City of Carmi City Council met Feb. 7.

The Carmi City Council met Tuesday, February 7, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.
The minutes from the January 17, 2023 council meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Winkleman to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes” except for Aldermen Headlee who abstained.
For council consideration, discussion, and possible approval
a) Pay request: Brown and Roberts, Inc. for the Engineering of the Burrell’s Woods Project for $25,687.50 to be paid from MFT Funds. Alderman Headlee made a motion to approve the pay request to Brown and Roberts, Inc. for the Engineering of the Burrell’s Woods Project for $25,687.50 to be paid from MFT Funds. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
b) Pay request: Brown and Roberts, Inc. for the Unsewered Communities Planning Grant for Edgewood in the amount of $15,000.00. Alderman Totten made a motion to approve the Pay request for Brown and Roberts for the unsewered grant in the amount of $15,000.00. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”
c) Resolution 02.07.23; Resolution to execute amendment 1 to agreement with Brown and Roberts, Inc. Water System Improvement –2020. Alderman Blake made a motion to approve Resolution 02.07.23; Resolution to execute amendment 1 to agreement with Brown and Roberts, Inc. Water System Improvement -2020. The motion was seconded by Alderman Knight. The motion carried on roll call by each Alderman present answering “yes.”
d) Resolution 02.08.23; Resolution authorizing the Assistant Treasurer for the City of Carmi as a signatory on all accounts. Alderman Headlee made the motion to approve the resolution. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes” except for Alderman Courson who abstained.

Closed Session to discuss personnel with no action to follow:
At 5:45 p.m. Alderman Courson made a motion to exit regular council meeting and move into executive session to discuss possible appointment of a fire chief for the Fire Department with no action to follow. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
Adjournment
At 6:30 p.m. Alderman Winkleman made a motion to exit executive session with no action, return to open session, and adjourn. Motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
