City of Carmi City Council met April 3.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, April 3, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Headlee and Doug Hays. Absent: Mike Knight

The minutes from the March 21, 2023 council meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Winkleman to approve the minutes as presented. The motion carried on roll call by each Aldermen present answering “yes.”

For council consideration, discussion, and possible approval

a. Resolution 04.03.2023; A resolution accepting an extension to the grant from the Illinois Housing Development Authority’s Strong Communities Program. Mayor Pollard stated this resolution was due to the changing of the treasurer’s position in the middle of the grant. Alderman Winkleman made a motion to approve Resolution 04.03.2023; A resolution accepting an extension to the grant from the Illinois Housing Development Authority’s Strong Communities Program. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Aldermen present answering “yes.”

b. TIF Façade Agreement up to $5,000.00 for We Love White County Pregnancy Center. This grant would help fund the painting, exterior doors and windows along with replacing some sections of concrete sidewalk. A motion was made by Aldermen Totten to approve the TIF Agreement for We Love White County Pregnancy Center up to $5,000.00. The motion was seconded by Alderman Courson. The motion carried on roll call by each Aldermen present answering “yes.”

c. Illinois Department of Transportation Letter of Understanding, L-9-23-004, for the stoplights was presented for approval. Mayor Pollard stated IDOT will be putting cell service on each stop light named to be able to adjust them remotely. The City will be reimbursed 50% by IDOT for each light except the one at First Baptist which will be reimbursed at 100%. Alderman Headlee made a motion to approve the IDOT Letter of Understanding, L-9-23-004. The motion was seconded by Alderman Hays. The motion carried on roll call by each Aldermen present answering “yes.”

d. Reappointment of Keith Hoskins to the Carmi Police Pension Fund Board for the term of two (2) years beginning May 1, 2023 to April 30, 2025. Alderman Totten made a motion to reappoint Keith Hoskins to the Carmi Police Pension Fund Board for the two-year term. The motion was seconded by Alderman Hays. The motion carried on roll call by each Aldermen present answering “yes.”

Mayor Pollard reminded the residents of the upcoming Easter Egg hunt this weekend.

Closed Session to discuss litigation with no action to follow:

At 5:42, Alderman Hays made a motion to enter into closed session. The motion was seconded by Alderman Courson. The motion carried on roll call be each Aldermen present answering “yes.”

Adjournment

At 5:53 p.m. Alderman Hays made a motion to exit closed session, re-enter regular session, and adjourn with no action. Motion was seconded by Alderman Courson. The motion carried on roll call by each Aldermen present answering “yes.”
