Galatia Community Unit School District Number 1 Board of Education met April 28.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Joy Richey, Bryan McCabe, B.J. Pigg, and Holly Murphy. Aaron Allen and Elaine Jackson were absent. Five (5) members present and two (2) members were absent. Board President, Tim Pribble called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

VISITORS: There were no visitors.

ADDITIONS/DELETIONS TO AGENDA: Remove Audit as an agenda item.

APPROVAL OF CONSENT AGENDA:

1. A motion was made by McCabe and seconded by Murphy to approve the regular meeting minutes of March 24, 2022. Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

2. A motion was made by Richey and seconded by Pribble to approve the bills and payroll as presented. Pigg-aye, Murphy-aye, Pribble-aye, McCabe-aye, and Richey-aye. Five (5) ayes, motion carried.

3. A motion was made by Pribble and seconded by Pigg to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.

OLD BUSINESS: Mr. Crank informed the board of the H.E. Mitchell Construction management proposal for the high school gym floor. The cost of the gym floor is $198,900. If approved, they will start Monday removing the floor. The completion date is August 6th, 2022. High School Floor

4. A motion was made by Pribble and seconded by McCabe to accept the Construction Management proposal from H.E. Mitchell for $198,900 to replace the high school gym floor. Murphy-aye, Pigg-aye, McCabe aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

NEW BUSINESS: Community Eligibility Provision (CEP)-free lunch program This is our renewal year for the CEP program. The program is a four year free lunch program for all students in the district. We qualified for another four years but at a lower rate of reimbursement. The previous four years we had a 51.95% identified student base. We had a reimbursement rate of $2.04 for breakfast and $3.22 for lunch. The next four years we have a 45.28% identified student base. Our reimbursement rate is $1.80 for breakfast and $2.82 for lunch. We have in the past been able to break even with the cost and not had to use state/local money to fund the lunch program. The past two years we had transitioned to the Summer Food Service Program due to Covid Pandemic funds, and it provided a higher reimbursement rate of $2.4625 for breakfast and $4.3175 for lunch. This helped with the extra cost of packaging meals for room delivery, food supply shortages, delivery costs, and food increases. Hopefully, we can go back to normal next year and will be able to cut some of our cost. There is a possibility that if we continue with the CEP program we will have to use our state/local funds to cover the breakfast/lunch program.

5. A motion was made by Pribble and seconded by McCabe to continue with the Community Eligibility Provision (CEP) free lunch program. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Change June's Board Meeting Date

6. A motion was made by Pribble and seconded by Pigg to change the June 23, 2022 board meeting to June 30, 2022. This change was made for the Budget Hearing that will be held before the regular board meeting at 6:45 p.m. Richey-aye, Pribble-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

FY22/23 School Calendar

7. A motion was made by Pribble and seconded by Murphy to approve the FY22/23 school calendar. Pribble aye, Richey-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

Title Consolidation Plan There was concern that some thought we were considering consolidation of our school. The Title Consolidation Plan is for our Titles I, II, and IV grants.

Field Trip

8. A motion was made by Pigg and seconded by McCabe to approve a field trip for K-3 to Mesker Park Zoo at Evansville, IN, on a date to be determined (in the 2021/2022 school year). Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

COMMITTEE REPORTS:

TRANSPORTATION: The district has two 1999 Bluebird Buses that we have not used in the past two years. They both run, and it's time for them to go through the safety lane check. We currently have two other buses we use for sports and a backup bus. Sales of Buses

9. A motion was made by McCabe and seconded by Pigg to advertise for the sale of Bus #1 and Bus #2. Bids will be awarded to the highest bidder. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

BUILDING & GROUNDS REPORT: Construction Management: The HVAC spilt units have been ordered for the elementary school and high school.

Bus Lot: The gas and diesel tanks have been set, we are still waiting for permits. The bus driveway still has some soft spots. We will need to add more gravel when the weather permits.

Health Life Safety(HLS) Inspection: The yearly HLS inspection went well.

10-year Health Life Safety (HLS) Surveys: Mr. Michael Ewald, district engineer, informed Mr. Crank that we have two ten-year HLS surveys coming up.

Playground: We had mulch delivered but have been unable to spread it due to weather. The students are still able to play on the playground.

ATHLETICS: HS Volleyball Coach

10. A motion was made by Pigg and seconded by Pribble to employ Julia Mattingly as the high school volleyball coach for the FY 22/23 school year. Pigg-aye, McCabe-aye, Murphy-abstain, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried.

HS Assistant Volleyball Coach

11. A motion was made by Pribble and seconded by McCabe to approve Lorrae Fulkerson as the high school assistant volleyball coach for the FY 22/23 school year. Richey-aye, Pribble-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

12. A motion was made by Pigg and seconded by McCabe to approve Lorrae Fulkerson as the junior high school assistant volleyball coach for the FY 22/23 school year. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

EXECUTIVE SESSION:

13. A motion was made by Pribble and seconded by McCabe to enter Executive Session at 7:40 p.m. McCabe aye, Murphy-aye, Pribble-aye, Richey-aye, and Pigg-aye. Five (5) ayes, motion carried. Aaron Allen entered the meeting at 7:41 p.m.

14. A motion was made by Pribble and seconded by McCabe to end Executive Session at 8:52 p.m. Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried.

15. A motion was made by Pribble and seconded by Allen to approve the Executive Session minutes. Murphy aye, Pribble-aye, Pigg-aye, Richey-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried.

Resignation

16. A motion was made by Allen and seconded by Murphy to accept Darrin Bozzola's resignation at the end of the 2021/2022 school year. Allen-aye, Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble aye. Six (6) ayes, motion carried.

17. A motion was made by McCabe and seconded by Allen to accept Shauna Hale's resignation, effective immediately. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, McCabe-aye, and Allen-aye. Six (6) ayes, motion carried.

18. A motion was made by Allen and seconded by Pigg to accept Ashley Launius's resignation at the end of the 2021/2022 school year. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

19. A motion was made by Allen and seconded by Pigg to accept Paula Allen's resignation at the end of the 2021/2022 school year. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

Athletic Director

20. A motion was made by Pigg and seconded by McCabe to employ Griffin Groves as the athletic director for the 2022/2023 school year. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, McCabe-aye, and Allen aye. Six (6) ayes, motion carried.

PRINCIPAL REPORT: Tentative Master Schedule: Mrs. Launius presented a 2022/2023 tentative master schedule. New classes were added this year: Journalism/Creative Writing, and Mythology/Young Literature.

SISHSA Banquet will be on May 2, 2022. We are hosting the event at SIUC. There are 33 schools attending with a total of 185 students being recognized. Mollie Peterson, Sean McClusky, and Olivia McGhee are the Galatia students to be recognized for Academics, Leadership, Community Involvement, Character, and Dual Degree (College Associates and HS Diploma).

Semester Test: This will be the first semester since COVID that we will have semester tests. Students with good attendance and excellent performance in class will be exempt from exams. Semester tests will be given on the last two days of the semester.

SUPERINTENDENT REPORT: Summer School will be the first three weeks after school is ended.

Professional Development is scheduled for eight days this summer.

ISBE (Illinois School Board of Education made a mistake in state aid calculation over the last three years with districts. Galatia was shorted approximately $50,000. We should receive the money over the remaining general state aid payments this year.

Grant: We have not received any additional news about the grant we will write to obtain the money we lost from the American Coal bankruptcy. IASA (Illinois Association of School Administrators) is watching the legislation carefully for us.
