Village of Smithton Village Board met May 17.

Here are the minutes provided by the board:

Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Phil Henning, Jim Mourey, and Tim Hopkins answered roll call. Also present were Clerk Annette Parker, Engineer Scott Saeger, Supervisor Dean Klein, and Chief Jason Neff. Attorney Carmen Durso was absent.

A moment of silence was observed for former Street Department employee Mike Valentine who passed away on May 16.

CLERK’S REPORT - The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on May 3, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins. Motion was granted.

TREASURER’S REPORT – The Board received a copy.

GOOD OF THE VILLAGE – We received a request from Mikey’s Pub to play outside music. A motion was made by Trustee Rogers which was seconded by Trustee Elbe to allow Mikey’s Pub to play outside on May 21, May 22, May 27, and May 28. Roll call was taken: Trustee Rogers, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

Annexation Hearing Ordinance No. 987 – 4325 Willow Oak

Trustee Mourey made a motion which was seconded by Trustee Becherer to have Ordinance 987 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Hopkins, yes. Motion was granted.

Trustee Mourey made a motion which was seconded by Trustee Becherer to adopt Ordinance 987. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

Nancy Rogers was recognized for her years of service as the Village’s Health Officer. Dallas Dlouhy was recognized for his years of service as the Village’s Treasurer.

POLICE CHIEF’S REPORT – No report.

ENGINEER’S REPORT

ISSUED BUILDING PERMITS - Engineer Saeger reported that there were 7 building permits issued since the last meeting.

DCEO GRANT – No update.

WATER TOWER MAINTENANCE AND PAINT TRIAL – Tnemec will be here on May 27 to check the paint test patches.

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER – Engineer Saeger spoke with the property owner and he is expecting someone to be there on May 18 to complete the project.

SAFETY COMMITTEE – There will be a Safety Committee Meeting June 2, 2022, at 10:00am if needed.

ZONING BOARD REPORT – A Zoning Hearing is scheduled for May 26 for 424 S. Lincoln for adding onto the building and reducing the setback against Lincoln Street.

SUPERVISORS REPORT

Supervisor Klein reported that they finished the work on the storm sewer on Klein Dr. He has taken a sample of the ash pile from the Village yard waste to Waste Management for testing to see if they can haul it away for us. Supervisor Klein reported that our 2 new Public Works employees, Matt Buss and Keagan Laminack are doing a great job.

ATTORNEY’S REPORT

No report. Attorney Durso was absent.

Trustee Becherer made a motion which was seconded by Trustee Rogersto accept the Officer’s reports. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting on May 10, 2022. The items will be discussed under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogersto approve the minutes from the Committee As a Whole meeting on May 10, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

LAPTOPS/TABLETS – No update.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

VAC TRUCK – The truck is still waiting to be painted.

PICKUP TRUCK – The truck is on order.

CATCH BASINS – 205 S MAIN ST – No update.

STREET DEPARTMENT UNIFORMS – No update.

SEWER JETTER – No update.

POLICE COMMITTEE – TRUSTEE ELBE

INSURANCE – A meeting will be set up to get employees’ paperwork started and answer any questions employees may have.

POLICE VEHICLE – The 2022 Ford Explorer is on order.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING

PARK REFUSE DUMP CONTROLS – We are waiting for the electrical boxes to continue installation of the security camera on the pole.

PARK CAMERAS – Waiting on the electrical boxes.

SAA/PARK BUILDING – We are working on a plaque to be placed on the outside of the building.

SAA/T-BALL FIELDS – No update.

TRAIL STUDY GRANT – We will receive the final report by the end of July.

TREE CITY USA – Discussion will continue at the next Committee as a Whole meeting.

RED SHED AT THE PARK – The shed will be moved to the back of the park by the pump house.

ORDINANCE COMMITTEE – TRUSTEE MOUREY – No report.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL FOUNTAINS – No update.

WILLOW OAK PROPERTY - Annexation Hearing held at the beginning of this meeting. GROCERY STORE – No update.

SALT STORAGE BUILDING – No update.

VILLAGE HALL GENERATOR – The concrete pad has been poured for the generator.

PROPERTY APPRAISAL - This will be discussed at the next Committee As a Whole meeting.

604 N MAIN SIDEWALK – IDOT has approved. It was recommended that we not enter into a bond agreement.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the payroll from April 16, 2022, through April 29, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; and Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

COMMUNICATIONS – The Southwestern Illinois Council of Mayors will hold their next meeting on Thursday, May 26.

UNFINISHED BUSINESS – Nothing to report

NEW BUSINESS – Nothing to report.

EXECUTIVE SESSION – Trustee Becherer made a motion which was seconded by Trustee Rogers to go into Executive Session at 7:59 pm. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

Trustee Rogers made a motion which was seconded by Trustee Becherer to go back into regular session at 8:03pm. Roll call was taken: Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All trustees were in favor. Motion was granted to adjourn at 8:03 pm.
