Galatia Community Unit School District 1 Board of Education met June 22.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Bryan McCabe, B.J. Pigg, Holly Murphy, and Amy Richey. Elaine Jackson was absent. Five (5) members present and Elaine Jackson (1) member absent. Board President, Tim Pribble, called the meeting to order at 7:01 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

President Pribble led the Board and attendees in the Pledge of Allegiance.

VISITORS:

There were no visitors.

OATH OF OFFICE:

Leslie Ferrell took the oath of office.

ADDITIONS/DELETIONS TO AGENDA: Hire Assistant Coaches

HS Boys Basketball game at Memphis, TN

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by McCabe to enter Executive Session at 7:05 p.m. to discuss. the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. McCabe-aye, Murphy-aye, Ferrell-aye, Pribble-aye, Richey-aye, and Pigg-aye. Six (6) ayes, motion carried.

2. A motion was made by Pribble and seconded by Richey to end Executive Session at 7:20 p.m. Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, Ferrell-aye, and McCabe-aye. Six (6) ayes, motion carried.

3. A motion was made by Pribble and seconded by Murphy to approve the Executive Session minutes. Murphy-aye, Ferrell-aye, Pribble-aye, Pigg-aye, Richey-aye, and McCabe-aye. Six (6) ayes, motion carried.

Student Agreement

4. A motion was made by Pribble and seconded by McCabe to accept the expulsion agreement for student 2023-01. Murphy-aye, McCabe-aye, Ferrell-aye, Richey-aye, Pigg-aye, and Pribble-aye. Six (6) ayes, motion carried.

Resignation

5. A motion was made by Pigg and seconded by Richey to accept Ashley Payne's resignation as a Family Consumer Science teacher. McCabe-aye, Ferrell-aye, Murphy-aye, Richey-aye, Pigg-aye, and Pribble- aye. Six (6) ayes, motion carried.

PRINCIPAL REPORT:

Student Handbook Meeting: We are waiting for the legal updates from the Illinois model handbook. tim of Prilble

Tentative Master Schedules (JH & HS): We added two new classes for the high school, economics, and psychology/sociology. There was enough interest for the personal fitness class for juniors and seniors to have two classes.

Transition in Athletics Directors: Mrs. Launius is working with the coaches on open gym schedules this summer until James Foster, Athletic Director, takes over. The gym is used almost every day for high school boys' and girls' basketball, high school volleyball, and junior high girls' basketball. There is also a high school cheer camp scheduled this summer.

SUPERINTENDENT REPORT:

Registration Fees: In the last couple of years we have waived the registration fees for students. The cost is approximately $13,000. Since we are in good financial standing, Mr. Crank, recommended we waive the fees for another year.

AED and CPR training: Illinois High School Association (IHSA) adopted a policy requiring all coaches to have CPR and AED training. The time frame for the implantation of the requirement is not clear.

Illinois State Board of Education (ISBE) Audit: We have received the final ISBE audit of all our grants. We had two insignificant findings.

Plumbing Projects: The junior high water fountain is handicap assessable. Griffin Plumbing can install a second water fountain that is taller for about $2,000. We also need a water line for a chemical dispenser on the second floor of the high school for the custodians. Mr. Crank is checking into a water bottle fitting for the fountains. Mr. McCabe will check into companies that supply water bottle fillers.

Floor Cleaning Machine: With the new epoxy floors we will need to have a better way to keep the floors clean, better than a broom/mop. The machine cost approximately $3,800.00. If it works well at the high school, we will need to purchase one for the elementary school later.

Epoxy Floors: The high school floors are completed. The week of July 10th they will begin at the elementary school. Everything should be completed by the first of August. The floors need a vinyl floor baseboard trim, the cost is approximately $1,500 and can be installed by the custodians.

Ballistic film: The tinted ballistic film will prevent the shattering of the glass but will not stop a bullet from going through the window. The cost is about $25.00 a square foot. Mr. Crank will contact the company for a quote and additional information.

Community Transition Grant: The field lights design is completed. There is a second company Prestige will look at for field lights. The grant is still waiting to be approved.

Summer Work: The custodians have been busy cleaning rooms out, waxing floors, wiping down walls and desks, etc. The custodians will paint the main level at the high school, the office, cafeteria, and bathrooms at the high school among other projects. A list of projects for the future was presented. The roof of the portable classroom building needs to be replaced soon. Several of the upstairs interior walls at the elementary school need to be repaired.

Tate's Blue Flame: Mr. Crank called twice and left messages on purchasing the lots by the high school ball field. His calls were never returned.

Marion Flag Store: Mr. Crank left a message about a flag for the high school gymnasium. His call was not returned.

Evaluwise (Teacher Evaluation Tool): Last year there was a motion to purchase the software for teacher evaluations. We will purchase the software at a reduced price this year.

Electrical Upgrades: A new electric service to the bus barn will cost approximately $37,600. At the elementary school, we have some upgrades of approximately $2,100 that need to be done to be in compliance with health life safety codes.

Property: There is a piece of property behind the elementary that has become available. It was decided to look into the cost of the property.

Solar Project Update: There was a discussion on where to put the panels if we decided to do a solar project at the high school. It was decided to let the feasibility study decide the best area to put them.

Summer School: Summer school has been a success. The Harrisburg Fire Department brought their ladder truck for the students to look at. We also had a police dog and life flight come to the school. Mr. Payne had his class do a community service project (painting the park playground equipment).

Spring Test Scores: Mr. Crank gave an update on the K-8 test scores from the spring. Overall, we saw growth in students from last year.

