Norris City-Omaha-Enfield Community Unit School District 3 Board of Education met Nov. 16.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of the Norris City-Omaha-Enfield Community Unit School District #3 of White, Hamilton and Gallatin Counties, Illinois, was called to order by Joe Lane at 7:00 p.m. in the District Office. All members had been previously notified and those answering roll call were: Matt McArthy, Frank Graves, Lincoln Hobbs, Heath Rush, Mike Hite, Joe Lane, and Paul Black. Also attending were Matt Vollman, Carla Carter, Brad Wehlermann, David Reavis, Jessica Jackson, Kathy Sands, Taylor Delap, Ashley Tharp, Shelby Carter, Sheila Russell, Megan Schimp, Danielle Dale, Maggie South, Bobbie Hamblin, and Amanda Cannon.

Joe Lane made the motion to accept the minutes as presented and Heath Rush seconded. A unanimous vote followed.

The bills for the month were approved on a motion by Joe Lane and seconded by Mike Hite. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

The Booth Trust balance was $33,417.77. Joe Lane made the motion to accept the report and Lincoln Hobbs seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Principal Reports:

Mrs. Carter for Booth: Attendance was down at 91%. Parent teacher conferences were held at Booth on October 26 and 28. There was 58% parent participation. 52% of students were seen through dental safari today. Booth PTO is planning the Jingle Bell shop on December 1st and 2nd. The Christmas program will be on December 13 at 6:00 pm.

Mr. Reavis for NCOE Elementary: Attendance was 93.8%. Jr. High basketball is underway. The Christmas program will be December 19 at 6:00 pm and Santa will visit the school during the day. Dental Safari is happening tomorrow.

Mr. Wehlermann for NCOE High School: The attendance at the high school was 90.1% but is trending upward. The high school held the Veteran's Day program. Friday will be the red & white dinner, game, and dance. December 8 will be the winter concert and Christmas Bazaar.

Mr. Vollman gave a school safety update. Unfortunately, the District had to utilize the updated risk management system/protocols before it could be fully explained to students and parents. He had positive feedback from administrators, staff, and local law enforcement. A few of the updated protocols will include all staff wearing printed lanyards with visible identification. The classrooms will have a "cardinal head" posted that will indicate their hard corner or safe area in the event of a threat at the school. A new code system is in place with green, yellow, and red codes for the level of activity allowed in the buildings.

With the many visitors present, Joe Lane opened the room for public comment. Several were at last month's meeting and thanked the board for the changes that have been made with student safety. Some concerns were expressed about communication and parent not being aware of the new safety protocols sooner.

Lincoln Hobbs made the motion to approve the Resolution of Intent to levy taxes. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

Mr. Vollman presented the bids for the commercial insurance renewal.

Joe Lane made the motion to accept the bid from Illinois Counties Risk Management Trust for package, Workers' Compensation Self-Insurance Trust for worker's compensation coverage, and Beazley for the Cyber Liability coverage through the Agency Diamond Bros./North Wayne Insurance Agency. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

The board entered executive session at 9:43 p.m. on a motion made by Matt McArthy and second by Mike Hite to discuss personnel issues. A unanimous vote followed. The Board returned to open session at 10:02 p.m. on a motion by Joe Lane and second by Heath Rush. A unanimous vote followed.

Joe Lane made the motion to accept the resignation of Tonya Pearce as an aide effective November 11, 2022. Matt McArthy seconded. A unanimous vote followed.

Joe Lane made the motion to accept the resignation of Cathy Black as jr high assistant volleyball coach. Matt McArthy seconded. A unanimous vote followed.

Joe Lane made the motion to employ Carla Smith as a special education aide. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; Joe Lane, Aye; and Paul Black, Aye. Motion Carried.

No action was taken on the softball letter from Becky Lewis.

The meeting adjourned at 10:09 p.m. on a motion by Paul Black and seconded by Matt McArthy. A unanimous vote followed.
