, 8th Grade Trip to Santa Claus, IN to Holiday World on May 20, 2022. Roll Call Vote – Voting Yes – Lueke, Ragan, Woodrow, Gray, Millenbine, Becker, and Lynch. Motion carried.

CORRESPONDENCE – None.

VISITORS/Public Comment – Civic students were present for a classroom assignment.

SUPERINTENDENT’S REPORT - Status

Mr. Fetcho updated the Board on the following: IASB position statements; Email on legislative movement on capital development money; State Disbursements owed: $8,081; School Improvement day on March 11, 2022; IAR testing is set to begin on March 14, 2022.

OLD BUSINESS –

Motion by Ragan, second by Becker to approve the 2022-2023 public school calendar and Teacher in-service plan as presented. Vote was taken by voice and motion carried.

NEW BUSINESS 

Motion by Woodrow, second by Becker to set the high school graduation for Friday, May 13, 2022 at 7 p.m. Vote was taken by voice and motion carried.

Motion by Lueke, second by Woodrow to approve the tentative RIF/Recall List as presented. Vote was taken by voice and motion carried.

Motion by Ragan, second by Lueke to authorize the Superintendent to submit for any state or federal grants that may become available to the district. Roll Call Vote – Voting Yes – Ragan, Lueke, Gray, Woodrow, Becker, Millenbine, and Lynch. Motion Carried.

Motion by Woodrow, second by Becker to convene in executive session at 7:31 p.m. to discuss appointment, employment, compensation, discipline, performance or dismissal of a specific employee(s) or office of the public body, collective bargaining matters, and pending litigation pursuant to 5 ILCS 120/2(c)(1&2). Roll Call Vote – Voting Yes – Woodrow, Becker, Ragan, Gray, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Ragan to come out of executive session at 9:23 p.m. Roll Call Vote – Voting Yes – Becker, Ragan, Lueke, Gray, Millenbine, Woodrow, and Lynch. Motion carried.

Motion by Woodrow, second by Gray to approve the minutes from executive session. Vote was taken by voice and motion carried.

Motion by Ragan, second by Becker, to accept the letter of resignation from Schuyler McCartney, Custodian, effective March 11, 2022. Vote was taken by voice and motion carried.

Motion by Lueke, second by Ragan, to accept the letter of resignation from Adrieanne Mitchell, Building Secretary, effective March 24, 2022. Vote was taken by voice and motion carried.

Motion by Becker, second by Ragan, to accept the letter of resignation from Amy Jones, High School Math Teacher, effective on the final work day of the 2021-2022 school year. Vote was taken by voice and motion carried.

Motion by Ragan, second by Gray, to accept the letter of resignation from Carly Jamerson, Assistant High School Softball Coach, effective February 15, 2022. Vote was taken by voice and motion carried.

Motion by Gray, second by Ragan, to accept the letter of resignation from Michelle Csorba, Art Teacher, effective the final work day of the 2021-2022 school year. Vote was taken by voice and motion carried.

Motion by Gray, second by Ragan, to accept the letter of resignation from Hunter Shockley, English Teacher, effective on the final work day of the 2021-2022 school year. Vote was taken by voice and motion carried.

Motion by Ragan, second by Becker, to employ Katye Roper as a Social Worker, contingent upon successful completion of a background check and completion of necessary paperwork, effective with the start of the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Woodrow, second by Becker, to employ Sydney Williams as an Assistant High School Softball Coach for the 2021-2022 season. Roll Call Vote – Voting Yes – Woodrow, Becker, Ragan, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Gray, second by Woodrow, to employ Garrett Craddock as a High School Math Teacher, contingent upon obtaining proper state of Illinois Licensure by August 1, 2022, effective with the start of the 2022-2023 school year. Roll Call Vote – Voting Yes – Gray, Woodrow, Becker, Ragan, Millenbine, Lueke, and Lynch. Motion Carried.

Motion by Woodrow, second by Millenbine, to employ Betsy Holder as the East Side Elementary Head Cook, effective with the start of the 2022-2023 school year. Roll Call Vote – Voting Yes – Woodrow, Millenbine, Becker, Ragan, Gray, Lueke, and Lynch. Motion Carried.

