The Board of Education of Hamilton County Community Unit District No. 10 met in regular session at 7:00 p.m., in the Unit Office.
The meeting was called to order by Board President Dennis Lynch. Roll Call was as follows: Present – Steve Becker, Jeff Lueke, Tim Millenbine, Clint Ragan, Justin Woodrow, and Dennis Lynch. Absent: Bob Gray.
Motion by Woodrow, second by Ragan to approve the following items under the Consent Agenda: The minutes from the April 19, 2022 Regular Board Meeting, Treasurer’s Report, Budget reports, District bill listing, and the destruction of Executive Session Audio Recordings older than 18 months per Code. Roll Call Vote – Voting Yes – Woodrow, Ragan, Lueke, Millenbine, Becker, and Lynch. Motion carried. Absent: Bob Gray.
CORRESPONDENCE – Notice of retirement letter from Ted Broyles.
Bob Gray entered the meeting at 7:02 p.m.
VISITORS/Public Comment – Nathan Birkner was present to address the board in regards to his request for the school district to consider abating his new business’s real estate taxes.
SUPERINTENDENT’S REPORT – Status
Mr. Fetcho updated the Board on the following: IBCA All State Academic Award; Reviewed the School Resource Officer Agreement for the 2022-2023 school year; Transportation waiver with NCOE; Review of ROE Inspection Reports by building; State Disbursements owed: $8,183; MAP testing.
OLD BUSINESS –
Motion by Woodrow, second by Becker to approve the final 2021-2022 school calendar as presented. Vote was taken by voice and motion carried.
Motion by Gray, second by Millenbine to approve the Annual Crisis Response Plan Review Summary. Vote was taken by voice and motion carried.
NEW BUSINESS –
Motion by Ragan, second by Becker to approve an estimate from Kyle Poore to demolish the old Family Resource Center located at 205 South Silas Avenue. Roll Call Vote – Voting Yes – Ragan, Becker, Lueke, Millenbine, Woodrow, and Lynch. Voting No – Gray. Motion carried.
Motion by Ragan, second by Becker to approve an Intergovernmental Agreement with the City of McLeansboro. Roll Call Vote – Voting Yes – Ragan, Becker, Woodrow, Gray, Lueke, Millenbine, and Lynch. Motion carried.
Motion by Lueke, second by Gray for authorization to seek bids for Cafeteria Supplies/Bread/Dairy Products for the 2022-2023 school year. Roll Call Vote – Voting Yes – Lueke, Gray, Ragan, Becker, Woodrow, Millenbine, and Lynch. Motion carried.
Motion by Ragan, second by Millenbine for authorization to seek fuel bids for the 2022- 2023 school year. Vote was taken by voice and motion carried.
Motion by Lueke, second by Becker to approve the student fees for the 2022-2023 school year. Roll Call Vote – Voting Yes – Lueke, Becker, Woodrow, Gray, and Lynch. Voting No – Millenbine, and Ragan. Motion carried.
Motion by Ragan, second by Millenbine to approve Gerlock & Associates with Nationwide Life Insurance Company (no cost) as the carrier of voluntary student accident insurance for the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Millenbine, Becker, Woodrow, Gray, Lueke, and Lynch. Motion carried.
Motion by Ragan, second by Millenbine to approve the renewal of Egyptian Trust as the district health insurance provider for the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Millenbine, Woodrow, Gray, Lueke, Becker, and Lynch. Motion carried.
Motion by Ragan, second by Lueke to convene in executive session at 7:49 p.m. to discuss appointment, employment, compensation, discipline, performance or dismissal of a specific employee(s) or office of the public body, matters of collective bargaining and pending litigation pursuant to 5 ILCS 120/2(c)(1). Roll Call Vote – Voting Yes – Ragan, Lueke, Millenbine, Woodrow, Gray, Becker, and Lynch. Motion carried.

Motion by Becker, second by Ragan to accept a letter of resignation from Roger Hobbs, 8th Grade Boys Basketball Coach, effective April 22, 2022. Roll Call Vote – Voting Yes – Becker, Ragan, Gray, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.
Motion by Becker, second by Ragan to accept a letter of resignation from Jennifer Irvin, Speech Pathologist, effective at the end of the 2021-2022 school year. Roll Call Vote – Voting Yes – Becker, Ragan, Gray, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.
Motion by Ragan, second by Woodrow to accept an irrevocable four year notice of intent retire letter from Lisa Auten, Teacher, effective at the end of the 2025-2026 school year. Roll Call Vote – Voting Yes – Ragan, Woodrow, Becker, Gray, Lueke, Millenbine, and Lynch. Motion carried.
Motion by Ragan, second by Becker to approve medical leave for a non-certified employee beginning April 29, 2022 through the remainder of the 2021-2022 school year. Roll Call Vote – Voting Yes – Ragan, Becker, Gray, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.
Motion by Becker, second by Ragan to approve increasing the teacher sub pay to $95 per day or $50 for half a day, effective with the start of the 2022-2023 school year. Roll Call Vote – Voting Yes – Becker, Ragan, Gray, Lueke, Woodrow, Millenbine, and Lynch. Motion Carried.
Motion by Lueke, second by Ragan to approve increasing non-certified sub pay to stay current with minimum wage, effective with the start of the 2022-2023 school year. Roll Call Vote – Voting Yes – Lueke, Ragan, Becker, Gray, Woodrow, Millenbine, and Lynch. Motion Carried.
Motion by Ragan, second by Gray to approve increasing the bus driver sub pay to $80 per day or $40 for half a day, effective with the start of the 2022-2023 school year. Roll Call Vote – Voting Yes – Ragan, Gray, Becker, Lueke, Woodrow, Millenbine, and Lynch. Motion Carried.

Motion by Becker, second by Gray to approve pay increases of $1,000 for the 2022-2023 school year for the following bus drivers: Lori Benbrook, Brandi Bowman, Jaime Brock, Vida Dial, T.J. Higginson, Bert Irvin, Vicki Lueke, Kristi McMurtry, Debra Mitchell, Linda Shelton, and Teresa Webb. Roll Call Vote – Voting Yes – Becker, Gray, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.
Motion by Ragan, second by Gray to approve pay increases of 5.5% for the 2022-2023 school year for the following district office employees: Bill Blake, Roger Duckworth, Paula Jackson, Samantha Lueke, Angela McMahon, Dana Rubenacker, Shaunna Scott, and Bryan Warren. Roll Call Vote – Voting Yes – Ragan, Gray, Becker, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.
Motion by Lueke, second by Becker to approve a $2,000 annual stipend for Dana Rubenacker as the district’s financial liaison to the Hamilton County Schools Foundation, effective the the 2022-2023 school year. Roll Call Vote – Voting Yes – Lueke, Becker, Ragan, Gray, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Woodrow, second by Gray to approve an additional 60 employment days (400 hours minimum) outside normal school hours for Ben Newbury, Ag Teacher, and Alicia Kabat, Ag Teacher, with funding provided by a 50/50 matching 3 Circles Ag Grant, if approved, for the 2022-2023 school year.
