City of Carmi City Council met Feb. 21.

The Carmi City Council met Tuesday, February 21, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.
The minutes from the February 7, 2023 council meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
The January 2023 Financial Reports for the City of Carmi and Light & Water Departments were presented. A motion was made by Alderman Winkleman to approve the January 2023 Financial Reports. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”
The February 2023 vendor invoices for the City of Carmi and Carmi Light & Water were presented for approval. Alderman Headlee made a motion to approve the February 2023 vendor invoices. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
For council consideration, discussion, and possible approval
a) Permission to seek bids for the fairground reconductor project. Alderman Hays made a motion to approve seeking bids for the fairground reconductor project. The motion was seconded by Alderman Knight. The motion carried on roll call by each Aldermen present answering “yes.”
b) Resolution 02.21.23; A resolution removing the retiring City Treasurer from City Accounts. Alderman Headlee made a motion to approve resolution 02.21.23. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Aldermen present answering “yes” except for Alderman Courson who abstained.
c) Resolution 02.22.23; A resolution appointing the Assistant City Treasurer as City Treasurer for the City of Carmi. Alderman Winkleman made a motion to approve Resolution 02.22.23. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Aldermen present answering “yes” except for Alderman Courson who abstained.
d) Pay request Brown and Roberts, Inc. for the Grant Administration of the Rebuild Illinois Portion of the Hillsdale area project in the amount of $16,500.00. Alderman Totten made a motion to approve the pay request for Brown and Roberts, Inc. in the amount of $16,500.00. The motion was seconded by Alderman Courson. The motion carried on roll call by each Aldermen present answering “yes.”
e) Pay request Brown and Roberts, Inc. for the runway repairs in the amount of $18,001.38. Alderman Totten made a motion to approve the pay request for Brown and Roberts, Inc. in the amount of $18,001.38. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Aldermen present answering “yes.”
f) Appointment of Cathy Seiler to the Library Board to fill the term of Dee Ann Maurer, who resigned, which will expire on July 31, 2023. Alderman Winkleman made a motion to approve Cathy Seiler to the Library Board. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Aldermen present answering “yes.”
g) TIF Façade Grant request for Special Effects (Steve and Sherri Duckworth) for $4677.50. Alderman Courson made a motion to approve the TIF Façade Grant for Special Effects. The motion was seconded by Alderman Hays. The motion carried on roll call by each Aldermen present answering “yes.”

Chief Carter reported a crime spree over the weekend with multiple tires being slashed. Chief Carter said an investigation is underway.
