The public hearing of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, June 21, 2023, at the District Office. The meeting was called to order by Vice-President Matt McArthy at 7:00 p.m.
Roll Call: Present- Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush, Joe Lane (via phone), and Kyle Hoskins. Absent- Mike Hite.
Heath Rush was named acting secretary in Mike Hite's absence.
The amended budget for FY 2023 was presented for submission to the Board.
The Resolution on Limitation on Administrative costs for FY 2023 was presented for submission to the Board.
Motion to Adjourn Public Hearing at 7:09 p.m. by Matt McArthy. Second by Heath Rush. Unanimous vote. Motion carried.

Superintendent Report:
-ISBE contacted the school district regarding a $23,494.21 overpayment for regular transportation reimbursement. Several schools were affected by underpayments or overpayments. The district will payback this with the fourth quarter payment.
-Bus garage is getting a new roof, support poles, and fencing.
-Surveying is underway for the facilities analysis for the District.
-HVAC installation is ongoing in the H.S. gymnasium.
-Looking into estimates for gutters and ice guards at the NCOE Elementary.
-Reviewing the building bond update/renewal.
Principal Reports:
High School/Mr. Wehlermann-
-HVAC in the gym ahead of schedule.
-Laminate flooring is being installed in some of the classrooms.
-Summer maintenance, painting, and cleaning taking place.
-Explanation of the SIC vocational program offered to White County students.
-District wide updated grading scale.
NCOE Elementary/Mr. Reavis:
-Laminate flooring being installed.
-Summer maintenance and painting taking place. Along with deep cleaning.
-New lights will be installed in the gymnasium.
Booth Elementary/Mrs. Carter-
-Summer maintenance is underway.
-Updating some fire safety items.
-Summer school programs are ongoing through the month of June and will pick back up in
August as tutoring programs.

Mike Hite entered the meeting at 8:12 p.m. and assumed his role as secretary.

Motion to accept the firm milk bid from Prairie Farms for the 2023-2024 school year by Mike Hite. Second by Heath Rush. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Kyle Hoskins, yes; Joe Lane, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.
Cafeteria bids were opened from CRS Onesource and Wabash Valley Food Services. Both were not firm bids due to inflation and availability of products. The Board did not move to accept either bid. The Board will choose to order from both companies based on price and availability.
First reading was held of Update Board Policies PRESS Release #112: 2:170, 4:45, 4:100, 5:230, 7:305. No action.
Motion to accept the MOU between Board of Education and NCOE Teacher Union that increases the monthly insurance contribution from $550/month to $750/month for 2023-2024. Second by Heath Rush. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Kyle Hoskins, yes; Joe Lane, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.
Cafeteria Financial Report was presented and showed a positive balance of $4,771.74 for the year. No action.
