Galatia Community Unit School District 1 Board of Education met Aug. 22.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Elaine Jackson, B.J. Pigg, Amy Richey, and Leslie Ferrell. Bryan McCabe and Holly Murphy were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble, called the meeting to order at 6:55 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

VISITORS:

There were no visitors.

ADDITIONS/DELETIONS TO AGENDA:

Motion to start the bidding process for the Energy Transition Community Grant projects..

PRINCIPAL REPORT:

Open House: JH/HS open house was well attended.

Homecoming Parade: Several staff members are interested in coordinating a homecoming parade. Mr. Arnold and Mr. Richey will schedule 2 hours at a time for classes to work on their floats in the shop.

Tutoring: The state-funded tutoring program has been approved for 3rd-5th grade. Last year we had four tutors, this year we have seven tutors. We will possibly be able to expand to 6th-8th students. Mr. Morgan and Mr. Jones will also be doing English and Math tutoring at the JH/HS. The JH/HS English and Math will not be covered through the state-funded program.

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by Jackson to enter Executive Session at 7:05 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. Jackson-aye, Ferrell-aye, Pribble-aye, Richey-aye, and Pigg-aye. Five (5) ayes, motion carried.

Bryan McCabe entered the meeting at 7:30 p.m.

2. A motion was made by Pribble and seconded by McCabe to end Executive Session at 8:34 p.m. Jackson-aye, Pigg-aye, Pribble-aye, Richey-aye, Ferrell-aye, and McCabe-aye. Six (6) ayes, motion carried.

3. A motion was made by Pribble and seconded by Jackson to approve the Executive Session minutes. Ferrell-aye, Pribble-aye, Pigg-aye, Richey-aye, McCabe-aye, and Jackson-aye. Six (6) ayes, motion carried.

Resignation

4. A motion was made by McCabe and seconded by Jackson to accept Jason Banks resignation as the cross country coach. McCabe-aye, Ferrell-aye, Richey-aye, Pigg-aye, Jackson-aye, and Pribble-aye. Six (6) ayes, motion carried.

Cross Country Coach

5. A motion was made by Pigg and seconded by Pribble to employ Kim Hankins as the cross country coach for the 2023/2024 school year. McCabe-aye, Ferrell-aye, Richey-aye, Pigg-aye, Jackson-aye, and Pribble- aye. Six (6) ayes, motion carried.

Pre-K Aide

6. A motion was made by Pigg and seconded by Richey to employ Destiny Blackwell as a Pre-K aide for the 2023/2024 school year. Ferrell-aye, Richey-aye, Jackson-aye, Pribble-aye, Pigg-aye, and McCabe- aye. Six (6) ayes, motion carried.

Individual Aide

7. A motion was made by Jackson and seconded by Pigg to employ Crystal Holbrook as an individual aide for the 2023/2024 school year. Ferrell-aye, Richey-aye, Jackson-aye, Pribble-aye, Pigg-aye, and McCabe- aye. Six (6) ayes, motion carried.

Assistant JH Softball Coach

8. A motion was made by McCabe and seconded by Pigg to approve Leslie Ferrell as an assistant junior high softball coach for the 2023/2024 school year, pending a background check. Ferrell-abstain, Richey-aye, Jackson-aye, Pribble-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

Assistant JH Softball Coach

9. A motion was made by Richey and seconded by McCabe to approve Brandon Richards as an assistant junior high softball coach for the 2023/2024 school year, pending a background check. Ferrell-aye, Richey-aye, Jackson-aye, Pribble-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

Assistant HS Boys' Basketball Coach

10. A motion was made by Pigg and seconded by McCabe to approve Brad Karnes as an assistant high school boys' basketball coach for the 2023/2024 school year, pending a background check. Ferrell-aye, Richey- aye, Jackson-aye, Pribble-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

SUPERINTENDENT REPORT:

Erin's Law Employee Verification Check: We have hired Bushue, a company to perform the new employee verification checks at a price for $37.00 per applicant. They will send us a completed report and will keep us in compliance with Erin's Law.

Solar Project: The solar company is working on options for the district.

Hankins Property: Mr. Crank has contacted a surveyor to survey and write the legal description of the Hankins property to complete the transaction. The surveyor is three to five weeks out. We should have it completed by the next meeting in September.

