City of Harrisburg City Council met Aug. 4.

Here are the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Pastor Jerry Wells from the Dorrisville Social Brethren Church led the group in prayer and Pledge of Allegiance.

Commissioner Ron Morse made the motion to approve the consent agenda.

Regular Meeting Minutes – July 21, 2022

Check Register and Warrant Report – July 2022

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Citizen Rietta Miller discussed her water issue with council. Her water has been disconnected since June 24, 2022. She stated she believes WADI has paid her water bill and she still does not have water. She has requested her water to be reconnected. Commissioner Roger Angelly asked Water Manager Brandi Gaskins if any payment(s) has been received from anyone on behalf of Ms. Miller. Water Manager Brandi Gaskins replied no payments has been received as of today. Ms. Miller stated she has text messages regarding a water payment. Ms. Miller stated it is against her civil liberties and civil rights. There was a discussion with council regarding her water bill. Ms. Miller read an Executive Order from Governor Pritzker regarding low income energy assistance programs. Ms. Miller requested her water to be reconnected.

Fire Chief John Gunning presented a mobile home application permit for 1521 Dorris Heights Road. He stated the application and fees have been submitted and they are ready to proceed. Commissioner Raymond Gunning made the motion to approve the mobile home permit application for 1521 Dorris Heights Road. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Treasurer Alex Jackson discussed a new software program (United Process Management) that would benefit the City of Harrisburg as a whole. This program would work with all departments in various ways. The current program is outdated. Commissioner Ron Morse made the motion to approve $24,410.00 from CURES for United Process Management program. Seconded by

Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse made the authorize the Mayor John McPeek to sign the contract between the City of Harrisburg and United Systems. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning asked Alex Watkins to research Executive Order 2021-07 regarding prevention of utility disconnection.

Commissioner Raymond Gunning made the motion to promote Logan Leverett as sergeant. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning discussed abandoned/dangerous buildings. He has been receiving complaints regarding burned and vacant properties. He would like Attorney Kolby Smithpeters to look into these properties.

Commissioner Roger Angelly discussed the City paying credit card fees. Treasurer Alex Jackson stated there are other methods of payment without the customer paying the convenience fee. The Water/Sewer Department accepts cash/check/money order and credit/debit. Commissioner Roger Angelly made the motion to pass the credit card fees on to the customer. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly stated the 2014 Water main Phase II came in under budget by $257,702.02. Commissioner Roger Angelly made the motion to authorize Mayor John McPeek to sign the final closing for the 2014 Watermain Phase II project. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson presented potential changes of the Harrisburg Lake lease with council. Commissioner Rupert Johnson made the motion to authorize Attorney Kolby Smithpeters to draft the changes for the Harrisburg Lake lease. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson presented the street closure for the 2022 Homecoming Parade. Commissioner Raymond Gunning made the motion to pass Resolution 22-0804 for the 2022 Homecoming Parade street closure as presented. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson presented the street closure for the 2022 Sasquatch Festival. Commissioner Raymond Gunning made the motion to pass Resolution 22-0804A for the 2022 Sasquatch Festival street closure as presented. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to contact Ameren for the installation a street light located on Orchard Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson announced the Street/Alley Department has finished their oil/chip project. They repaired fifty-five streets.

Mayor John McPeek announced the 1 E. Poplar Street demolition will being in September. The Sasquatch Festival is October 08, 2020 and please stop littering.

Commissioner Roger Angelly made the motion to adjourn. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.
