City of Carmi City Council met July 2.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, July 2, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderpersons present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.

The minutes from the June 18, 2024 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes” except for Alderman Courson who abstained due to being absent from the last meeting.

For council consideration, discussion, and possible approval

a) Change Order 24-075-01; For the Rebuild Illinois Grant west water tower repair for the antenna corral in the amount of $25,500.00 with funding approved by DCEO. Mayor Pollard stated the change order was an additional $25,500.00 which will allow the city to enhance its existing communication wires and add corral on top of tank for safety and mounting communication equipment. Alderperson Headlee made a motion to approve Change Order 24-075-01. The motion was seconded by Alderperson Blake. The motion carried by each Alderperson present answering “yes” on roll call.

b) Marshall Electric, Inc. Invoice 20457 for $9,960.00 for work performed at 225 East Main Street to install generator (Payable from TIF 2). Alderperson Winkleman made a motion to approve the Marshall Electric Invoice for $9,960.00. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

c) Conger and Elliott Prof. Corp Statement 1 for $337.50 for legal work for easement at Rosebud (Payable from TIF 2). Alderperson Hays made a motion to pay Conger and Elliott $337.50 for the legal work for Rosebud. Alderperson Winkleman seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

d) Southern Illinois Title Insurance Services Invoice L.S. 2024-36 for $300.00 – Title search for Rosebud water project for potential easement (Payable from TIF 2). Alderperson Headlee made a motion to approve the SI Title Insurance invoice for $300.00. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

e) Ordinance #1625: Local Government Travel Expense Control Act. This ordinance is required by Illinois Public Act 099-0604. Alderperson Hays made a motion to approve Ordinance #1625: The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

f) Ordinance #1626: An ordinance repealing and replacing Section 27 of Ordinance No 8 and repealing sections 30 and 31 of Ordinance No 8. The changing of this ordinance is made to better reflect the way the City of Carmi does business and to comply with State and Federal Laws. Alderperson Hays made a motion to approve Ordinance #1626. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

g) TIF Façade Agreement with Jason Cates for 211 N. Main Cross Street for $3750.00. This is for painting, exterior doors, shutters and an awning. Alderperson Hays made a motion to approve the TIF Façade Agreement with Jason Cates for 211 N. Main Cross Street for $3750.00. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

h) Conger & Elliott Prof. Corp for $120.00 for legal work for state TIF Audit (Payable from TIF2). Alderperson Winkleman made a motion to approve the above invoice for Conger and Elliott. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard wanted to thank Illinois State Representative Dave Severin and Senator Terri Bryant for their hard work in keeping the Illinois DMV open in Carmi. It has moved to the Southeastern Illinois College Building.

Mayor Pollard reported he would be passing out a letter to everyone at the end of the meeting in response to the anonymous letter that was submitted in hopes of clearing up some of the confusion.

Reports from Standing Committees

Alderperson Winkleman had attended a Library Board Meeting prior to the Council Meeting where there was concern regarding the roof of the library leaking as well as the foyer entrance being very hot in the summer. Estimates have been obtained for the tinting of the foyer windows and will be scheduled. The roof will be evaluated by the Street and Alley Department.

Alderman Blake said the fireworks were some of the best he had seen in a long time.

At 5:42 p.m. Alderperson Headlee made a motion to adjourn. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”