Recall: All four small buses have a recall item to repair. We have an appointment in July to get them fixed.

ATHLETICS:

HS Boys Basketball Game

The Athletic Director of Ziegler High School contacted Mr. Zach Essex, HS boys' basketball coach, to have the opportunity for the high school boys' basketball team to play Ziegler at the FedEx Forum in Memphis Tn. After playing the game they would watch a NBA game with the Memphis Grizzlies. There are several requirements that will have to be made in order to participate. The game date is to be announced later.

6. A motion was made by Ferrell and seconded by Pigg to approve the HS boys basketball team to put down a $200 deposit from their activity fund to play a game at the FedEx Forum in Memphis, TN., contingent on the itinerary and plans. Parents will be responsible for travel and expenses. Murphy-aye, Ferrell-aye, McCabe-aye, Richey-aye, Jackson-aye, Pigg-aye, and Pribble-aye. Six (6) ayes, motion carried.

JH/HS Volleyball Assistant Coach

7. A motion was made by McCabe and seconded by Pigg to approve Lorrae Fulkerson as assistant JH/HS volleyball coach. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

HS Cheer Assistant Coach

8. A motion was made by Murphy and seconded by Richey to approve Andrea Stricklin as assistant HS cheer coach, pending a background check. Pribble-aye, Pigg-aye, Richey-aye, Ferrell-aye, Murphy-aye, and McCabe-aye. Six (6) ayes, motion carried.

JH Softball Assistant Coach

9. A motion was made by Pigg and seconded by Pribble to approve Hannah Jordan as assistant JH softball coach, pending a background check. Ferrell-aye, Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Six (6) ayes, motion carried.

10. A motion was made by McCabe and seconded by Pigg to approve Kendall Hankins, Jason Banks, Will Pulliam, and Austin Stevens as assistant HS basketball coaches. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

HS Girls Basketball Assistant Coaches

11. A motion was made by Murphy and seconded by Ferrell to approve Brooke Meyler and April Horning as assistant HS girls basketball coaches. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

JH Baseball Assistant Coaches

12. A motion was made by McCabe and seconded by Pigg to approve Tyler Thompson and Michael Jenkins as assistant JH baseball coaches. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

13. A motion was made by Pigg and seconded by Richey to approve Tyler Thompson, Michael Jenkins, and Kendall Hankins as assistant HS baseball coaches. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

APPROVAL OF CONSENT AGENDA:

14. A motion was made by Richey and seconded by McCabe to approve the regular meeting minutes of May 25, 2023. Murphy-aye, Pribble-aye, Richey-aye, Ferrell-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

15. A motion was made by McCabe and seconded by Pigg to approve the bills and payroll as presented. Pigg-

aye, Ferrell-aye, Murphy-aye, Pribble-aye, McCabe-aye, and Richey-aye. Six (6) ayes, motion carried.

16. A motion was made by Murphy and seconded by Richey to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Murphy-aye, Pigg-aye, Ferrell-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.

NEW BUSINESS:

Adopt Amended FY 23 Budget

17. A motion was made by Pribble and seconded by Richey to adopt the amended FY23 budget as presented at the budget hearing. Ferrell-aye, Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Six (6) ayes, motion carried.

Accept Commodities Bids

Mrs. Michele Hankins presented the bids for food commodities and milk. Three companies were contacted to bid for our food commodities. Kohl's Wholesale Foods was the only one who submitted a bid. Gordon Foods and US Foods declined to bid. Due to market conditions and supply chain uncertainty, Kohl's reserves the right to adjust pricing based on "Acts of God", changes to Government regulations, such as tariffs, or any unforeseen changes.

Prairie Farms and Kohl's Wholesale Foods both submitted a bid to provide milk to the schools. Prairie Farms was the lower bid.

18. A motion was made by Pigg and seconded by McCabe to accept the food commodities bid from Kohl's Wholesale Foods as presented, for the 2023/2024 school year. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

19. A motion was made by Richey and seconded by Murphy to accept the milk bid from Prairie Farms as presented, for the 2023/2024 school year. Pribble-aye, Pigg-aye, Richey-aye, Ferrell-aye, Murphy-aye, and McCabe-aye. Six (6) ayes, motion carried.

New Electrical Service Proposal

20. A motion was made by Pribble and seconded by Pigg to accept Ameren's work request a for non- residential electrical extension at $2,568 and Lary's Electric quote of $35,000 for a new electrical entrance service. Total cost $37,568. Ferrell-aye, Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble- aye. Six (6) ayes, motion carried.

1st Policy Reading Issue #112

21. A motion was made by Pigg and seconded by Murphy to approve the first policy reading of the draft updates 2:170; 4:45; 4:100; 5:230; 7:305; and draft update-rewritten 3:40-E. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

Accept Insurance Bid

22. A motion was made by McCabe and seconded by Pigg to accept Yewell Insurance renewal bid as presented for property/liability insurance of $48,917, workers' compensation insurance of $15,704, and student accident coverage $2,878. Richey-aye, Pigg-aye, Ferrell-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Six (6) ayes, motion carried.

Purchase Floor Cleaning Machine

23. A motion was made by McCabe and seconded by Pigg to purchase a floor cleaning machine for the new epoxy floors at the high school for $3,800. Murphy-aye, Ferrell-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Six (6) ayes, motion carried.

Registration Fees

24. A motion was made by Murphy and seconded by Pigg to waive student registration fees for the 2023/2024 school year. Pigg-aye, Ferrell-aye, McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Six (6) ayes, motion carried.
