Hamilton County Community Unit District No. 10 Board of Education met Nov. 15.

Here are the minutes provided by the board:

The Board of Education of Hamilton County Community Unit District No. 10 met in regular session on the evening of November 15, 2022 at 6:00 p.m., in the Administrative Center .

The meeting was called to order by Board President Dennis Lynch. Roll Call was as follows: Present – Steve Becker, Bob Gray, Tim Millenbine, Clint Ragan, Justin Woodrow and Dennis Lynch. Absent: Jeff Lueke.

Motion by Ragan, second by Gray to approve the following items under the Consent Agenda: The minutes from the October 18, 2022 Regular Board Meeting, Treasurer’s Report, Budget reports, District bill listing, destruction of Executive Session Audio Recordings older than 18 months per Code, Out of State Trip: Marlene Cunico and Nora Wilson to see Edgar Allan Poe Play in St. Louis, MO on February 27, 2023. Roll Call Vote – Voting Yes – Ragan, Gray, Becker, Millenbine, Woodrow, and Lynch. Motion Carried.

CORRESPONDENCE – None.

VISITORS/Public Comment – Civic students were present for a classroom assignment. Mrs. Lueke and Mrs. Cunico were present with a couple of students to discuss the Class of 2025 Senior Trip. They presented the board with information regarding taking their senior trip to Washington, D.C. Board verbally agreed.

SUPERINTENDENT’S REPORT - Status

Mr. McCollum updated the Board on the following: Recognized the board for all their hard work and dedication. November 15, 2022 was School Board Members Day; Dahlgren and East Side Elementary Schools both received exemplary status from the state; Mr. McCollum discussed the Jr./Sr. High School pressure washing schedule and it was decided to start pressure washing the outside of the building annually instead of every two years, as advised by the company who performs the service; State Disbursements Owed: $10,141.80.

OLD BUSINESS –

Motion by Becker, second by Ragan to approve the FY’22 District Financial Audit as presented. Roll Call Vote – Voting Yes – Becker, Ragan, Gray, Millenbine, Woodrow, and Lynch. Motion Carried.

Motion by Ragan, second by Becker to approve tabeling the purchase of two new school buses. Vote was taken by voice and motion carried.

Motion by Woodrow, second by Millenbine to approve the resolution to abate a portion of sales tax revenue to reduce our overall bond and interest levy for the 2022 levy year. Roll Call Vote – Voting Yes – Woodrow, Millenbine, Ragan, Gray, Becker, and Lynch. Motion Carried.

Motion by Becker, second by Woodrow to approve the FY’23 tax levy as presented. Roll Call Vote – Voting Yes – Becker, Woodrow, Gray, Millenbine, and Lynch. Voting No – Ragan. Motion Carried.

NEW BUSINESS –

Motion by Woodrow, second by Ragan to approve the district and school report cards as presented. Vote was taken by voice and motion carried.

Motion by Gray, second by Becker to approve Travis McCollum, Jason Craig and Jay Lentz as the District RIF/Recall Joint Committee representatives for the 2022-2023 school year. Roll Call Vote – Voting Yes – Gray, Becker, Woodrow, Ragan, Millenbine, and Lynch. Motion Carried.

Motion by Ragan, second by Millenbine to approve a 3-year renewal agreement with Bushue HR as our insurance/human resource consultant per the enclosed agreement details. Roll Call Vote – Voting Yes – Ragan, Millenbine, Gray, Becker, Woodrow, and Lynch. Motion Carried.

Motion by Becker, second by Gray to approve rescheduling the December board meeting. Roll Call Vote – Voting Yes – Becker, Gray, Woodrow, Ragan, Millenbine, and Lynch. Motion Carried.

Motion by Ragan, second by Gray to convene in executive session at 6:35 p.m. to discuss appointment, employment, compensation, discipline, performance or dismissal of a specific employee(s) or office of the public body, pending litigation, and to conduct a Student Expulsion Hearing pursuant to 5 ILCS 120/2(c)(1). Roll Call Vote – Voting Yes – Ragan, Gray, Millenbine, Woodrow, Becker, and Lynch. Motion Carried.

Motion by Gray, second by Becker to come out of executive session at 7:53 p.m. Roll Call Vote – Voting Yes – Gray, Becker, Millenbine, Ragan, Woodrow, and Lynch. Motion Carried.

Motion by Woodrow, second by Millenbine to approve the minutes from executive session. Vote was taken by voice and motion carried.

Motion by Woodrow, second by Gray to employ Jae-Leegh Noe as an EOC Aide, contingent upon proper Illinois Paraprofessional Licensure prior to the end of the 2022-2023 school year, completion of necessary paperwork, and successful completion of a background check, effective November 16, 2022. Roll Call Vote – Voting Yes – Woodrow, Gray, Becker, Millenbine, Ragan, and Lynch. Motion Carried.

Motion by Woodrow, second by Gray to employ Kirsty McDonald as an EOC Aide, contingent upon proper Illinois Paraprofessional Licensure prior to the end of the 2022-2023 school year, completion of necessary paperwork, and the successful completion of a background check, effective November 16, 2022. Roll Call Vote – Voting Yes – Woodrow, Gray, Becker, Millenbine, Ragan, and Lynch. Motion Carried.

Motion by Ragan, second by Millenbine to post for a High School Boys and Girls Track Coach. Vote was taken by voice and motion carried.

Motion by Ragan, second by Millenbine to post for a High School Boys and Girls Assistant Track Coach. Vote was taken by voice and motion carried.

Motion by Ragan, second by Millenbine to post for a High School Boys Varsity Baseball Coach. Vote was taken by voice and motion carried.

Motion by Millenbine, second by Ragan to adjourn. Vote was taken by voice and motion carried. Meeting adjourned at 7:55 p.m.
