Village of Smithton Village Board met Jan. 3.

Here are the minutes provided by the board:

Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Jim Hildreth, Jim Mourey, and Tim Hopkins answered roll call. Also present were Clerk Annette Parker, Engineer Scott Saeger, Chief Jason Neff, Supervisor Dean Klein, and Attorney Carmen Durso. Benjamin Macke was a guest in attendance.

CLERK’S REPORT – A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Board Meeting held on December 20, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

TREASURER’S REPORT – No report.

GOOD OF THE VILLAGE – Nothing to report.

POLICE CHIEF’S REPORT – Chief Neff reported that there were 1,202 calls for 2022. For the month of December there were 33 traffic stops, 1 DUI, 1 possession of Meth, 2 accidents, and 1 tractor theft.

ENGINEER’S REPORT -

ISSUED BUILDING PERMITS – There were no building permits issued since the last meeting.

DCEO GRANT – VILLAGE HALL GENERATOR –Ameren will be replacing the gas service line to the meter.

WATER TOWER RESTORATION MAINTENANCE PLAN – Engineer Saeger received a call from the bidder that we’ve been negotiating with and he retracted his proposal. We are going to start looking at the next low bidder.

304 EUGENIA PIPE REPLACEMENT – Easement agreements for 304 & 310 Eugenia have been signed.

159 TURN LANE STU APPLICATION – No updates.

ENGINEERING ASSISTANT – No updates.

NORCOM 2000 – No updates.

SAFETY COMMITTEE – There will be a Safety Committee Meeting January 5, 2023, at 10:00am if needed.

ZONING BOARD REPORT – No updates.

SUPERVISORS REPORT – Supervisor Klein reported that the fence going from the Park to Sand Rock needs replacing. We need to look at replacing this fencing as well as fencing around the playground. Mayor Smallwood asked Supervisor Klein to get a scope of the project and cost of options. We will also look into any grant money.

ATTORNEY’S REPORT – Attorney Durso reported that he will be going to go to court Thursday for the Hydac property. He stated that no progress has been made on the property.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. The motion was carried.

COMMITTEE AS A WHOLE – There was no meeting held.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET – Trustee Becherer stated that everyone is working on the budget.

CDs – Trustee Becherer made a motion which was seconded by Trustee Rogers to purchase a Surcharge CD for $63,000 for 24 months at 4.00% from Citizens Bank. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

SOUTH MAIN PROPERTIES – No updates.

STREET DEPARTMENT UNIFORMS – We are still waiting for a few more shirts and shorts. STREET CREEP – This has been completed.

BACKHOE – The backhoe has been sold.

POLICE COMMITTEE – TRUSTEE ELBE

POLICE PERSONNEL – No report.

HY-DAC PROPERTY – Attorney Durso has given an update earlier in the meeting.

TORNADO ALARM SYSTEM – St. Clair County is working with the vendor and anticipating starting installations at the end of this month.

PARK & CEMETERY COMMITTEE – TRUSTEE HILDRETH

Trustee Hopkins reported on the Park & Cemetery Committee.

BATTING CAGE LIGHTS – Trustee Hopkins reached out for an update and was told that they are talking with Ameren about getting a pole.

TRAIL PHASE 1 – PARK TRAIL UPGRADES – No update.

SAA/T-BALL FIELDS – No update.

POCKET PARK – This will be discussed further at the next Committee meeting. FENCE REPAIR – We are looking into fencing and netting options.

ORDINANCE COMMITTEE – TRUSTEE MOUREY

ORD. NO. 1006 – Ch. 38 Meter Minimums

Trustee Mourey made a motion which was seconded by Trustee Rogers to have Ordinance 1006 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1006. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL SIGN –Mr. Sprengel is continuing to work on the final plans for the sign. VILLAGE HALL GENERATOR – We are still working to get the generator up and running.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the bills and payroll from December 10, 2022 through December 23, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

COMMUNICATIONS – None.

UNFINISHED BUSINESS – None.

NEW BUSINESS – None.

EXECUTIVE SESSION – None.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All Trustees were in favor. The motion was granted to adjourn at 8:14 pm.
