City of McLeansboro City Council met July 12.

Here are the minutes provided by the council:

Following the Pledge of Allegiance, Mayor Chad May called the regular meeting of the McLeansboro City Council to order. Roll call: Tom Maulding, Billy Glenn, Tom Murk, Sharon Bowman, JeffJohnson - present.

Mr. Glenn made a MOTION TO APPROVE THE MINUTES OF THE PUBLIC HEARING AND REGULAR MEETINGS OF JUNE 14, 2022, second Mr. Maulding. Roll call: Glenn, Maulding, Murk, Bowman, Johnson. Ayes - 5. Nay - 0. Motion passed.

Mrs. Bowman made a MOTION TO APPROVE THE JUNE FINANCIAL REPORTS, JUNE PAYROLL REPORT, ACCOUNTS RECEIVABLE REPORT, ACCOUNTS PAYABLE REPORT, A TRANSER OF $50,000 FROM ELECTRIC TO GENERAL AND A TRANSFER OF $17,000 FROM CITY HALL RENOVATION FUND TO GAS, second Mr. Johnson. Roll call: Bowman, Johnson, Maulding, Glenn, Murk. Ayes ~ 5. Nay - 0. Motion passed.

During public comments, Keith York asked about the vendor situation at the pool. He commented that at the last meeting the council decided not to have vendors at the pool, but at the swim meet there were vendors at the pool. Mayor May explained the council agreed to allow vendors that met all the criteria described at the last council meeting to vend at the swim meet.

Mr. Murk made a MOTION TO ACCEPT THE FY23 BUDGET AND APPROPRIATIONS, second Mrs. Bowman. Roll Call: Murk, Bowman, Maulding, Glenn, Murk. Ayes-5. Nay-0. Motion passed.

Mr. Murk made a MOTION TO ACCEPT ORDINANCE 22-1083, CHANGING THE MCLEANSBORO CITY CODE, CHAPTER 1 - ADMINISTRATION, DIVISION 1-

CITYCOUNCIL, ARTICLE II-CITY OFFICIALS, SECTION 4-COMMITTEES, second Mr. Glenn. Roll Call: Murk, Glenn, Maulding, Bowman, Johnson. Ayes - 5. Nay - 0. Motion passed.

Mr. Johnson made a MOTION TO ACCEPT THE FY23 MAYORAL APPOINTMENTS AS FOLLOWS: PUBLIC WORKS COMMITTEE - BILLY GLENN, TOM MURK, JEFF JOHNSON, FINANCE COMMITTEE - TOM MAULDING, SHARON BOWMAN, VACANT POSITION, PUBLIC SAFETY - TOM MAULFNTG, BILLY GLENN, JEFF JOHNSON, POLICE CHIEF - J NATHAN TAYLOR, FIRE CHIEF - JIM MORRIS, ASSISTANT FIRE CHIEF - WALTER REXING, COLLECTOR - JODI BROCKETT, ZONING ADMINISTRATOR - PAT STEVENS, LEGAL COUNSEL - SOUTHERN ILLINOIS LAW GROUP, RHETT BARKE IS PRIMARY CONTACT, second Mr. Glenn. Mr. Glenn made a MOTION TO ACCEPT JULY 12TH ZONING REPORT, second Mr. Johnson. Roll Call: Glemi, Johnson, Maulding, Murk, Bowman. Ayes - 5. Nay ~- 0. Motion passed.

No action was taken on allowing resident at 201 South Douglas Street temporary variance to allow said resident to live in a camper.

Justin Barrow presented the Public Works department report for June 2022. Fire Chief Jim Morris presented the Fire Department report for June 2022. Chief Nathan Taylor discussed the June 2022 Police Report.

Mr. Johnson made a MOTION TO ACCEPT ORDINANCE #22-1082, CREATING A WATER TOWER CONSTRUCTION SERVICE FUND, second Mr. Glenn. Roll Call: Johnson, Glenn, Maulding, Murk, Bowman. Ayes - 5. Nay - 0. Motion passed.

Mayor May read Ordinance #22-1084, updating the McLeansboro City Code, Chapter 31 "Recreation", Article IV "Swimming Pool Regulations".

Mrs. Bowman made a MOTION TO RESCHUDULE THE NOVEMBER 8, 2022, CITY COUNCIL MEETING TO NOVEMBER 15, 2022, DUE TO THE ORIGINAL DATE BEING ELECTION DAY, second Mr. Glenn. Roll Call; Bowman, Glenn, Maulding, Murk,Johnson. Ayes ~ 5. Nay - 0. Motion passed.

Mr. Glenn made a MOTION TO APPROVE RESOLUTION #22-02 REGARDING TEMPORARY ROAD CLOSURES ASSOCIATED WITH THE 2022 MCLEANSBORO KIWANIS FALL FESTIVAL, second Mr. Moulding. Roll Call: Glenn, Maulding, Murk, Bowman, Johnson. Ayes - 5. Nay - 0. Motion passed.

Mr. Johnson made a MOTION TO ACCEPT THE RESIGNATION OF STEPHANIE LASWELL FROM THE MCCOY LIBRARY BOARD EFFECTIVE 03/31/22, second Mr. Maulding. Roll Call: Johnson, Maulding, Glenn, Murk, Bowman. Ayes-5. Nay-~ 0. Motion passed.

Mr. Glenn made a MOTION TO APPROVE THE APPOINTMENT OF ANNMARIE HARLAND TO THE MCCOY LIBRARY BOARD, TO REPLACE STEPHANIE LASWELL WHOSE TERM EXPIRES IN 2023, second Mr. Johnson. Roll Call: Glenn, Johnson, Maulding, Murk, Bowman. Ayes - 5. Nay ~~ 0. Motion passed.

Mr. Glenn made a MOTION TO PROMOTE POLICE OFFICER CHASE PARTAIN TO SERGEANT, second Mr. Johnson. Roll Call: Glenn, Johnson, Maulding, Murk, Bowman. Ayes 5. Nay - 0. Motion passed.

Mr. Murk made a MOTION TO APPROVE A $ 1.00 RAISE EFFECTIVE IMMEDIATELY AND $1.00 RAISE EFFECTIVE JULY 1, 2023, FOR TRIE PART TIME POLICE OFFICERS, second Mr. Johnson. Roll Call: Murk, Johnson, Maulding Glenn, Bowman. Ayes - 5. Nay - 0. Motion passed.

Mr. Murk made a MOTION TO PROMOTE WHESLEY WEILER TO ELECTRIC DEPARTMENT WORKING FOREMAN, second Mr. Glenn. Roll Call: Murk, Glenn, Moulding, Bowman, Johnson. Ayes - 5. Nay ~ 0. Motion passed.

At approximately 7:10pm, having completed City business, Mr. Johnson made a MOTION TO ADJOURN, second Mr. Glenn. A voice vote was taken without dissent. Meeting Adjourned.
