Village of Smithton Village Board met Dec. 20.

Here are the minutes provided by the board:

Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Jim Mourey, and Tim Hopkins answered roll call. Also present were Clerk Annette Parker, Engineer Scott Saeger, Chief Jason Neff, Supervisor Dean Klein, and Attorney Carmen Durso. James, Mackenzie & Emersyn Hildreth and Cheri Becherer were the guests in attendance.

CLERK’S REPORT – A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Board Meeting held on December 6, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

TREASURER’S REPORT – The Board received a copy.

GOOD OF THE VILLAGE – A motion was made by Trustee Elbe which was seconded by Trustee Mourey to place James Hildreth as Trustee to fill the vacancy from Trustee Phil Henning. Roll call was taken: Trustee Elbe, yes; Trustee Mourey, yes; Trustee Becherer, abstain; Trustee Rogers, yes; and Trustee Hopkins, yes. The motion was carried.

James Hildreth was sworn in by Clerk Parker.

POLICE CHIEF’S REPORT – Chief Neff reported that the new police car is in service. New tasers have been issued to all officers and training was completed today. Deric Blaha with Country Financial gave the Smithton Police Department a donation of $1500. We greatly appreciate the donation.

ENGINEER’S REPORT -

ISSUED BUILDING PERMITS – There was one building permit issued since the last meeting.

DCEO GRANT – VILLAGE HALL GENERATOR – Trustee Hopkins will give a report.

WATER TOWER RESTORATION MAINTENANCE PLAN – Engineer Saeger has met with Attorney Durso and he has given some recommendations and modifications to the proposed contract.

These recommendations and modifications have been forwarded on to the bidder and he is good with the changes. He will be making the changes and sending the contract back to us.

304 EUGENIA PIPE REPLACEMENT – One of the easement agreements has been signed. The other property owner has requested some revisions to the agreements because of a tree and a shed in the easement.

REMODELING INSPECTION/PERMITS – This was handled by Ordinance No. 1006 at the last board meeting.

159 TURN LANE STU APPLICATION – No update.

ENGINEERING ASSISTANT – Engineer Saeger will move forward to find a qualified candidate. NORCOM 2000 – This is an ongoing discussion at this time.

SAFETY COMMITTEE – There will be a Safety Committee Meeting January 5, 2023, at 10:00am if needed.

ZONING BOARD REPORT – No updates.

SUPERVISORS REPORT – Supervisor Klein stated they have been making sure that the plow trucks are ready to go for any inclement weather.

ATTORNEY’S REPORT – Attorney Durso has the preliminary hearing for Hydac set for the end of the first week in January.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. The motion was carried.

COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from December 13. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on December 13, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET – Trustee Becherer stated that everyone is working on the budget.

CDs – Trustee Becherer made a motion which was seconded by Trustee Mourey to rescind his previous motion to purchase a CD from Midlands States Bank for $85,000 due to a miscommunication. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

Trustee Becherer made a motion which was seconded by Trustee Mourey to purchase a new CD from 1st National Bank of Waterloo for 17 month at 3.85% for $85,000. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

SOUTH MAIN PROPERTIES – Trustee Rogers reported that the state is waiting for new drawings from the property owner.

STREET DEPARTMENT UNIFORMS – We are still waiting on a few more shirts.

STREET CREEP – The street creep material is being installed.

BACKHOE – Our current backhoe is still for sale.

POLICE COMMITTEE – TRUSTEE ELBE

POLICE PERSONNEL – No report.

SHOOTING RANGE – We will be moving the red shed from the park to the shooting range to be used for storage.

HY-DAC PROPERTY – Attorney Durso has given an update earlier in the meeting.

POLICE VEHICLE – Chief Neff has received his new car.

TORNADO ALARM SYSTEM – No update.

PARK & CEMETERY COMMITTEE – TRUSTEE HILDRETH

Trustee Hopkins reported on the Park & Cemetery Committee.

BATTING CAGE LIGHTS – Trustee Hopkins will contact someone to get an update.

TRAIL PHASE 1 – PARK TRAIL UPGRADES – No update.

SAA/T-BALL FIELDS – Trustee Hopkins will contact someone from SAA to get an update.

POCKET PARK – Trustee Elbe reported that the Smithton Commercial Club is interested in giving a donation. Engineer Saeger will be getting an overhead layout with utilities and easements so we can decide where a pavilion and playground could be located.

FENCE REPAIR – No update.

ORDINANCE COMMITTEE – TRUSTEE MOUREY

ORD. NO. 1005 – Ch. 9 Cemetery Decorations

Trustee Mourey made a motion which was seconded by Trustee Rogers to have Ordinance 1005 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1005. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL SIGN –Mr. Sprengel is working on the final plans for the sign.

VILLAGE HALL GENERATOR – We are still working to get the generator up and running. The gas flow needs to be regulated.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the bills and payroll from November 26, 2022 through December 9, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

COMMUNICATIONS – None.

UNFINISHED BUSINESS – Mayor Smallwood thanked the Boy Scouts for all their help during the lighted parade.

NEW BUSINESS – None.

EXECUTIVE SESSION – None.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All Trustees were in favor. The motion was granted to adjourn at 8:10 pm.
