City of Carmi City Council met Nov. 15.

Here are the minutes provided by the council:

The Carmi City Council met at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Sheila Headlee, and Doug Hays. Absent: Mike Knight and Jeremy Courson.

The minutes from the November 1, 2022 council meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

The October 2022 Financial Reports for the City of Carmi and Light and Water Departments were presented for approval. A motion was made by Alderman Headlee and seconded by Alderman Blake to approve the October 2022 Financial reports. The motion carried on roll call by each Aldermen present answering “yes.”

The November 2022 vendor invoices for the City of Carmi and Light and Water Departments were presented for approval. A motion was made by Alderman Winkleman and seconded by Alderman Blake to approve the November 2022 vendor invoices. The motion carried on roll call by each Aldermen present answering “yes.”

For council consideration, discussion, and possible approval

a. Accept bid from Kiefer Brothers Construction for 6th Street Sanitary Sewer Replacement for $239,755.00. Mayor Pollard reported all easements had been signed and the bid was ready to be accepted. Alderman Blake made a motion to accept the Kiefer Brothers Construction bid for the 6th Street Sanitary project. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Aldermen present answering “yes.”

b. Permission to seek bids for a VAC trailer/truck for the Sewer Department. Mayor Pollard reported for the past few years, we have been renting a VAC truck when needed but due to several more upcoming projects and the safety of our employees, he felt it was time for the City to seek bids for this piece of equipment. Alderman Blake made a motion to seek bids for the VAC trailer/truck for the Sewer Department. The motion was seconded by Alderman Totten. The motion carried on roll call by each Aldermen present answering “yes.”

c. Resolution 11.15.22; Resolution for improvement under the Illinois Highway Code for engineering and construction to replace failing culverts in the City owned Bradshaw Park in the amount of $185,000.00 was presented for approval. Alderman Headlee made a motion to approve Resolution 11.15.22 with a second by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”

d. Resolution 11.15.22A; Resolution to execute an agreement with Brown and Roberts, Inc for WWTP Digesters Rehabilitation was presented for approval. Alderman Headlee made a motion to approve Resolution 11.1522A with a second by Alderman Winkleman. The motion carried on roll call by each Aldermen present answering “yes.”

e. Local Public Agency Engineering Services Agreement, with Brown and Roberts for MFT PE-CE to design, plan preparation, bidding and construction engineering of a replacement culvert system in Bradshaw Park was presented for approval. Alderman Headlee made a motion to approve the Local Public Agency Engineering Services Agreement with Brown and Roberts. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Aldermen present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard congratulated the CWCHS Bulldogs for winning the Sunrise School Spirit award. With the help of the community, they collected over 50,000 pounds of food to be donated to the local food banks. Mayor Pollard stated, “We may be a small community, but we are a very giving community; always willing to step up and help out in anyway.”

As a friendly reminder, Bulldog Trash Service runs the trash route very early in the morning so please remember to set your trash tote out on the curb the night before your pickup date.

Please go to the Chamber of Commerce website or any of their other social media for all of the fun-packed activities for the Holiday Season. A craft/vendor event will be held on Saturday, November 26th from 10 a.m. until 2 p.m. to kick off the Holiday Season. Then at 5:30 p.m., the lighted Christmas parade will start at the First Baptist Church, continuing down Cherry Street and ending at the Uptown Theater Park where the tree lighting ceremony will be held and Santa will be visiting with the children until 8:00 p.m.

At 5:45 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”