Funding: We will have an increase of approximately $300,000 through state funding and real estate taxes this year.

Security Film: The security film has been installed on all exterior door windows and ground level windows on all district buildings.

Security Officer: Robert Hudnell, officer, Steve Sloan, Village Mayor, and Mr. Crank met and discussed the possibility of having an officer 10 hours per week. This would give us a police presence at the school, he would like to get to know the students so if an investigation needs to occur students may be more open to talking to him. He will also be around some of the time when he is not on "school time". We will need a Memorandum of Understanding with the Village of Galatia to proceed.

Back to School Bash: The staff put together a back-to-school bash. It was well attended and provided fun and services to the community.

Maintenance Grant: There is a $50K maintenance grant available. This is a matching grant. We will have to apply towards a $100K new project.

Test Scores: Mr. Crank received last year's test scores and where the state cutoff scores were. We have some work to do but Mr. Crank thought we were in a good position to continue to grow.

Energy Transition Community Grant: We just received approval for the projects that we applied for in the grant. We will need to start the bidding process.

Traveling Ball Team: A traveling ball team has asked permission to use our facilities. The board agreed that School ball and Khoury League have first access to the fields. After a discussion Mr. Crank said he would check with our attorney for a memorandum of understanding.

Bus #9: Parts are out for several weeks before the repair can be made.

BUILDING & GROUNDS REPORT:

B.J. Pigg and Mr. Crank walked around the elementary school. The elementary inside walls are in need of repair. There is a company that will look at the walls at no cost, for possible moisture and air leaks. The elementary bathrooms need an upgrad. Mr. Crank will get a price of new stalls, sinks, and toilets.

ATHLETICS:

Junior high softball and baseball have started their season. High school volleyball has also started. It was agreed to waive all athletic game admission fees for Galatia students starting August 23, 2023.

APPROVAL OF CONSENT AGENDA:

11. A motion was made by Richey and seconded by McCabe to approve the regular meeting minutes of July 25, 2023. Jackson-aye, Pribble-aye, Richey-aye, Ferrell-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

12. A motion was made by McCabe and seconded by Pribble to approve the bills and payroll as presented. Pigg-aye, Ferrell-aye, Pribble-aye, Jackson-aye, McCabe-aye, and Richey-aye. Six (6) ayes, motion carried.

13. A motion was made by Pribble and seconded by Ferrell to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Jackson-aye, Pigg-aye, Ferrell-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.

NEW BUSINESS:

Tree Removal

14. A motion was made by Pribble and seconded by McCabe to approve Stone's Outdoor Services to cut down, haul off, and grind stump of dead tree at the elementary school for $2,000. Ferrell-aye, McCabe- aye, Richey-aye, Jackson-aye, Pigg-aye, and Pribble-aye. Six (6) ayes, motion carried.

School Security Officer: The Village of Galatia and Galatia CUSD #1 are in the process of a Memorandum of Understanding (MOU) agreement.

ESSER Return to School Plan

15. A motion was made by Pribble and seconded by Jackson to approve the ESSER Return to School Plan for the ESSER III grant. Pribble-aye, Pigg-aye, Richey-aye, Ferrell-aye, McCabe-aye, and Jackson-aye. Six (6) ayes, motion carried.58/22

Hickory Street Property

The property realtor made a counter offer of $19,500 to the school offer of $14,900. After a discussion, Mr. Crank will notify them that our offer of $14,900 stands if they are interested in selling the lots.

Energy Transition Community Grant

16. A motion was made by Pribble and seconded by Ferrell to start the bidding process for the Energy Transition Community Grant projects. Pigg-aye, McCabe-aye, Richey-aye, Jackson-aye, Ferrell-aye, and Pribble-aye. Six (6) ayes, motion carried.

Student Athletic Admission Fees

17. A motion was made by Pigg and seconded by McCabe to waive all Galatia student athletic admission fees for games played at Galatia. Richey-aye, Pigg-aye, Ferrell-aye, Jackson-aye, Pribble-aye, and McCabe- aye. Six (6) ayes, motion carried.

ADJOURNMENT:

18. A motion was made by McCabe and seconded by Richey to adjourn at 9:25 p.m. Ferrell-aye, Jackson-aye, Pribble-aye, Richey-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.
