Village of Smithton Committee of a Whole met May 23.

Here are the minutes provided by the committee:

Mayor Smallwood called the meeting to order at 7:00 pm at Village Hall. Trustees Becherer, Rogers, Elbe, Mourey, Hopkins, and Reyling were in attendance. Also in attendance were several members of the Complete Streets Committee.

SMITHTON LIBRARY STORY WALK IMPLEMENTATION PLAN –Trustee Mourey reported that the total costs is $7,613.50. Installing the posts for the story walk holders was discussed. Trustee Mourey will be talking with Jenna, the Librarian, to get more information. Potentially, the Library, Smithton Commercial Club and the Village will be working together to help fund this project.

PARK TRAIL – PHASE 2 DISCUSSION AND PLAN – Frank Dressel with the Complete Streets Committee addressed the Board, and the Committee is looking to the Board to take the initiative to develop a plan of how to do Phase 2 beyond the Park Trail. Acquiring budgeting costs from an engineering study was mentioned. Design, acquisition, and construction costs were suggested as main points to consider for Phase 2. The Board discussed potential routes for Phase 2. Mayor Smallwood suggested creating a Trail Committee.

3 ACRES AT THE SOUTHEAST CORNER OF DOUGLAS ROAD AND STATE RTE. 159 (FULFORD PROPERTY) DISCUSSION AND SEWER – Engineer Saeger has been instructed to get bids on how to get a sewer line to this area.

3774 STATE ROUTE 159 (KUNEVICH ENTRANCE AND SEWER) – It was recommended for the Village to vacate the entrance to this property, but to have a cross access easement. Engineer Saeger has been instructed to get bids on how to get a sewer line to this area.

402 S. JULIA (HYDAC PROPERTY) FENCE AND STORAGE – The continuation of the zoning hearing was discussed as well as action we can take to get the property cleaned up and out of the street.

BRIA BUILDING & PROPERTY FUTURE PLAN – It was requested to have Engineer Saeger find out what it will cost to have the building torn down.

712 LUNCH ROAD DITCH – Trustee Rogers stated that he had talked with Engineer Saeger, and he will have Supervisor Klein clean out one of the culverts because water was rushing around in that area.

ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP) FUNDING AND PLANNING – Trustee Reyling reported that there is a conference held on June 21 and 22 that would help with applications for funding. Mayor Smallwood stated that he will talk with Engineer Saeger to have he and Trustee Reyling attend.

NORCOM2000 EQUIPMENT ON THE WATER TOWER – Mayor Smallwood stated that Engineer Saeger is gathering prices and options for the Norcom 2000 equipment on the water tower. As soon as he receives all the information a determination will be made.

POLICE VEHICLE PURCHASE – Trustee Elbe stated that we currently have 2 police vehicles that have 40,000 miles on them. They are both 2017 Ford Explorers. He is suggesting the purchase of a new police vehicle.

POLICE PERSONNEL – Trustee Elbe stated that we will be paying for Ryne Fithian’s academy ($6,524.00). We will be reimbursed by the state for this amount.

POLICE EQUIPMENT – Purchasing police video surveillance equipment for $15,000 was discussed.

PARK RETAINING WALL SAFETY CONCERNS – Trustee Rogers has concerns that kids may be wanting to ride bikes, skateboards or jump off the retaining wall. Planting some shrubs may be an option.

SMITHTON SENIOR CENTER CEILING TILE REPLACEMENT – Trustee Hopkins will be getting another estimate for ceiling tile replacement.

VILLAGE HALL WALL REPAIR – Trustee Hopkins is working to get additional bids for the repair. He will discuss this with Engineer Saeger.

Trustee Elbe made a motion which was seconded by Trustee Hopkins to adjourn. All Trustees were in favor. The motion was granted. Meeting adjourned at 9:17 pm.