Motion by Becker, second by Lueke, to approve the following athletic volunteers for the 2021-2022 season: Caleb Chapman – Baseball; Brian Lueke – Baseball; Chase Partain – Baseball; Caleb Smothers – Baseball; Bryce Currie – Softball. Roll Call Vote – Voting Yes – Becker, Lueke, Woodrow, Ragan, Millenbine, Gray, and Lynch. Motion Carried.

Motion by Ragan, second by Lueke, to place the following first year teachers on second year probationary status for the 2022-2023 school year: Erica Harris, Marlene Cunico, Rhet Vaughan, Sydney Williams, Taylie Payne, Vicente Rivera. Roll Call Vote – Voting Yes – Ragan, Lueke, Becker, Woodrow, Millenbine, Gray, and Lynch. Motion Carried.

Motion by Woodrow, second by Ragan, to place the following second year teacher on third year probationary status for the 2022-2023 school year: Jessica Lee. Roll Call Vote – Voting Yes – Woodrow, Ragan, Becker, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Gray, second by Becker, to move the following second year teacher to tenure status under the current PERA laws for the 2022-2023 school year: Tammy Rose. Roll Call Vote – Voting Yes – Gray, Becker, Woodrow, Ragan, Millenbine, Lueke, and Lynch. Motion Carried.

Motion by Ragan, second by Becker, to place the following third year teachers on fourth year probationary status for the 2022-2023 school year: Alison Burke, Kristin Rodgers. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Gray, second by Lueke, to move the following fourth year teachers to tenure

status for the 2022-2023 school year: Alicia Ward, Aribi Bowzer, Doug Miller, Josh Hamson,

Tiffanie Seidel, Nicole Rubenacker, Taylor Karcher, Julie McKenzie. Roll Call Vote – Voting Yes – Gray, Lueke, Becker, Woodrow, Ragan, Millenbine, and Lynch. Motion Carried.

Motion by Ragan, second by Becker, to approve a 10 ½ month employment contract to Christina Epperson, Preschool Principal/Special Education Coordinator/District Testing Coordinator/Title IX Appeals Decision Maker for 1 additional year for the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Ragan, second by Becker, to approve a 11 month employment contract to Stephanie Lasswell, East Side Elementary School Principal/Non-Discrimination Coordinator (Sex Equity/Harassment) for 1 additional year for the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Ragan, second by Becker, to approve a 10 ½ month employment contract to Jay Lentz, Dahlgren Elementary Principal/District Cafeteria Director/Title IX Coordinator/District 504 Coordinator/Title IX Investigator for 1 additional year for the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Ragan, second by Becker, to approve a 9 month employment contract to Doug Miller, Part-time Athletic Director/Part-time teaching duties as per salary schedule for 1 additional year. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Ragan, second by Becker, to approve a 10 month employment contract to Clint Winemiller, Part-time Athletic Director/Part-time teaching duties as per salary schedule for 1 additional year. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Millenbine, Gray, Lueke, and Lynch. Motion Carried.

Motion by Lueke, second by Millenbine, to post for K-12 Summer School Instructors, funded by the ESSER Grant. Vote was taken by voice and motion carried.

Motion by Lueke, second by Millenbine, to post for a Cook. Vote was taken by voice and motion carried.

Motion by Lueke, second by Millenbine, to post for a Custodian. Vote was taken by voice and motion carried.

Motion by Lueke, second by Millenbine, to post for a Building Secretary. Vote was taken by voice and motion carried.

Motion by Lueke, second by Millenbine, to post for Bus Drivers. Vote was taken by voice and motion carried.

Motion by Lueke, second by Millenbine, to post for the following 2022 summer hourly positions: Summer Maintenance Workers and Paint Crew. Vote was taken by voice and motion carried.

Motion by Millenbine, second by Lueke to approve the collective bargaining agreement between Hamilton County Community Unit School District #10 and the Laborers’ Local #1197 from July 1, 2022 through June 30, 2025. Roll Call Vote – Voting Yes – Millenbine, Lueke, Becker, Woodrow, Ragan, Gray, and Lynch. Motion Carried.

Motion by Woodrow, second by Ragan to adjourn. Vote was taken by voice, motion carried and the meeting adjourned at 9:31 p.m.
